MINUTES
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:04 p.m. and led the
audience in the Pledge of Allegiance.
CITY OFFICIALS
Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Shawn
Hunstock, Finance Director; Bob Giberson, Public Works Director; Mike Villa, Interim Chief of Police; Don
Lincoln, Assistant Police Chief; Stephanie Brown, Human Resources Director; Derek Speck, Economic
Development Administrator; Mary Miotke, IT Director; Christy O'Flaherty, City Clerk.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Joan Hernandez, Allan Ekberg, Dennis Robertson, Verna Seal, Kathy Hougardy and De'Sean Quinn.
SPECIAL PRESENTATIONS
Confirm the appointment of Mike Villa as Chief of Police.
MOVED BY HERNANDEZ, SECONDED BY DUFFIE TO CONFIRM THE APPOINTMENT OF MIKE
VILLA AS CHIEF OF POLICE. MOTION CARRIED 7 -0.
Tukwila Police Officer Ted Rutt introduced Mike Villa as the new Chief of Police for the City. He relayed
that Chief Villa was hired in 1990 and has always exemplified the core values and mission statement of
the City, and he leads by example.
Mayor Haggerton administered the Oath of Office to Chief Villa and his wife, Peggy, pinned on his badge.
Chief Villa introduced his family, friends, and colleagues who were in attendance. Regional colleagues
present included Kevin Milosevich, Renton Police Chief; Scott Kimerer, Burien Police Chief; Jim Graddon,
SeaTac Police Chief; Steve Strachan, Chief Deputy, King County Sheriff's Office.
Chief Villa conveyed that he is honored and privileged to have this opportunity to continue to serve the
Tukwila community. The men and women of the Tukwila Police Department are some of the finest in law
enforcement and are committed to serving at the highest level.
The Councilmembers congratulated Chief Villa on his appointment to the position.
7:21 p.m. Mayor Haggerton declared a brief recess.
7:26 p.m. Mayor Haggerton called the Regular Meeting back to order.
CITIZEN COMMENTS
Abshir Mahamed, 14440 International Boulevard, indicated he has owned a small business on
International Boulevard for the past 3 years. He has observed an increase in crime in the neighborhood
and a drop in his business. Yesterday a shooting occurred near his store, and he and his customers do
not feel safe. In his view, there are thugs and crack heads in the area, and loss of the Neighborhood
Resource Center (NRC), which provided a police presence, has contributed to the problem. He urged the
Council to look into this matter.

Betty Taylor, 32720 19 Place South, Federal Way, indicated she observed an incident involving police
officers from multiple jurisdictions two weeks ago at the Crescent Pointe Apartments. She has been told
there were officers there from the City of Tukwila, and while observing the incident, she heard one of the
officers call a suspect an "idiot." She does not feel this is appropriate and is concerned about brutality
and accountability. She would like this matter reviewed.
Mayor Haggerton asked that Ms. Taylor provide contact information to the City Administrator.
Michael Moore, 5936 South 149 Street, expressed that the decision to close the casinos in the City with
a cost of about $2.5 million is unfair. He conveyed that the impacts to City employees and public safety
services and the families of the 450 casino workers who will lose their jobs are unacceptable. In his view,
there are no problems with casinos in Tukwila, and it was shown that the mall is number 1 for crime
problems in the area. It was also shown that proliferation of casinos is unlikely. From his standpoint, this
issue should have been voted on by the citizens and not decided based on the comments of a few
people. He asked that the Council overturn the ordinance.
CONSENT AGENDA
a. Approval of Minutes: 5/16/11 (Regular Mtg); 5/23/11 (Special Mtg)
b. Approval of Vouchers #357525 357526, #357634- 357742 and 110503 110504 and 110601 in the
amount of $2,128,289.59
c. Accept as complete the Tukwila International Boulevard Improvements Phases II III project (Contract
#09 -006) with Gary Merlino Construction Company, Inc. (No retainage was held due to a retainage bond;
final cost of project is $12,449,740.11).
MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED
AS SUBMITTED. MOTION CARRIED 7 -0.
UNFINISHED BUSINESS
Authorize the Mayor to enter into negotiations with Tukwila Village Development Associates, LLC
to purchase and develop approximately 5.76 acres of City property at Tukwila International
Boulevard and South 144th Street known as Tukwila Village.
MOVED BY HERNANDEZ, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO ENTER INTO
NEGOTIATIONS WITH TUKWILA VILLAGE DEVELOPMENT ASSOCIATES, LLC TO PURCHASE
AND DEVELOP APPROXIMATELY 5.76 ACRES OF CITY PROPERTY AT TUKWILA
INTERNATIONAL BOULEVARD AND SOUTH 144 STREET KNOWN AS TUKWILA VILLAGE.*
Pam Linder, 11918 Interurban Place South, relayed that she is finding it hard to see the community vision
in the two proposals. In order for Tukwila Village to be a welcoming place and be active and vibrant, it
would need to include mixed uses that would accommodate people of mixed ages and incomes. It is also
important to ensure the people living in the development have money to support new business
development in the area. In her view, one size does not fit all, and while the City needs senior housing, it
needs other uses as well.
The Councilmembers expressed support for Tukwila Village Development Associates, LLC (SHAG) to
develop the site, acknowledging their proven experience with housing issues. There was also high praise
given to the Trillium proposal and their vision for the entire boulevard corridor.
Mayor Haggerton relayed that as the project comes together, it is intended that a Neighborhood Resource
Center with a police presence be part of the development. He also acknowledged Derek Speck,
Economic Development Administrator, for his work on this project.

