If you would like to address the Council, please go to the podium and state your name and address clearly for
the record. Please observe the basic rules of courtesy when speaking and limit your comments to 5 minutes.
The Council appreciates hearing from citizens and members of the public, and may not be able to take
immediate action on comments received until they are referred to a Committee or discussed under New
Business.
PUBLIC COMMENTS
At each Council meeting, members of the public are given the opportunity to address the Council on items
that are not included on the agenda during PUBLIC COMMENTS. Please limit your comments to 5
minutes.
SPECIAL MEETINGS /EXECUTIVE SESSIONS
Special Meetings may be called at any time with proper public notice. Procedures followed are the same as
those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel
matters as prescribed by law. Executive Sessions are not open to the public.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the
Tukwila Municipal Code states the following guidelines for Public Hearings:
The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Members of the public who wish to address the Council may speak for 5 minutes each. No one may
speak a second time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the
question, but may not engage in further debate at that time.
6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss
the issue among themselves, or defer the discussion to a future Council meeting, without further public
testimony. Council action may only be taken during Regular or Special Meetings.
COUNCIL MEETING SCHEDULE
No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given.
Regular Meetings - The Mayor, elected by the people to a four -year term, presides at all Regular Council
Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. and Special Meetings. Official
Council action in the form of formal motions, adopting of resolutions and passing of ordinances can
only be taken at Regular or Special Council meetings.
Committee of the Whole Meetings - Councilmembers are elected for a four -year term. The Council
President is elected by the Councilmembers to preside at all Committee of the Whole meetings for a
one -year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m.
Issues discussed there are forwarded to Regular or Special Council meetings for official action.
WHEREAS, The City of Tukwila's Strategic Plan cites two of its aspirational
goals as a diverse and regionally competitive economy, and a positive community
identity and image. Elevate 2017 promotes a positive community image, and supports
the City's commitment to the expansion of businesses that are minority- and women -
owned.
WHEREAS, The City of Tukwila's Vision and Comprehensive Plan seeks to
maximize Tukwila as a regional crossroads, strategically positioned with its central
location between Seattle and Tacoma, on the I -5 corridor, and in the Puget Sound
Region; and hence the reason for the location of the Elevate 2017 event — an event that
draws from both King and Pierce counties.
WHEREAS, Elevate 2017, A Day of Motivation and Empowerment, is designed
to motivate, empower and uplift African- American professionals, business owners and
college students, support personal and professional growth and development through a
series of nine prominent African- American speakers, addressing topics that directly
impact personal efficacy, and personal and business growth. Elevate 2017 also creates
business and professional networking opportunities that are intended to lead to future
collaborations and synergistic partnerships.
WHEREAS, Elevate 2017 will act as a motivational catalyst to nearly 200
African- American professionals, business owners, college students, and vendors, and
provide structured networking to support future successful connections, all while
utilizing leadership, communication, wealth - building, business - building, and personal
effectiveness skills taught at the event.
NOW THEREFORE, I, Allan Ekberg, Mayor of the City of Tukwila, do hereby
proclaim the 21St day of January 2017 as:

Grant Acceptance — King County Flood Control District
ISSUE
Authorize the Mayor to sign a grant agreement with King County Flood Control District through
their Cooperative Watershed Management (CWM) grant program.
BACKGROUND
King County Flood District, through WRIA 9, issued a Request for Proposals for a grant
opportunity called, "Green the Green", which aims to aid salmon recovery by providing shade
and decreasing water temperatures. Staff received approval from the Utilities Committee on
August 25, 2015 to apply for this grant and was recently awarded the requested amount.
DISCUSSION
The CWM grant will be used to hire a consultant that will assist with outreach, site selection,
design, invasive species removal, planting, and two years of maintenance. Potential restoration
sites have been identified and outreach to property owners is forthcoming. While site selection
remains fluid at this time, the Green the Green project aims to install vegetation on private
property, at least in part, and plant approximately 1,200 lineal feet of shoreline.
FINANCIAL IMPACT
Project costs are estimated to be $63,459.00 and the CWM grant is for up to $53,459.00. The
City's required match contribution, as stated in the grant application, is $10,000, and will be
primarily used towards project management costs. The 2017 CIP includes $116,000 in funding
with $25,000 in surface water enterprise funds.
RECOMMENDATION
Council is being asked to approve the grant agreement for $53,459.00 with King County Flood
Control District through their Cooperative Watershed Management Program and consider this
item on the Consent Agenda at the January 17, 2017 Regular Meeting.

