Request to extend MPO Glover's temporary Sergeant Assignment ADJOURNMENT Ekberg, M Mayor's Office - David Cline, City Administrator January 9th, 2017 The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler, Ron Johnston and Bruce Paquette. Others in attendance were Police Chief Mike Villa, Stephanie Brown - Smith, HR Director, Sara Valdez, HR Analyst/Civil Service Examiner. CALL TO ORDER 5:00 p.m. APPROVAL OF MINUTES GENERAL BUSINESS Chair Steve Wheeler The Chair asked if November 7th 201 corrections were ni to any corrections needed for the ,ion Meeting minutes. No was no meeting held in December. Chairperson Rotation Per Civil Service Rules, the chair rotated to Bruce Paquette. The vice chair rotated to Ron Johnston. 2017 Meeting Calendar Sara Valdez, Civil Service Examiner, asked if all Commissioners received the 2017 Meeting Calendar previously sent out with some days to he determined due to holidays to see if there were any changes. All Commissioners had received and did not anticipate any changes at this time. FIRE D Staffing Effectiv Promoti Chief Wittwer was not in attendance. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa reported the PD currently has a total of 4 vacancies, with two recent resignations, in addition to 4 pipeline positions. Two new employees in the Academy- one to be out soon. A Records Specialist to begin February 3rd, 2017. Will be conducting two entry level Police Officers Chief interviews this Friday, ZIT M-7 M- MMWWMMUMM= i Request to Extend a Temporary(now Provisional) Commander Appointment NEW BUSINESS ADJO 5:29PT 2 January 13d', 2017. One Lateral candidate scheduled to test end of February. Chief Villa requested a 6 month extension for Sgt. Bill Devlin to continue serving as a Temporary(now Provisional) Commander. Chief Villa and Stephanie noted that this extension was necessary due to the continuity of department operations with recent staffing challenges, resignations, along with unanticipated administrative leaves and investigations currently in process. In addition, the Chief will be extending a 2nd appointment for Deputy Chief Mitchell due to Deputy Chief Linton's extensive work in preparation for the upcoming bond measure. Commissioners discussed the request and asked clarifying questions. Johnston noted a Commander test is eminent for 2017 due to no eligibility list currently in place and the prior extensions in 2016. Chief Villa indicated the goal is to have Commander testing completed by end of second quarter. MOVED BY JOHNSTON, SECONDED BY WHEELER THAT THE REQUEST TO EXTEND THE PROVISIONAL APPOINTMENT OF SGT. DEVLIN TO COMMANDER BE APPROVED. THE EXTENSION WILL LAST FOR 6 MONTHS (UNTIL JUNE 30'h, 2017) OR UNTIL TERMINATED EARLIER BASED ON DEPARTMENT NEEDS. MOTION PASSED UNANIMOUSLY. Vice - Chairperson Ron Johnston Police Department - Mike Villa, Chief 1T1 14 M r� : _ ► 1 FI Civil Service Commission FROM: Mike Villa, Chief of Police 1;?,,,�_,�< DATE: March 2, 2017 SUBJECT: Provisional Commander Extension — Todd Rossi Allan Ekberg, Mayor Sergeant Todd Rossi was appointed on March 16, 2016 as a Provisional Commander of the Professional Standards Division. His initial six -month appointment expired on September 15, 2016. He was granted a 6 -month extension with a provisional appointment through March 15, 2017. He's still currently overseeing the Professional Standards Division. The appointment is necessary for operational purposes due to one of our commanders„ Rick Mitchell, being selected as a provisional Deputy Chief. Provisional Deputy Chief Mitchell has been managing the police department operations, community outreach, PIO functions, professional standards and other managerial responsibilities. The Deputy Chief position was held by Bruce Linton, who was asked to coordinate an interdepartmental team to address facilities needs. Although Deputy Chief Linton's position is no longer the City public safety bond program manager, he will retain a significant workload with the facilities plan implementation for the next three years. He will continue to spend approximately 50 "/o of his time coordinating with consultants, architects, City staff and other stakeholders as we progress towards building and occupying a new justice center. With that said, I need to keep the above - mentioned staff members in their current positions. I am asking the Commission to extend Sergeant Todd Rossi's provisional appointment for 6- months effective March 16, 2017 through September 15, 2017, unless terminated earlier based on department needs. Currently, there's no Commander's list and a test has not yet been scheduled. The extension is primarily for continuity of operations and maintaining the current command staff enhances the stability of the department overall. Thank you for your consideration!
