City Hall Council Chambers January S. 2O17-7:OOp.m. MINUTES COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Robertson called the Tukwila City Council meeting to order st7:O2 pm, and led the audience in the Pledge ofAllegiance. SPECIAL PRESENTATIONS a. Presentation from The Boeing Company thanking the City of Tukwila for their work on the Boeing Centennial event. Carmen F|ahout, Boeing Security and Fine Protection team |eader, expressed gratitude tothe City Council and staff who provided extraordinary partnership and collaboration for the July 2016 Centennial Celebration at the Museum ofFlight. She explained that the celebration could not have been possible without support from the City of Tukwila. On behalf ofThe Boeing Company. Ms. F|ahaut presented Mayor Ekberg a plaque in recognition for the support from the City of Tukwila. Mayor Ekberg expressed gratitude to Boeing for their valued partnership, and recognized the extraordinary effort ofmultiple City staff. Participating staff include the Department ofCommunity Dove|opment, Public Works, Economic Development, Communications, Fire, and Police. Additionally, the services provided included innpectiuns, permits, road donures, aacurity, and traffic control, Mayor Ekberg shared that the amazing video presentation provided by Boeing during the event can be viewed on the internat. Mayor Ekberg feels it is a great opportunity to have Boeing as a City partner as Tukwila looks forward ho another one hundred years ofpartnership. The Boeing Founders Day presentation can be viewed at the following website: === . b. 8outhoentar Brand Project kick-off Derek Speck, Economic Development Administrator, explained Bill Baker of Total Destination Marketing will share branding and marketing steps that will lead to more customers, tourism, and greater revenue, and will ultimately benefit the City's overall image. Mr. Baker is author of the book "Destination Branding for Small Cities", and will discuss his company's role to help develop a brand strategy for the Southcenter enaa Tukwila City Council Committee ofthe Whole Minutes January Q.2017 Page 2of5 Brandon yWi|em. Business Relations Manager, introduced Mr. Baker and explained the pnomaao of the Southmanbarbnanding and marketing usa focus on people who come to Tukwila hoshop, dine, work and attend sporting events. He noted, the project is funded through the Lodging Tax and the City's adopted budget. Bill Baker, Team Leader. and Carla 8hyronk. Mr. Baker explained that the Total Destination Marketing team members are |noabad throughout the United States, with o primary base in smaller cities. The main objective ietocreate a destination for day vioitom, while extending their stay and increasing economic yield. There is o misconception on the meaning of touriet, as they can be people who come to the city for shopping, work, dining and to attend events. Mr. Baker explained that a brand is the value promise and expectation of what people can expect when investing their time and money; therefore, a brand can only be as good as the experience it delivers. The Southoenterbrand should capture ideas such as reputahon, competitive edge. uniqueness and thoughts or feelings about the location. All cities are competing for re|evanoe, naspeot, and reputation; therefone, if o city isn't growing, itisdying. He explained that logos and tag lines are not a brand but are reminders prompting our memory to recall positive associations. The Southuenterbrand should capture positive feelings or thoughts, and the competitive edge of being distinctive or special. Mr. Baker discussed that a successful brand creation includes a combination of research, stratogy, and final delivery system. He looks forward to project continuation, and isin support ofmoving forward with the project. Counoi|memberSea| asked for clarification regarding the targeted research audience, and asked fora list of names nn the brand advisory committee. Mr. Baker explained that his team is working with a research company to identify image research panels. These individuals will be interviewed by phone and online surveys according to demographic profiles. Counci|member Quinn looks forward to seeing project development, He feels itio important toensure survey information gathered is current, and the gap is bridged with those not represented. AdditionaUy, he encouraged staff to compare branding and marketing efforts of surrounding cities. Tukwila City Council Committee of the Whole Minutes January 9, 2017 Page 3 of 5 Mr. Baker explained that branding is a mixing of science and art to ensure information is properly gathered. The brand advisory group is a sounding board that takes a hands-on approach to work for the best outcome. Councilmember Kruller asked Mr. Baker for clarification on the project uniqueness compared to other cities, and to understand what is included in the deliverable product. She also asked staff to explain how Southcenter branding will dovetail into other Tukwila image branding. Mr. Baker explained the brand was designed to reveal itself through research. The final deliverable product will be a brand manual and style guide that is a communication toolkit explaining the measurable