CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the
audience in the Pledge ofAllegiance.

PUBLIC COMMENTS
Dennis Martinez, 408O South 18UmStreet, emphasized the need for sound processes and communication
to the citizens regarding important issues such as the loop area in the Valley View Sewer District and
potential assessments and siting of the new public safety facilities. The Public Safety Bond only passed
by 31 votes, and due diligence by our civic leaders is important to ensure the City is making sound
decisions by hiring good contractors and spending the money wisely. From his perspective, he would like
to see 2 separate facilities for the Public Works Shops. Ha said oftentimes there are articles that come
out that reflect negatively on the City, and if processes are sound, it helps avoid confusion for the citizens.

REPORTS
a. Mayor
Mayor Ekberg attended the recent 45m Annual Economic Forecast Conference, where there was afocus
on housing and affordability. There io anticipated hobn12% growth in the area, as this region has the
benefits of technology companies such as Amazon and Google.

Councilmember Seal also attended the Economic Forecast Conference and noted that of the 40Upeople
in attendance, approximately 25of the attendees were elected officials. There were a great many ideas
shared, and it was interesting to hear from others inthe education and business communities. There was
a great deal of discussion on preserving the middle class, and she feels it was beneficial in providing
input on future policy decisions by the Council. Additionally, she offered the reminder that the City
Council will be accepting applications for the Public Safety Bond Financial Oversight Committee. The
Council Analyst is the contact for this process, and the deadline is January 27, 2017.
Council President Robertson also attended the Economic Forecast Conference. He noted there is
expected to be a 2% rise in the inflation rate in 2017 to coincide with a 3% rise in wages at the national
level. Additionally, there was discussion that robots will have a place in the work environment and will put
factory labor atrisk. Mr. Robertson reported that he hosted the recent Council Coffee Chat, where
citizens made comments regarding the Valley View Sewer District loop area issues, and also provided
comments regarding discussion from a recent Council Meeting regarding Bellwether Housing and
Hea|thpoint. There is a great deal of confusion on those issues as well as the plans for a charrette on the
T|B (Tukwila International Boulevard) Implementation Plan. More needs to be done to provide clarity to
the citizens and ensure we are inviting all the appropriate players hr the table, particularly as it relates to
faith-based organizations.
Councilmember Duffie requested clarification on the charrette
Councilmember Quinn, 2016 Chair of the Community Affairs and Parks Committee, explained that due to
the City receiving grant funding to be put toward the T|B Implementation P|an, a oharnette will be
scheduled in2U17.
David Cline, City Administrator, said a "charrette" is a term used to characterize an event for the purpose
of gathering ideas and brainstorming toward a particular project. |t allows o free flowing opportunity to
exchange comments and viewpoints, The charrette for the T|B Implementation Plan iotentatively
scheduled for the last weekend inFebruary. Additional information will be brought to the Council otthe
January 23.2017 Council meeting.
Councilmember Hougardy attended the Economic Forecast Conference and the SKATbd (South King
County Area Transportation Board) meeting. A focus point was the particulate being emitted from
airplanes. Discussions will occur with State legislators about transportation funding.
Councilmember Quinn attended the Martin Luther King Jr. celebration, which was an amazing program.
One of the themes of the event that resonated with Mr. Quinn was the opportunity to make a better place
for everyone. A significant moment at the event was when former King County Executive Ron Sims
acknowledged Lacy Steele (the first African American manager at Boeing Aerospace) tobeahero. He
was inthe trenches when there was a great deal of unfairness and segregation. Mr. Quinn emphasized
the importance of honoring the legacy of Mr. King by making the commitment to give our children o
successful future.
Councilmember McLeod will be hosting the Council Coffee Chat on Saturday, February 11, 2017 at
Foster Golf Links, Billy Baruo'a at 9:00 a.m. He reported there will be aTukwi|a School District Meeting
regarding school construction on January 1S.2O17at5:3Op.m. He also attended the Economic Forecast
Conference and participated in break-out sessions regarding transportation. There was g great deal of
discussion regarding smart cars and smart roads, acknowledging that technology plays a large part in
transportation planning.
PROCLAMATION — (from agenda amendment on page 1)
A proclamation in recognition of "Elevate 2017 Day."
Debrena Jackson Gandy, author, organizer, and presenter at the Elevate 2017 event, explained that she
had a vision in July to have a large-scale motivational event mtthe Doub|*tree Suites in Tukwila due to its

excellent customer service. The "Elevate 2O17 Day" will bo held on January 21.2O17 and involve over
100 participants and African American motivational speakers from all segments of society.
Mayor Ekberg read a proclamation declaring January 21, 2017 as "Elevate 2017 Day," which promotes a
positive community image and supports the City's commitment huthe expansion of businesses that are
minority and women owned. Mayor Ekberg presented the proclamation ho Ms. Gandy.
REPORTS - Continued

David Cline, City Administrator, referenced the City Administrator (CA) Report in the packet and offered to
answer any questions.
Mayor Ekberg commended the Tukwila School District for providing bus transportation from the Tukwila
Community Center after-school program to locations closer to the homes of the studenb;, providing for
greater attendance.

MISCELLANEOUS
Councilmember Duffie thanked Ms. Gandy for conducting the Elevate 2017 event in Tukwila.
