Compliance Monitoring In the event the daily maximum or permissable range for any of the discharge parameters is exceeded, enforcement action shall be predicated upon the arithmetic mean of concentrations or pH's of at least eight consecutive samples or measurements taken at intervals of fifteen (15) minutes or greater. However, the concentration of any single sample, exclusive of any fats, oils and grease (FOG), shall not exceed the limitation by a factor of four (4). In addition, the pH of any single sample or any measurement shall not be less than 5.0. FOG limits shall be based upon at least three (3) grab samples collected no more frequently than at five - minute intervals. A review of any violations will include consideration of testing accuracy prior to any enforcement action. The more restrictive limitation, concentration or quantity, shall prevail. The volume of discharge will determine the limiting factor. 93. MONITORING AND REPORTING The Permittee shall monitor their discharge to the municipal sewer. It shall be the responsibility of the Permittee to take whatever steps are necessary to insure discharge requirements are met. All records required by the permit shall be available for review at reasonable times by authorized representatives of the Municipality of Metropolitan Seattle. For a period of 12 consecutive months beginning with your receipt of a signed Metro permit, Seattle Rendering will continue to monitor this waste stream as per the Department of Ecology NPDES requirements for this site. The monthly record of this monitoring will be sent to your Metro representative by the 15th of the following month. Upon completion of this 12 month period, Metro will use this information and Metro sample data to establish whether or not Seattle Rendering will be billed for additional high strength charges under the Metro Surcharge program. A. Record Retention Records of all such testing shall be retained for a period of three (3) years unless litigation or the direction of the Executive Director requires an extension of that time. C. Representative Sampling Samples and measurements taken to meet the requirements of this condition shall be representative of the volume and nature of the monitored discharge. D. Test Procedures All analyses shall be performed in accordance with procedures established by the Administrator of EPA pursuant to Section 304(g) of the Clean Water Act and contained in 40CFR Part 136 and amendments thereto or with any other test pro- cedures approved by the Administrator. Where 40CFR Part 136 does not include a sampling or analytical technique for the pollutant in question, sampling and analysis shall be performed in accordance with the procedures set forth in the EPA publi- cation entitled "Sampling and Analysis Procedures for Screening of Industrial Effluents or Priority Pollutants, April, 1977" and amendments thereto, or with any other sampling and analytical procedures approved by the Administrator. E. Reporting Waste Hauling For all liquid wastes and sludges removed from the Permittee's operation located at 5795 South 130th Place, Seattle, WA Z by waste disposal companies, the Permittee shall record and z retain for a period of three (3) years: 1. the constituents of the substance or, if its constituents ce are not known, its chemical or trade name; 2. the volume of nom.-►. REPORTS OF DISCHARGE VIOLATIONS 2 All discharge violations, whether detected by the Permittee's self— monitoring information or Metro compliance monitoring = w data, shall be responded to in writing by the Permittee ~ z within fourteen (14) calendar days of the time such violation z H was known by the permittee. GENERAL OPERATIONS A. Unless specifically authorized by this permit, non — contaminated stormwater shall be excluded from the municipal sewer system. B. The Permittee's discharge into the municipal sewer shall not: 1. cause any operational or maintenance difficulties, or; 2. endanger local sewer utility or Metro utility operational or maintenance personnel. C. The Permittee shall use spill prevention practices to preclude the discharge of liquids, solids, or gases, which by reason of their nature or quantity are, or may be sufficient either alone or by interaction with other substances to cause fire or explosions. At no time shall two successive readings on an explosion hazard meter at the point of discharge into the municipal sewer system (or at any point in the system) be more than five percent (5 %) nor any single reading over ten percent (10 %) of the lower explosive limit. Prohibited materials include, but are not limited to, gasoline, kerosene, naptha, benzene, toluene, xylene. Permit No. 7556 Page 6 of 12 D. The Permittee shall not discharge any toxic or hazardous material in excess of the limits established in S2.A. of this permit to the municipal sewer system. Toxic or hazardous material shall be defined as any material or combination of materials which pose a substantial present or potential hazard to human health or the environment because such material or materials are non — degradable or persistent in nature, can be biologically magnified, can be lethal, or may otherwise cause or tend to cause detrimental and cumulative effects. The Permittee shall also comply with all appropriate and applicable Washington State regulations concerning hazardous and toxic wastes, specifically WAC.173.303. E. The effluent limitations specified in Conditions S2. —A. of the permit are to be met by treatment of the wastes for pollutant removal. The use of municipal water, groundwater, seawater, stormwater or other materials, including other waste products, for the purpose of diluting a waste to achieve those limitations is prohibited, except that mixing of separate and distinct waste streams for the purpose of pollutant removal shall not be