MINUTES
CALL TO ORDER Council President Pam Carter called the Committee of The Whole
Meeting to order and led the audience in the Pledge of Allegiance.

Police Chief Ron Waldner introduced Tukwila's newest police
officer Rodney Smith. Mayor Rants administered the Oath of
Office.

Clark Dodge, President, Regional Commission on Airport Affairs
(RCAA), accompanied by Laura Anderson, briefed the Council on
the most recent activities of the Commission to oppose the
expansion of the Seattle- Tacoma International Airport (Sea -Tac).
He stated that RCAA helped to turn -out 50 people on both days of
the Expert Arbitration Panel Final round of hearings. Many groups
and organizations were contacted to encourage involvement in the
process. As a result, over 100 letters were received by the Expert
Arbitration Panel telling them that they have not experienced any
reductions in noise levels, and in many cases have heard an
increase in noise. Laura Anderson focused on the Congressional
Hearing. She said RCAA was solely responsible for a turn out of
almost 400 people in attendance at the hearing, some of which
were residents of Tukwila. Handouts were distributed detailing a
more in -depth outline of RCAA's involvement.
Nancy Lamb, 4251 South 139th Street, announced that the Foster
Community Club will be having a picnic on Wednesday, June 26,
6:30 p.m. at Foster Memorial Park picnic shelter. Councilmembers

were invited to attend. Lamb also attempted to review a letter that
she had sent to the Tukwila City Councilmembers; City
Administration and Planning Department regarding Resolution
#1335--quasi-judicial hearing process for land use issues.
However, Mayor Rants interrupted her, explaining that the Land
Use Attorney needed to clarify the contents of the letter.
Bob Johns, the City's Land Use Attorney, clarified that there is a
pending matter before the Board of Architectural Review and it
appears that this issue arises out of that particular proceeding. This
issue may come before the Council in the near future. If it does, it
would be inappropriate for the Council to receive comments from
one person without everybody else having the same opportunity.
Mr. Johns suggested that Mrs. Lamb's letter be made a part of City
records and should the issue come before the Council at a later
date, it would be appropriately addressed as part of the appeal
hearing.
Steve Lancaster, DCD Director, explained that the Planning
Commission had completed its review of the development code
amendments ordinances for regulatory reform which are needed for
consistency with HB 1724. The Code amendment ordinances
address implementing the permit processing requirements of RCW
36.70B; implementing the concurrency requirements of RCW
30.70A; and amending existing land use procedures to conform to
RCW 36.70B.
A lengthy discussion ensued with Councilmembers making minor
amendments.
It was the consensus of the Council to forward the code
amendments ordinances with amendments to the next Regular
Council for adoption.
Mayor Rants informed the Council that Wednesday or Thursday of
this week the City will be filing an abatement process against the
Suncrest Apartments under the Public Nuisance Law.
Councilmember Hernandez reported that she had attended the
Suburban Cities Association meeting on last Wednesday.

Council President Carter reported that she had attended the ACC
meeting and has sent all councilmembers a memo of the
proceedings. She informed the Council that Peter Kirsch will be at
a meeting on Wednesday, June 26, 7:00 thru approx. 8:30 p.m. at
Burien City Hall to brief all ACC member elected officials on the
status of ACC legal strategies and to prepare for final meetings of
PSRC's process to amend the Regional Plan to allow construction
of the proposed third runway. Also on the same date, the Airport
Impact Mitigation Study Team will be meeting at Burien City Hall
at 5:00 to provide elected officials from neighboring cities an
opportunity to hear a briefing on the consultant's work to date as
well as to ask questions. Regarding the RTA Plan, Carter asked
Councilmembers to see Lucy Lauterbach for more information.
