MOVED BY DUFFIE, SECONDED BY MULLET, TO APPROVED THE CONSENT AGENDA AS SUBMITTED.* *MOTION CARRIED 7 -0. City Attorney Cohen read the entire text of the resolution. It is presented here by title only. JOHN McFARLAND, City Administrator; LINDA COHEN, City Attorney; ALAN DOERSCHEL, Finance Director; ROSS EARNST, Public Works Director; STEVE LANCASTER, DCD Director; LUCY LAUTERBACH, Council Analyst; DOUG MICHEAU, Public Works Coordinator; JANE CANTU, City Clerk. Paula Avalase, Highline School District, extended an invitation to a Seattle Symphony concert at Tyee High School on March 8th. a. Approval of Vouchers: Nos. 84084 through 84359 in the amount of 413,039.87. Councilmember Mullct *Haggerton voiced his displeasure that King County continues to misspell the name Tukwila on their jail invoices. Mayor Rants promised the word would be passed on to King County. MOVED BY DUFFIE, SECONDED BY HAGGERTON, THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED 7 -0. Tukwila City Council Regular Meeting March 4, 1996 Page 2 New Business (con't) Res. #1344 Including NW Expo in Limited Enterprise Zone NW Expo Center Developer Agreement East Marginal Way Water Supply Easements REPORTS Mayor Council APPROVING THE INCLUSION OF THE NORTHWEST EXPO CENTER IN THE LIMITED CITY ENTERPRISE DEVELOPMENT ZONE. MOVED BY DUFFIE, SECONDED BY CARTER, THAT RESOLUTION NO.1344 BE APPROVED AS READ.* Councilmember Mullet commented that this program produced many "unknowns" in the program. He suggested the City establish some type of reporting system to track all of the specifics so that Council will know what worked and what didn't. *MOTION CARRIED 7 -0. RESOLUTION 1344 IS APPROVED. MOVED BY EKBERG, SECONDED BY DUFFIE, TO AUTHORIZE THE MAYOR TO SIGN ADDENDUM #1 TO NORTHWEST EXPO CENTER DEVELOPER AGREEMENT, CONTRACT NO. 94 -063.* Councilmember Hernandez noted that the Northwest Expo owner is paying the City of Renton more than Tukwila for transportation improvements to mitigate traffic impacts. *MOTION CARRIED 7 -0. MOVED BY EKBERG, SECONDED BY CARTER, TO AUTHORIZE THE MAYOR TO SIGN EAST MARGINAL WAY WATER SUPPLY STATION EASEMENTS. MOTION CARRIED 7 -0. Mayor Rants gave a brief overview of the Manufacturing Industrial Council of King County. Council President Carter announced there would be an Air Pollution Protest March on Saturday, March 9th. It will begin at the RCAA headquarters at 10 a.m. and at the airport parking garage at 10:30 a.m. Mayor Rants reported he was notified by King County that they are interested in renewing negotiations with the Crostick property and reopening the parking area; however, there are only 35 parking Tukwila City Council Regular Meeting March 4, 1996 Page 3 Reports (con't) Staff EXECUTIVE SESSION 8 p.m. ADJOURNMENT stalls available at the present time. The County plans to look at additional parcels and structured parking to accommodate more cars. Councilmember Ekberg announced he would be away from the City on March 11 and 12. Councilmember Mullet announced that utility rate increases for sewer, water, and stormwater are forthcoming. Council will be provided with the appropriate data as soon as it's available. Councilmember Haggerton announced that the first Green River Water Forum will be held next week. The group will study issues such as water quality and surface water at it relates to the Green River and Duwamish watershed. Councilmember Linder reported that the Hwy 99 Action Committee held a successful Cleanup Day on Saturday, March 2nd. Linder said she spoke with a couple of the shopkeepers and invited them to attend the next Action Committee meeting. City Administrator John McFarland added that the City gave a dump pass to Vern Meryhew who used his truck to dispose of the garbage picked up in the cleanup effort. McFarland also report the Drug and Prostitution Watch area signs are going up next week.
