JOHN McFARLAND, City Administrator; JIM HANEY, Interim City Attorney; MOIRA BRADSHAW, Associate Planner; RON CAMERON, City Engineer; KEITH HAINES, Asst. Police Chief; STEVE LANCASTER, DCD Director; BRIAN SHELTON, Senior Engineer; LUCY LAUTERBACH, Council Analyst; CELIA SQUARE, Deputy City Clerk. Led by Moira Bradshaw, Associate Planner, the Council and Highway 99 Task Force members and Council participated in a joint discussion on the Pacific Highway South Revitalization Plan. John Owen, Makers, gave a slide presentation on the design principles being proposed for the Highway 99 area. Highway 99 Task Force members in attendance: Ellen Gengler, David Livermore, Dwight McLean, Vern Meryhew, Arthur Rosengren, Jack Scott, Mike West. Mayor Rants read a proclamation designating the week of May 19 -25, 1996 as National Public Works Week. None a. Approval of Minutes: 5/6/96 (Withdrawn for corrections) b. Approval of Vouchers: Nos. 85673 through 85991 in the amount of $1,278,052.34 c. Accept as complete the Showalter Sports Field Rehabilitation Project (Contractor: Tuefel Nursery, Inc.); authorize release of retainage. d. Accept as complete the Pacific Highway (SR99) S/ 132/S. 130th Sts. Intersection Improvements (Contractor: Hilltop Construction Co.); authorize release of retainage. Marginal Way/Boeing Access Rd to North City Limit PUBLIC HEARING Six Year Transportation Improvement Program Citizen Comments on TIP e. A resolution authorize A.L.E.A. grant application for the Tukwila Pond Park project. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMITTED.* Councilmember Hernandez asked that the minutes be withdrawn for correction. *MOTION CARRIED AS AMENDED. The following corrections to the 5/6/96 minutes were noted: Page 4, first paragraph, change June 6 to June 17; Page 2, Citizens Comments, the full name of the speaker is Sherri Lynn Cote Laciste; Page 5, paragraph three, correct spelling of Mayor's last name. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE MINUTES OF MAY 6, 1996 AS CORRECTED. MOTION CARRIED 7 -0. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO AWARD A CONTRACT TO SCOCCOLO CONSTRUCTION COMPANY IN THE AMOUNT OF $5,427,183.90 FOR THE EAST MARGINAL WAY STREET PROJECT FROM BOEING ACCESS ROAD TO THE NORTH CITY LIMIT. MOTION CARRIED 7 -0. Mayor Rants declared the hearing open at 8:27 p.m. Ron Cameron, City Engineer, explained that the state requires the City's Six Year Transportation Improvement Program to be updated and adopted annually. This year's TIP for 1997 -2002 shows the six years of projects concurrent with the CIP which shows six years and beyond six years. Council briefly reviewed the projects list. Pamela Jones, 14821 Military Road So., asked for information regarding the costs of the Pacific Highway revitalization plan. Jones remarked that the City has many plans for the next several years; however, more law enforcement is needed now or there won't be a City left to improve by the year 2002. Tukwila City Council Regular Meeting May 20, 1996 Page 3 Public Hearing (con't) Six Year Transportation Improvement Program Citizen Comment Tom Nobles, general manager at Fantasy Express, asked whether the fiber optics for the street cameras were being installed with the signalization work currently being done in front of his business. John McFarland responded that the fiber optics will be installed when the street improvement project is underway. The public hearing was closed at 8:42 p.m. Robin Baird, 12304 Military Road So., commented that there are a lot of laws in the City that are not being enforced, most specifically the jay- walking law. Crosswalks are few and far between on Highway 99. Councilmember Mullet commented that the state does not consider Highway 99 a residential street; it is a thru street that moves traffic. Baird also noted that the left turn at Bernie's is very unsafe. Mullet assured Ms. Baird of Council's concern with issues of safety. They have worked very hard to come up with the answers to get help from the state and deal with the safety issues at the same time. REPORTS Councilmember Hernandez reported she attended the ACC Council meeting at Burien City Hall and the Apartment Manager's Network meeting during the past week. Councilmember Carter reported that priorities established from small group discussions at the May 14th Transportation Forum for So. King County were: preservation and maintenance, preserving funding, consideration of a gas tax, grade separation of rail, and airport siting. The Port of Seattle did not attend the meeting. Carter announced the presentation of a family support program on May 23rd from 9 -11 a.m. and again from 5 -7 p.m. at the community center. Dialogue will include development of a family resource center and /or school linked health clinic in Tukwila. Parent Services Project, Inc. is providing the speaker. The Foster Community Club meets on May 22nd to discuss the happenings on Highway 99. Carter announced a Suburban Cities special meeting scheduled for June 5th, 4 p.m., Bellevue City Hall. Mayor Rants said he would attend. Tukwila City Council Regular Meeting May 20, 1996 Page 4 Reports (con't) Mayor ADJOURNMENT 9:12 p.m. Councilmember Haggerton announced an Economic Development Advisory Board meeting on May23rd at 4 p.m. Councilmember Linder reported she attended her first Apartment Managers meeting. Representatives from Metro and Tukwila P.D. were also in attendance. Subject for discussion was criminal trespass at Metro bus stops. Linder also participated in a meeting with the Hilltop Action Committee Director and Lt. Doug Partlow and Human Services Specialist Karen Wright. Council President Carter requested and update on the Southgate Trailer Park. City Administrator John McFarland reported that the trailer park was due to be auctioned at a receivership sale on May 17th. Just prior to that date the previous owner, Mr. Kim, filed for bankruptcy. That action stayed the sale. A new date of sale has been set for June 28th. Regarding the Ball apartment issue, McFarland explained the hearing officer granted a 30 day continuance of the hearing to allow the parties to work out and negotiate a settlement. Mayor Rants reported he met with the five South King County mayors to discuss at grade rail crossings. Tukwila staff is currently counting the actual number of rail crossings, what the cost in dollars will be, and what the ramifications will be to the commercial industries such as Boeing, Weyerhaeuser, Paccar.
