Council President Pam Carter called the Committee of The Whole
Meeting to order and led the audience in the Pledge of Allegiance.

Earl W. Price, EWP Developers of Affordable Housing, 334 Wells
Avenue South, Renton, gave presentation on affordable housing
for elderly and disabled persons in the Greater Seattle -King County
area. He said all projects must be approved by a local government
agency that has jurisdiction over tenant relocation issues, such as a
planning or community development department or housing
authority. They build through the Washington State Housing
Finance Commission, which is a tax credit program. This gives
them the leverage to build the structures and make them affordable.
Mr. Price distributed informational materials listing various project
sites that his organization has completed and are in full operation.
It was the consensus of the Council to refer this issue to the
Community Affairs and Parks Committee for further study.

Council President Carter opened the public hearing at 8:19 p.m.

Ron Cameron, Public Works City Engineer, explained that King
County had petitioned to vacate a portion of West Marginal Place
South from South 110th Street, extended to approximately 370 feet
south. Cameron stated that this vacation request involves
approximately the southerly 370 feet of right -of -way for West
Marginal Place South that lies between the Duwamish River and

West Marginal Way. The existing right -of -way is 40 feet wide,
open with a two land paved street and dead ends in a cul -de -sac at
the southerly end. The only access to this location is from South
102nd Street and West Marginal Place located 1,800 feet to the
north. King County owns the property abutting the right -of -way
which was platted in Gordons Addition No. 2 and is zoned
Manufacturing/Industrial Center -Heavy (MIC/H). The right -of-
way is within 200 feet of the Duwamish River. The total area of
the proposed vacation is approximately 19,592 square feet.
The public hearing closed at 8:25 p.m.
After a brief discussion, the Council agreed to forward the request
for vacation of a portion of West Marginal Place South to the next
Regular Council meeting.
Alan Doerschel, Finance Director, explained that the proposed
water utility rate increase ordinance reflects the increases proposed
at the March 20th and April 1st public hearings as well as by the
Utilities Committee. The ordinance also reflects the repealing of
24 ordinances that are included in TMC 14.04 Water Rates and
Regulations. It is the City's policy to clean up the TMC whenever
possible. This new ordinance would put all current rates and
policies under one ordinance. The ordinance states that the
effective date is September 14, 1996. The first actual billing date
is October 31, 1996 and covers the consumption period of 9/14/96
through 10/15/96. This first billing at the new rate structure would
reflect the lower non summer rates.
After a brief discussion, it was the consensus of the Council to
forward the proposed water utility rates increase ordinance to the
next Regular Council meeting.
Councilmember Haggerton explained that the proposal to hire four
new police officers in addition to the "pipeline" officers had been
discussed at the Finance and Safety Committee, and they had many
questions, specifically, why had overtime hours increased.
Doerschel commented that the crime rates had gone up and
continues to rise.

Police Chief Waldner said he's requesting four
new police officers so that they can attack crime on Hwy 99
utilizing various methods from bicycle patrols, to video
surveillance, to talking to groups, to prostitution patrols. Various
options were discussed for funding this initiative.
A very lengthy discussion ensued with all Councilmembers
agreeing to hire the four new officers; and use unbudgeted
revenues to fund the 1996 positions. The issue will go back to the
Finance and Safety Committee to discuss the 1997 funding.
It was the consensus of the Council to forward a Formal Motion
allowing the hiring of four additional police officers, to be added to
the 1996 Budget, to the next Regular Council for approval.
Tukwila days The Council discussed how they were going to participate in this
year's Tukwila Days scheduled for July 13 through the 20th.
The Council also discussed possible dates and places to hold a
Council Retreat. They agreed on January 25th and 26th and asked
the Administration to be informed so that the City's Annual
Banquet does not conflict.
REPORTS Mayor Rants reported that as of May 30, 54 landlords representing
44 properties graduated from Level I of the Crime -Free Multi
Family Housing Program. The Program consist of a total of three
levels.