REPORTS
a. Mayor
Mayor Haggerton attended the Memorial Day event at the Museum of Flight, where 3 Tuskegee airmen
were honored. On June 1, 2011 he attended Senator Patty Murray's Golden Tennis Shoe Awards event.
On June 2, 2011 students from 4 second grade classes from Tukwila Elementary School visited City
facilities and had tours of the Court and Police Department. On June 3, 2011, the Mayor attended the
Valley Com Administrative Board Meeting and the fundraising event at the Tukwila Pantry. The small
business of L and L Energy donated $5,000 to the Pantry and challenged other businesses to contribute
as well. Mayor Haggerton referenced a letter from King County Executive Dow Constantine's office
acknowledging that the City of Tukwila, in partnership with Friends of the Hill, SVR Design Company and
the Cascade Land Conservancy, has been selected to receive the John D. Spellman award for
achievement in historic preservation for the Duwamish Hill preserve. Special recognition is being
afforded to the Parks and Recreation Department for their support of the project. The award will be
presented on June 17, 2011 at 9:30 a.m. at the Delta Masonic Hall, 13034 41 Avenue South in Tukwila.
Mayor Haggerton also distributed information to the Council regarding the recent census.
b. City Council
Councilmember Duffie was unable to attend the Memorial Day event at the Museum of Flight as he was
out of town. He also thanked Derek Speck for his work on the Tukwila Village project.
Councilmember Hernandez attended the Affordable Housing Advisory Board meeting on May 26, 2011
and the Memorial Day event at the Museum of Flight. On June 1, 2011, she attended Senator Patty
Murray's Golden Tennis Shoe Awards event, and on June 2, 2011 she attended the Equity and Diversity
Commission and the Tukwila Heritage and Cultural Center Gala dinner auction planning committee
meeting.
Councilmember Robertson referenced this evening's comment from a citizen regarding alleged use of the
word "idiot" by a police officer. He relayed that as administration investigates the incident, there should
be recognition that if the word was used, it constitutes unprofessional ism as opposed to brutal behavior.
Additionally, Councilmember Robertson indicated that as the City strives to re- develop the highway, 3
things need to happen for successful change to occur: (1) Development of Tukwila Village; (2) Use of the
City's Residential Rental Housing legislation; and (3) The creation of a nuisance ordinance to ensure
hotels /motels take responsibility for unacceptable actions.
Councilmember Seal attended the May 25, 2011 dramatic performance at Foster High School. On
June 1, 2011 she attended the Foster High School Honor Society induction of 39 students into the
program. The students must have a grade point average of 3.5 and submit an essay to be considered.
There are currently 110 students in the National Honor Society at Foster High School.
Councilmember Quinn attended the Puget Sound Regional Council General Assembly on May 26, 2011,
where their $22 million budget was adopted. He also attended the Joint Fire Authority meeting that same
day. Councilmember Quinn acknowledged Mr. Mahamed, who spoke under this evening's citizen
comments, for coming forward to convey expectations regarding the conditions on Tukwila International
Boulevard.

The Council Analyst is not required to attend Regular Meetings.

MISCELLANEOUS
Mayor Haggerton acknowledged Joyce Trantina, Executive Assistant in the Mayor's Office, for her superb
singing performance at the Tukwila Pantry fundraiser on June 3, 2011. Additionally, he recounted the
story of one woman who attended the fundraiser who found herself needing the use of a food bank after
being laid off from a well paying job. She has been unable to find work in the current economy, even with
many years of experience.
Council President Ekberg distributed the draft agenda for the joint meeting with the Tukwila School Board,
scheduled for June 21, 2011. The Councilmembers supported the agenda items as presented, and it was
determined the following 3 additions would be incorporated into the agenda: Coffee Chat collaboration,
Update on Safe Walking Routes to Schools, and Emergency Warning System.
