Mayor Rants administered the Oath of Office. Tukwila City Hall Council Chambers CALL TO ORDER Council President Pam Carter called the Committee of The Whole Meeting to order and led the audience in the Pledge of Allegiance. JOHN MCFARLAND, City Administrator; LUCY LAUTERBACH, Council Analyst; RON WALDNER, Police Chief; DON WILLIAMS, Parks Recreation Director; TOM KILBURG, Crime Prevention/DARE; KAREN WRIGHT, Human Services Specialist. Amend Agenda The Council agreed to amend the agenda to add: Swearing in of new Police Officer Laura Kearny, under Special Presentations. Mayor Rants read a proclamation designating May 15, 1996 as Peace Officers' Memorial Day and urged all citizens to remember those officers who gave their lives serving the public. Tom Kilburg, Crime Prevention/DARE; and Karen Wright, Human Services Specialist, gave an update on the Crime Free Multi Housing Program. A total of 44 landlords representing 35 properties in Tukwila have been trained. The response has been very positive and the results have been very encouraging. The most recent graduates of the Program were introduced to the Council. Their names will be added to the perpetual plaque which will be engraved with the names of those who make a positive contribution to the Crime Free Multi Housing Program. Dave Kistler, Assistant Scout Master, Boy Scout Troop #378, 14741 62nd Avenue South, introduced the Scouts and explained that they were working on their Citizenship In The Community Committee of The Whole Meeting Minutes May 13, 1996 page 2 Citizen's Comments (font' d) Merit Badge, which is part of their quest for Eagle. Kistler also requested support from the City to use the City's vans when possible. However, the City would need to have Troop #378 added to its insurance policy. Kistler introduced Mike Firestone who is currently the Scout Master of this Troop. Mike Firestone, 3709 South 138th, commented that he has been the Scout Master of Troop #378 for almost four years. He said currently Troop #378 is the only Troop located in Tukwila. It has 20 active youths in the program. Most of the adults with vehicles who participate in the program hold other jobs and can't always be available to meet the Troop's transportation needs. There are some adults who are willing to help and will go through City procedure so that they can obtain a license or whatever is necessary to drive the City's vans if the City agrees that this is a viable consideration. After a brief discussion, City Administrator McFarland stated he would check with the City's insurance provider, Washington Cities Insurance Authority (WCIA), as to the feasibility of accomplishing the above request; then forward the information to the Council's Finance and Safety Committee for further discussion. Robin Baird, 12304 Military Road, requested information on how to implement a curfew ordinance for the City of Tukwila. Council President Carter responded that the Curfew ordinance is currently being discussed in the Finance Safety Committee and that they are pursuing it with diligence. Carter also announced the dates and time of the F S Committee meetings for those interested in attending, which are the Second and Fourth Mondays at 5:00 p.m. here at City Hall. However, due to the Memorial Day holiday, the Finance and Safety Committee will meet on Tuesday, May 28, 5:00 p.m. Baird also asked if the Council would consider having students, who have been suspended for whatever reason, perform some type of community service as restitution for the offense. Council President Carter responded that an issue such as this would fall under the authority of the School District. Committee of The Whole Meeting Minutes May 13, 1996 Page 3 Citizen's Comments (Copt' d) SPECIAL ISSUES A resolution authorizing A.L.E.A. grant application REPORTS Councilmember Duffie informed Baird that the appropriate forum for this kind of issue would be the School Board. He invited her to attend the next meeting which is scheduled for May 28. Councilmember Hernandez explained that this issue had been discussed at the Community Affairs and Parks Committee meeting and the Committee suggests that the resolution authorizing application for funding assistance of an Aquatic Lands Enhancement Account (A.L.E.A.) be passed by the Council. The A.L.E.A. grant may provide funds (up to $170,000) for the development of educational exhibits and pathway construction elements as part of the Tukwila Pond Project. After a brief discussion, it was the consensus of the Council to forward the resolution authorizing A.L.E.A. grant application for Tukwila Pond Park Project to the next Regular Council for approval. Mayor Rants reported that King County is planning on entering into negotiations with cities and act as mediator in trying to rid the County of some of its unincorporated areas within the urban growth boundary. However, Rants said the City is only interested in pursuing the two future annexation areas that are addressed in the Comp Plan. Councilmembers agreed.