outcome. Mr. Miles shared that both the City's Strategic Plan and Comprehensive Plan were shared with Mr. Baker's team. Southcenter branding provides an opportunity for knowledge that can developed into a "City of Tukwila" brand. Furthermore, this process provides a lessons-learned process that can be utilized for future branding opportunities. Councilmember McLeod expressed that the Southcenter and Tukwila International Boulevard projects are visionary and thus create an umbrella that becomes City-wide. He asked staff to clarify how the separate projects tie to each other and City-wide. Mr. Miles explained the Southcenter and Tukwila International Boulevard projects are independent of each other. The difference occurs because Southcenter draws day tourists as a destination, and Tukwila International Boulevard draws from the surrounding neighborhoods. Mr. Speck added that the Tukwila International Boulevard project is about taking the City's Comprehensive Plan infrastructure vision to the next step. 7:48 p.m. Councilmember McLeod exited the Council Chambers. 7:50 p.m. Councilmember McLeod returned to the Council Chambers. PUBLIC COMMENTS There were no public comments. SPECIAL ISSUES a. City Council support for emerging legislative issues. Rachel Bianchi, Communications and Government Relations Manager, explained that Jennifer Ziegler, Tukwila's lobbyist for the 2017 state legislative sessions, has contacted the City seeking support on two issues. Per the City's established process, when legislative requests are not specifically addressed in the City's adopted Legislative Agenda, the full Council will be asked to discuss whether to support the requests. There are two separate issues that are seeking Council support: human trafficking and abandoned homes. Modifying "patronizing a prostitute" provisions: Ms. Bianchi explained that the draft bill, as provided on page 5 of the agenda packet, would amend the RCW regarding `patronizing a prostitute'. Other cities and jurisdictions are trying to take care of issues relating to where the crime takes place. This modification provides cities the ability to prosecute over city lines. Councilmember Kruller expressed her support for the language modification as it will help our law enforcement officers and citizens. COUNCIL CONSENSUS EXISTED TO SUPPORT THIS LEGISLATIVE ISSUE. Tukwila City Council Committee of the Whole Minutes January S. 2U17 Page 4ofJ Increasing municipal authority to address abandoned homes: Ms. Bianchi explained the City has received preliminary draft language proposing ho clarify state law and potentially give cities increased authority to address abandoned homes. Elements include mandatory nodfioation, the ability hzfine banks for not keeping foreclosed properties uphocode, and other potential measures. Ms. Bianchi added that this is in the early stages; however, staff is seeking Council support for the concept of providing cities with more tools to address abandoned homes. Ms. Bianchi explained that both legislative issues were initiated by different local cities. The lobbyists worked together to identify other supporters or groups that can help design the legislation. Tukwila is being asked to help move this from the ground floor into law. Our City Attorney and Code Enforcement team have completed a preliminary review and provided suggestions. Council President Robertson stated that three names for the proposed committees listed on page 11 of the agenda packet are not yet finalized. COUNCIL CONSENSUS EXISTED FOR AMENDING THE POSITIONS ON THE "2O17 COUNCIL PARTICIPATION ON BOARDS, COMMITTEES AND COMMISSIONS" LIST PER THE ABOVE DISCUSSION. REPORTS a. Mayor There was noreport. b. City Council Councilmember Seal shared that applications for the Public Safety Bond Financial Oversight Committee are due on Friday, January 27. 2O17. Councilmember Hougardy attended the Equity and Diversity Commission meeting on Thursday, January 5. 2O17. and mentioned there are three volunteer opportunities available. Dn Wednesday, January 4. 2017, she attended the Valley View Sewer District Public Hearing on condemnation proceedings. She explained that sewer work on the Macadam properties are fully funded by grants; hVwevor, there were concerns regarding the loop properties that were not fully grant funded. The Counci|membersdiaou»oed the sewer issue, including the need to ensure widespread public notification. Councilmember Kruller shared that a recent Association of Washington Cities (AWC) article stated the National League of Cities (NCL) chose Tukwila as one of the 14 cities for which a city official was chosen to serve on on NLC committee. This ia significant considering there are close to 200 uidou in Washington State, and Tukwila was selected as one of those to have o voice at the national level. Counci|membe,McLeod attended the South Sound Chamber ofCommerce Legislative Coalition Breakfast at Emerald Downs with Councilmember Duffie on Friday, January 6, 2017. Discussion included topics of funding for mental illness and affordable housing. He suggested that when Council has future discussion regarding either of these items, consideration on the connection between the two should bea focal point.