AGREEMENT FOR AWARD OF
COOPERATIVE WATERSHED MANAGEMENT GRANT FUNDS
BETWEEN CITY OF TUKWILA AND KING COUNTY
This Agreement is made between King County, a municipal corporation, and City of
Tukwila ( "Recipient "), for the purposes set forth herein. This Agreement shall be in effect from
the date of execution to January 31, 2020.

SECTION 1. RECITALS
1.1 Whereas, the King County Flood Control District ( "District ") is a quasi- municipal
corporation of the State of Washington, authorized to provide funding for cooperative
watershed management arrangements and actions for purposes of water quality, water
resource, and habitat protection and management;
1.2 Whereas King County is the service provider to the District under the terms of an
interlocal agreement ( "ILA ") by and between King County and the District, dated
February 17, 2009, as amended, and as service provider implements the District's annual
work program and budget;
1.3 Whereas, the Board of Supervisors of the District (the "Board "), the District's governing
body, passed Resolution FCD 2015 -11.2 on November 16, 2015, authorizing the King
County executive or his designee to develop and administer a grant award program of up
to $4,308,013 in 2015 for water quality, water resources and habitat restoration and
management projects and activities allocated in the amounts of $855,141 for the
Snoqualmie Watershed, $1,615,505 for WRIA 8, $1,615,505 for WRIA 9, and $221,863
for WRIA 10 projects in King County, provided that the project list is approved by the
Board;
1.4 Whereas, in accordance with Resolution FCD2012 -07.2 and in its capacity as service
provider to the District, King County has established a grant award program, called the
Cooperative Watershed Management Award Program, to fund water quality, water
resources and habitat restoration and management projects and activities;
1.5 Whereas, the Recipient submitted an application to its respective WRIA forum or
committee for the Project and that body has recommended the Project for funding under
the Cooperative Watershed Management Grant Program in accordance with King
County's Cooperative Watershed Management Grant Program Policies and Procedures, a
copy of which has been furnished by King County to the Recipient and which are
incorporated herein by this reference ( "Grant Policies and Procedures ");

1.6 Whereas the District's Board of Supervisors has received a list of proposed projects that
includes the Project, as described in Exhibit A attached hereto and incorporated herein by
this reference, and the Board of Supervisors has approved the Project for funding up to
the amount of $53,459;
1.7 Whereas King County has received a Scope of Work and a Budget for the Project from
the Recipient and has determined that the Scope of Work, attached hereto and
incorporated herein as Exhibit B ( "Scope of Work "), and the Budget, attached hereto and
incorporated herein as Exhibit C (`Budget Summary "), are consistent with the Grant
Policies and Procedures;
1.8 Whereas, King County and the Recipient desire to enter into this Agreement for the
purpose of establishing the terms and conditions under which King County will provide
funding from the District in accordance with the Policies and Procedures, and the
Recipient will implement the Project.
SECTION 2. AGREEMENT
2.1. The Recitals are an integral part of this Agreement and are incorporated herein by this
reference.
2.2. King County agrees to award the Recipient an award in the total amount of $53,549 from
District funds (the Award). The Award shall be used by the Recipient solely for the
performance of the Project, as described in Exhibit A of this Agreement. King County
shall pay the Recipient in accordance with the Grant Policies and Procedures.
2.3. The Recipient represents and warrants that it will only use the Award for the Scope of
Work of this Agreement and in accordance with the Project Budget. The Recipient shall
be required to refund to King County that portion of the Award which is used for work or
tasks not included in the Scope of Work. Further, the Recipient agrees that King County
may retain any portion of the Award that is not expended or remains after completion of
the Scope of Work and issuance of the Final Report, as further described below.
2.4. Activities carried out for this Project and expenses incurred by the Recipient may predate
the execution date of this Agreement provided that 1) they have been identified by
Recipient as being within the scopes of numbers 2) and 3) below, and have been
approved by King County as being within such scopes; 2) The activities are specified in
the Scope of Work of this Agreement; 3) the expenses are incurred in carrying out the
Scope of Work and are authorized by the Award as identified in the Budget of this
Agreement; 4) such activities and expenses otherwise comply with all other terms of this
Agreement; and 5) such activities and expenses do not occur prior to the date the grants
were approved by the District and reimbursements shall be paid to the Recipient only
after this Agreement has been fully executed.
2.5. The Recipient shall invoice King County for incurred expenses using the Request for
Payment form and Progress Report form for those documented and allowable expenses

