REGULAR MEETING
MINUTES
CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

Agenda amended MOVED BY DUFFIE, SECONDED BY MULLET, TO MOVE
ITEM 9a UNDER NEW BUSINESS TO THE SPECIAL
PRESENTATION. MOTION CARRIED.

SPECIAL PRESENTATION Steve Wall, Field Asset Protection Team Leader for the Mervyn
Corporation, presented the City and the Police Department a check
for $1,000 in support of the City's DARE program. Assistant
Chief Keith Haines and Officer Ted Rutt accepted the donation on
behalf of the City and thanked Mervyn's for their generous
contribution.

WASHINGTON, ACCEPTING A DONATION TO THE
TUKWILA POLICE D.A.R.E. PROGRAM FOR USE IN

THOSE WHO MADE CONTRIBUTIONS.
MOVED BY HERNANDEZ, SECONDED BY DUFFLE, THAT
RESOLUTION NO. 1347 BE APPROVED AS READ. MOTION
CARRIED 6 -0 (Ekberg absent).
Councilmembers personally expressed their appreciation for
Mervyn's generous goodwill gesture and for the police
department's work in the DARE program.
Mayor Rants commended Officer Rutt and police personnel for
their commitment to the City and dedication to their profession.
CITIZEN COMMENTS Steve Wheeler, 6321 S. 151st Pl., and Beth Paquette, 6361 S. 151st
Pl. (Maple Tree area) told Council of a problem they are
experiencing with fowl (chickens) in their neighborhood. The
chickens, who belong to a neighbor, are running loose and leaving
their droppings in neighbors' yards. They are also very noisy.
Wheeler said Animal Control told him that Tukwila's current
ordinance allows fowl to be maintained in residential areas within
an enclosed area. Ms. Paquette provided a video tape of the
chickens running loose in the area. Wheeler appealed to Council to
amend the current City ordinance to prohibit fowl in residential
areas thereby eliminating this problem for homeowners in the
Maple Tree development.
Lanny Vickers, 12227 45th Ave. S., commended residents in his
area that are improving their homes, mobile homes and lots as a
result of the installation of sewers in the neighborhood. Some
individuals are updating their mobile homes to manufactured
homes. Vickers suggested Council revise the TMC to reauire that
mobile homes be updated so they look more like conventional
homes.

Continuation of the March 25, 1996 hearing on proposed increases
in water rates. Mayor Rants called for public comment on the
proposed rates. Hearing none, Rants declared the hearing closed at
7:32 p.m. Rants announced that the Utilities Committee will be
bringing forward a recommendation on the rates to the full Council
in the near future.

AUTHORIZE THE MAYOR TO ACCEPT THE DONATED
EASEMENTS FOR THE 51ST AVE. S. BRIDGE
REPLACEMENT PROJECT. MOTION CARRIED 6 -0.
Councilmember Haggerton asked that Page 1 of the 3/4/96 minutes
be amended to reflect that he, not Councilmember Mullet, had
"voiced his displeasure" about King County repeatedly misspelling
word Tukwila.
MOVED BY HAGGERTON, SECONDED BY MULLET, TO
APPROVE THE MINUTES OF 3/4/96 AS AMENDED.
MOTION CARRIED 6 -0.
REPORTS Mayor Rants reported briefly on the Park and Open Space Bond
Mayor issue. Rants said he learned that the steering committee plans to
add an accompanying maintenance and operations levy on the

Council
ballot as many of the smaller cities do not have the money needed
to maintain and operate the parks. Funds will be allocated using a
blended method of population and assessed valuation which will
return approximately $2 million to Tukwila.
Mayor Rants shared the following results of a recent emphasis
patrol on Hwy. 99 between 142nd 146th: 2 felony arrests
(included 4 grams and 28 pieces of rock cocaine and a felon in
possession of a firearm), 4 warrant arrests; 3 misdemeanor arrests
(one prostitute and 3 traffic related); 2 recovered handguns; 3
recovered missing juveniles; 2 criminal trespasses; 13 warrants;
assisted patrol with a possible residential burglary in progress;
arrest of violent offender for unlawful imprisonment and
possession of stolen firearms. All of these activities took place in
one night. Rants praised Officers Howie and Villa for their work
in the COPS program.
Councilmember Duffie talked about the recent school board
meeting and the problems school officials are dealing with in the
schools. Duffie invited Council to visit the schools to see for
themselves what really goes on there.
Councilmember Hernandez reported she attended the annual
Apartment Managers' Dinner and was pleased with the positive
comments she heard about the City and the Crime Free Multi
housing program.
Council President Carter informed Council that she received
something from the Port of Seattle about how they've reduced
noise around the airport. Apparently, the Port is trying to convince
PSRC to ignore the Expert Panel's report.
Councilmember Haggerton said he was impressed with the way the
police department responded when his business neighbor was
robbed. Haggerton also thanked reporter Mark Stiles for the job he
does covering Tukwila news for the Highline Times.
Councilmembers Linder, Hernandez, and Carter reported they
attended the Valley Com Open House.

ADJOURNMENT

Council President Carter clarified Council's request for
information on all groups that are addressing problems on Pacific
Highway. John McFarland said he would put together a
comprehensive report covering all groups focusing on Hwy 99.
