Request to Extend a Temporary(now Provisional) Commander Appointment ADJOURNMENT 1 ♦N R ♦: 1 November 7, 2016 Allan w "' Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler, Ron Johnston and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Fire Chief Jay Wittwer, Stephanie Brown - Smith, HR Director, Erika Eddins, HR Analyst and Sara Valdez, HR Analyst. CALL TO ORDER 5:00 p.m. Chair Steve Wheeler called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the August 1, 2016, Commission Meeting minutes. No corrections were noted. There were no meetings held in September or October. GENERAL BUSINESS Introduction of New Fire Chief Erika Eddins introduced Fire Chief Jay Wittwer to the Commissioners. Chief Wittwer joined City staff as the new Fire Chief in September and information was provided on his fire service background and relocation from North Las Vegas, Nevada. Introduction of New HR Analyst Erika Eddins introduced Sara Valdez, Human Resources Analyst to the Commissioners. Information was provided on Sara's background and experience in Human Resources and Civil Service while employed with Grant County, Washington. New Civil Service Examiner Stephanie Brown -Smith informed the Commissioners that with the departure of former HR Analyst/Civil Service Examiner Kim Gilman, Sara Valdez will assume the role and responsibilities of the Tukwila Civil Service Examiner. MOVED BY WHEELER, SECONDED BY JOHNSTON TO RECOGNIZE SARA VALDEZ AS THE TUKWILA CIVIL SERVICE EXAMINER. MOTION PASSED UNANIMOUSLY. FIRE DEPARTMENT BUSINESS Staffing Update Chief Wittwer reported there are currently four pipeline positons approved with an increase to five pending. A retirement of a Captain is expected at the end of January. Early Termination of a List Erika Eddins introduced the Chief's request to terminate the existing Entry -Level Firefighter Eligibility list early due to the list being nearly exhausted (only one name remaining) and the Department's need to hire immediately due to a current vacancy and window of time needed to establish a new list pending a January 2017 academy start date. The Chief confirmed that the remaining individual on the list received a Chief's interview and is not being offered a position. MOVED BY JOHNSTON, SECONDED BY PAQUETTE THAT THE CURRENT ELIGIBILITY LIST FOR ENTRY - LEVEL FIREFIGHTER BE TERMINATED DUE TO DEPLETION EFFECTIVE 11/7/16. MOTION PASSED UNANIMOUSLY. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported that there are four pipeline positions available and one more regular vacancy to fill. One entry police officer just graduated the academy and there is another one in the academy for a few more months; there is one entry police candidate and one police records specialist candidate currently in the background process. Chief Villa also reported that Officer Vic Masters has been assigned to a temporary position to set up and manage social media and recruiting efforts for the Department. NEW BUSINES Commissioner Johnston discussed possible review of the Civil Service rules in 2017, for the purpose of modernizing outdated verbiage. The Civil Service Examiner will send an electronic version of the rules to the Fire and Police Chiefs for their review in this regard. Commissioner Johnston asked to include an item on the December agenda about rescheduling or cancelling the regularly scheduled January Civil Service Commission meeting due to it falling on a holiday. Chairperson Stephen Wheeler Vice - Chairperson Bruce Paquette Commissioner Ron Johnston 2 City of Tukwfla Allan Ekberg, Mayor ININ Police Department - Mike Villa, Chief MEMORANDUM TO: Civil Service Commission FROM: Mike Villa, Chief of Police DATE: December 21, 2016 SUBJECT: Provisional Commander - Bill Devlin Sergeant Bill Devlin was appointed on January 4, 2016 as a Temporary Commander of the Investigative Services Division. His six -month appointment expired on July 1, 2016. He was granted an extension with a temporary appointment effective date of July 2, 2016 through December 31, 2016. We fully expected him to return to his normal duties as a sergeant. Now, as we close out 2016 one our commanders is on an unanticipated administrative leave for an undetermined amount of time. This has created the need for a provisional commander appointment effective January 1, 2017. The commander eligibility list expired on 7/5/16. In order to maintain continuity of operations we selected Bill Devlin as the provisional commander and he has been assigned to the patrol division. It should be noted that he was the only candidate on the expired list. Furthermore, we intend to announce and conduct a commander examination no later than the end of the second quarter. It appears that the civil service rules allows for us to make this appointment without seeking authorization. However, given the total term of the temporary appointment and provisional appointment within two consecutive calendar years, we believed it prudent to make the commission aware of the situation for discussion and input. We want to be true to the intent of the rules, and not just operate within its technical terms. Your guidance will be appreciated.
