HomeMy WebLinkAbout1996-06-10 Committee of the Whole MinutesJune 10, 1996 7:00 p.m. ROLL CALL OFFICIALS PROCLAMATION OF THE MAYOR CITIZEN'S COMMENTS TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING MINUTES /c7 Tukwila City Hall Council Chambers CALL TO ORDER Council President Pam Carter called the Committee of The Whole Meeting to order and led the audience in the Pledge of Allegiance. JOHN MCFARLAND, City Administrator; LUCY LAUTERBACH, Council Analyst; RON WALDNER, Police Chief; EVELYN BOYKAN, Human Services Coord.; DON WILLIAMS, Parks Recreation Director; STEVE LANCASTER, DCD Director; RON CAMERON, City Engineer. SPECIAL PRESENTATIONS Mike Rossotto, Program Coordinator for South King County Affordable Housing Needs Housing Forum, was unable to attend this meeting; Dave Daniels, proposal Housing Director for King County Multi- Service Center, gave the presentation instead. Daniels explained that the mission of the South King County Housing Forum is to build an inclusive, committed and cohesive alliance among communities in South King County which works to create affordable and appropriate housing opportunities for everyone. His goal is to obtain agreement from at least three South King County cities to sign an interlocal agreement forming a regional entity for low and moderate income housing in South King County by the end of 1996. After a lengthy question and answer period, it was the consensus of the Council to forward this issue to the Community Affairs and Parks Committee for further scrutiny. Mayor Rants read a proclamation congratulating Dick Fain on the occasion of his retirement from the South Central School District; and extending sincere appreciation for his dedication and commitment to the community. Ron Lamb, 4251 South 139th, read a letter that was received by the Foster Community Club this past weekend from the Regional Transit Authority (RTA). This letter was in response to the Foster Committee of The Whole Meeting Minutes June 10, 1996 Page 2 Citizen's Comments (font' d) SPECIAL ISSUES Draft Ordinance estab. a curfew for minors in Tukwila Tukwila Community Center Phase II Construction Community Club's December 7th letter that had been sent to RTA concerning routing of the lightrail line. Lamb specifically highlighted a portion of the letter which described the route as follows: "Between Boeing Access Road and SeaTac, the RTA will evaluate an alignment using State Route 99 and an alternative route using Interurban Avenue to Southcenter....the planning goes on upon voter approval." Lamb said this still does not meet the goal that the City and The Foster Community Club had in mind. Councilmember Haggerton explained that this issue had been discussed in the Finance and Safety Committee. They had reviewed information from other cities and Haggerton specifically appreciates how the implementation of a curfew law had resulted in a lower crime rate in certain other cities. Duffie said he personally supports a city -wide curfew, but said he would do whatever worked. Chief Waldner was not enthusiastic about a curfew. He thought laws like this could affect the kids who were from stable, healthy homes. Waldner was also concerned about the impact this would have on the workforce in trying to enforce such a law. The draft ordinance was discussed at length. Some Councilmembers suggested a public hearing be held for public scrutiny. It was the consensus of the Council to forward the draft ordinance establishing a curfew for minors in Tukwila back to the Finance and Safety Committee for further discussion. Councilmember Hernandez explained that the Community Affairs and Parks Committee had discussed this issue with Don Williams present. Williams explained that the City is allowed to use change orders that are under 10% of the total construction amount of a project. The City has an opportunity to negotiate a change order with Berschauer Phillips, the prime contractor on the Community Center, that would allow for the completion of Phase II (athletic fields) amounting to $400,000. This could result in a savings and Committee of The Whole Meeting Minutes June 10, 1996 Page 3 Tukwila Community Center Phase II Construction (Cont' d) Recess 8:40 p.m. an acceleration of the completion of the overall project. Council will need to authorize the Hough Beck Baird design contract amounting to $50,297. Funds are available due to CIP projects coming in under budget and changes in scheduling, which has freed up funds. It was the consensus of the Council to forward the Tukwila Community Center Phase II Construction project to the next Regular Meeting Consent Agenda for approval of two motions: 1) To negotiate under a Changes Order the Phase II work; and 2) To authorize the Hough Beck Baird design contract. Council President called the meeting back to order at 8:50 p.m. Presentation of Ping Comm. The Council continued discussion of the regulatory reform recommended HB 1724 code ordinances to comply with HB 1724. The review began with amendments Attachment C Ordinance Regarding Concurrency and Standards. The purpose of this ordinance is to establish standards for the approval of certain land use permit applications in the City. It also establishes standards for determining whether utility and transportation system improvements necessary to serve new development in City will be provided concurrently with the occupancy of such new development. These standards are consistent with and adopted pursuant to RCW 36.70.070. After a lengthy discussion, the Council agreed to continue the discussion of HB 1724 code amendments at the next Regular Council of June 17, 1996. REPORTS Mayor Rants reported that he had attended his last Board meeting for King County Park and Open Space future funding. Rants also commented that he had received a bill from RCAA for their first half -year installment of $14,000. Rants said, however, that in perusing the records, it appears there has been no representation by RCAA at any of the airport noise meetings since Matt Rosenberg left. Therefore, he doesn't see the significance of continuing to support RCAA as an organization. The Council expressed deep concern about how the tax payers' /C' Committee of The Whole Meeting Minutes June 10, 1996 Page 4 Reports (Cont'd) money should be spent and agreed to send a letter expressing their concerns to RCAA. Specific action will be taken based upon the response received from RCAA. ADJOURNMENT MOVED BY DUFFIE, SECONDED BY MULLET, TO 11:00 P.M. ADJOURN THE MEETING. MOTION CARRIED.