identified in the Budgets and according to the rules set forth in the Grant Policies and
Procedures. Blank forms shall be provided to the Recipient by King County upon
execution of this Agreement. Progress reports for each project (with or without requests
for payment) shall be made no less frequently than every six months after the effective
date of this Agreement nor more frequently than every three months after the
aforementioned date. A Progress Report form shall be submitted with all payment
requests. Advances may be allowed, in the discretion of King County, for expenses
anticipated to be incurred in the three months following the date of submission of the
advance Request for Payment only for work that is included in the Scopes of Work of this
Agreement, and identified as such in the Request for Payment. Documentation of
payments made from advances shall be submitted to King County prior to any further
requests for payment.
2.6. The Recipient shall be required to submit to King County a final report which documents
the Recipient's completion of the work in conformance with the terms of this Agreement
within thirty (30) days after the completion of the work. The final report may be
submitted on the Close -out Report form unless a more detailed final report is specified in
the scope of work. A blank Close -out Report form shall be provided to the Recipient by
King County upon execution of this Agreement. The final report shall include a summary
of the Project's successes and shall address the watershed benefits accomplished by the
work.
2.7. The Recipient's expenditures of Award funds shall be separately identified in the
Recipient's accounting records. If requested, the Recipient shall comply with other
reasonable requests made by King County with respect to the manner in which Project
expenditures are tracked and accounted for in the Recipient's accounting books and
records. The Recipient shall maintain such records of expenditures as may be necessary
to conform to generally accepted accounting principles as further described in Section 2.8
below, and to meet the requirements of all applicable state and federal laws.
2.8. The Recipient shall be required to track project expenses using the Budget Accounting
and Reporting System for the State of Washington ( "BARS ") or Generally Accepted
Accounting Principles set forth by the Financial Accounting Standards Board or by the
Governmental Accounting Standards Board.
2.9. King County or its representative, and the District or its representative shall have the
right from time to time, at reasonable intervals, to audit the Recipient's books and records
in order to verify compliance with the terms of this Agreement. The Recipient shall
cooperate with King County and the District in any such audit.
2.1.0. The Recipient shall retain all accounting records and project files relating to this
Agreement in accordance with criteria established by the Washington State Archivist
Local Government Common Records Retention Schedule (CORE) as revised.

2.11. The Recipient shall ensure that all work performed by its employees, agents, contractors
or subcontractors is performed in a manner which protects and safeguards the
environment and natural resources and which is in compliance with local, state and
federal laws and regulations. The Recipient shall implement an appropriate monitoring
system or program to ensure compliance with this provision.
2.12. The Recipient agrees to indemnify, defend and hold harmless King County, and the
District, their elected or appointed officials, employees and agents, from all claims,
alleged liability, damages, losses to or death of person or damage to property arising out
of any acts or omissions of the Recipient, its employees, agents, contractors or
subcontractors in performing its obligations under the terms of this Agreement.
2.13. The Recipient agrees to acknowledge the District as a source of funding for the Project
on all literature, signage or press releases related to the Project.
SECTION 3. GENERAL PROVISIONS
3.1. This Agreement shall be binding upon and inure to the benefit of the parties and their
respective successors and assigns.
3.2. This Agreement constitutes the entire agreement between the parties with respect to the
subject matter hereof. No prior or contemporaneous representation, inducement, promise
or agreement between or among the parties which relate to the subject matter hereof
which are not embodied in this Agreement shall be of any force or effect.
3.3. No amendment to this Agreement shall be binding on any of the parties unless such
amendment is in writing and is executed by the parties. The parties contemplate that this
Agreement may from time to time be modified by written amendment which shall be
executed by duly authorized representatives of the parties and attached to this Agreement.
3.4. Each party warrants and represents that such party has full and complete authority to
enter into this Agreement and each person executing this Agreement on behalf of a party
warrants and represents that he /she has been fully authorized to execute this Agreement
on behalf of such party and that such party is bound by the signature of such
representative.
3.5. The Projects shall be completed by no later than January 31, 2020. In the event that the
Projects are not completed by this date, King County has the discretion, but not the
obligation, to terminate this Agreement and retain any unexpended Award funds.
3.6. This Agreement may be signed in multiple counterparts.
3.7. If any provision of this Agreement shall be wholly or partially invalid or unenforceable
under applicable law, such provision will be ineffective to that extent only, without in any
way affecting the remaining parts or provision of this Agreement, and the remaining
provisions of this Agreement shall continue to be in effect.

3.8. The amount of the Award has been fully funded by the District. To the extent that
funding of the Award requires future appropriations by the King County Council, King
County's obligations are contingent upon the appropriation of sufficient funds by the
King County Council to complete the Scope of Work. If no such appropriation is made,
this Agreement will terminate at the close of the appropriation year for which the last
appropriation that provides funds under this Agreement was made.
This document has been approved as to form by the King County Prosecuting Attorney's Office
as of July 15, 2012.

A. Grant Acceptance: Green the Green
Staff is seeking Council approval of an agreement with King County Flood Control District to
accept $53,459.00 from their Cooperative Watershed Management grant program for the Green
the Green planting project. This grant will be used to hire a consultant who will assist with
outreach, site selection, design, invasive species removal, planting, and two years of
maintenance. The project intends to plant approximately 1,200 lineal feet of shoreline in an
effort to decrease water temperatures and aid salmon recovery. The City's match is $10,000 and
includes staff time for project management. Other funds for the project are included in the
adopted 2017 CI P. The Committee members requested access to the Muckleshoot Tribe's shade
map that will be used to inform site selection. UNANIMOUS APPROVAL. FORWARD TO
JANUARY 17, 2017 REGULAR CONSENT AGENDA.
B. Valley View Sewer District Loop Area Service Update
Staff provided the Committee with an update on the Loop Area Sewer Project. Councilmembers
have been continuing to hear concerns from residents and the Committee wants to remain
updated. The Loop is one of the last remaining un- sewered areas and Valley View Sewer District
(WSD) is working to construct the infrastructure to provide service to homeowners in the future.
Owners will not have to connect until they sell, redevelop, or their septic system fails, and WSD
has recently received around $300,000 in Community Development Block Grant funding to assist
low income property owners. WSD is currently waiting for information on construction funding
for the project, and Dana Dick, VVSD's Manager, plans to present to the City Council in January
2017. The Committee requested more information on the actual number of failing septic tanks
in the Loop. DISCUSSION ONLY.

The City Administrator Report is meant to provide the Council, staff and community an update
on the activities of the City and on issues that concern Tukwila. Please let me know if you
have any questions or need additional information about any of the following items.
Intergovernmental Update
• Meeting with Raisbeck Aviation High School: On January 4 Mayor Ekberg and
Volunteer and Event Coordinator Shannon Fisher met with Raisbeck Aviation High
School Principal Therese Tipton to discuss ways to involve high school students in our
volunteer programs and other programs offered at the Tukwila Community Center.
• Joint King and Snohomish County City Managers /Administrators Meeting: City
Administrator David Cline attended a Joint King and Snohomish County City Managers
and Administrators meeting on January 4 at Bothell City Hall. Dave Williams from the
Association of Washington Cities provided a Legislative update and the Snohomish
County Managers group shared their Legislative Agenda. Several cities presented on
recent successful ballot measures for community initiatives: Kenmore passed a
Walkways and Waterways Bond, Shoreline passed a Levy for Basic Maintenance and
Operations, Bothell passed a Levy for Safe Streets and Sidewalks and Lynnwood
passed a 0.1 percent sales tax increase for their Transportation Benefit District to
support infrastructure improvements. Discussion centered around sharing lessons
learned: having a clear message and communication strategy, having a plan for how the
funds will be used, and significant outreach to the community for input. David shared
about the successful passage of Tukwila's Public Safety Bond.
• After School Activities Bus Service: The Tukwila School District is now providing 5:30
pm bus service from the Tukwila Community Center at the end of the program each
day. This bus creates more opportunities for participation to families that have
transportation issues.
II. Public Safety Plan
• Public Safety Plan Implementation: The City has initiated work on the Public Safety
Plan and on January 10 the Council held its first workshop on the effort. The workshop
covered the timeline, process, public outreach, budget and key milestones for the
overall plan. Next steps include appointment of the Financial Oversight Committee,
development of a Siting Advisory Committee and a community open house tentatively

Project Updates
• Southcenter Pedestrian /Bicycle Bridge: Construction has resumed and the
contractor has started forming the deck for Span 1 on west side of Green River,
connecting the asphalt trail and Pier 2.
• Tukwila International Boulevard & S 144th St Midblock Crossing: As of January 5
the two ADA ramps were replaced, new detectable warning surfaces were installed,
asphalt paving work was completed and the new AC powered rapid rectangular flashing
beacons were being installed. The project should reach substantial completion by
January 13.