considered to be dilution. F. The Permittee shall obtain or maintain access to a water or sewer meter which can provide accurate volume infor- mation regarding industrial process wastewater discharges to the municipal sewer system. S6. OPERATIONS AND MAINTENANCE — GENERAL Waste generation abatement practices shall be used to reduce or eliminate contaminate loading to the municipal sewer system. In addition, the following practices shall be used. A. A sampling site shall be maintained to monitor and collect an adequate sample of all of the industrial effluent. B. Unobstructed access to sample sites shall be available to authorized Metro personnel during normal operating hours. The Permittee shall be responsible for providing alternate sample sites in the event of access obstruction or upon evidence of monitoring equipment molestation. C. Floor drains shall be fitted with covers having openings not larger than 1/4 inch in diameter. These covers shall remain in place at all times. D. Should the Permittee intend to initiate any additional chemical or waste processing activity not listed in their permit application, to include other unspecified activities, or implement any change in processing or general operations that would alter the characteristics of facility effluent, it will be necessary for the Permittee to submit plans describing these additions or changes for review and approval prior to any such initiation, implementation or change. OPERATIONS AND MAINTENANCE - WASTEWATER PRETREATMENT A. The Permittee shall make the process changes required and /or install whatever pretreatment equipment that is necessary to meet the discharge conditions of this_permit. Any such pretreatment equipment must be properly operated and maintained. In the event that such equipment fails, the Permittee must notify Metro immediately and take spill prevention precautions. B. All pretreatment systems designed to bring the Permitee's discharge into compliance with Metro's discharge limitations shall be maintained continuously in satisfactory and effective operations by the Permittee at his expense, and shall be subject to periodic inspection by authorized Metro personnel. These systems shall be attended at all times during discharge to the municipal sewer system. C. Plans for all pretreatment facilities or equipment, whether initial installation o`r modification of existing equipment, shall be reviewed and approved by Metro and the Washington Department of Ecology prior to construction or initiation. Metro shall be contacted before the beginning of any limited experimental modifications or new equipment testing that could reasonably be expected to affect effluent quality or quantity. This experimental work shall proceed only after securing written approval from Metro and following the Permittee's adherance to any applicable special conditions. SS. OPERATIONS AND MAINTENANCE - SPILL PREVENTION Solid chemicals, chemical solutions, waste materials, oils and solvents shall be stored in a manner which will prevent the inadvertent entry of these materials into the municipal sewer system and in a manner that will prevent spillage by over- filling, tipping or rupture. In addition, the following practices shall be used: A. Noncompatible chemicals shall be segregated and securely stored in separate containment areas that prevent mixing of incompatible or reactive materials. B. In the event of a concentrated solution spill such as a tank failure, the Permittee shall not discharge any spilled solution to the municipal sewer system unless laboratory test results indicate that the substance meets the condi- tions of this permit. The Permittee shall receive approval from the Metro Industrial Waste Section prior to any discharge of spilled solutions. C. Concentrated waste or spilled chemicals shall be transported offsite for disposal at a facility approved by the Department of Ecology or appropriate County Health Department. These materials shall not be discharged to the municipal sewer. Permit No. 7556 Page 8 of 12 D. All empty barrels which have not been steam — cleaned shall be adequately stoppered and stored in an upright position. E. The Permittee shall install shut —off devices to all drains in any hazardous waste storage areas. 89. SOLID WASTE DISPOSAL A. The Permittee shall handle and dispose of all solid waste material in such a manner as to prevent their entry into the municipal sewer system. B. All covers. screening devices, sumps, hoppers, conveyors and other facilities provided for the recovery and handling of waste solids are to be maintained in an efficient operating condition. S10. EMERGENCY NOTIFICATION A. In the event of a petroleum or other hazardous material spill that reaches the sewer system, this office and the Treatment Plant shall be notified immediately: 1. APPLICABILITY A. All requirements and ordinances of Metro, pertaining to the discharge_of wastes into the municipal sewer system are hereby made a condition of this permit. Z B. All requirements and ordinances of the Environmental Protection W Agency and the Department of Ecology pertaining to hazardous and 6 toxic wastes, disposal facilities, and discharge of wastes j into the municipal sewer system, are hereby made a condition 00 of this permit. J= H SLL S12. SITE SPECIFIC CONDITIONS AND /OR REQUIREMENTS al 0 A. The Permittee shall provide a metering device to record in gallons L the total daily volume of industrial effluent discharged to Metro. c� a w B. During periods of excessive rainfall, the Metro trunk line this facility connects to can reach near capacity conditions. i3O During such a high flow condition, the Renton Treatment Plant Z may require the Permittee's facility to significantly 2 j reduce discharge flows. Upon issuance of this permit, the Permittee will provide a "responsible party" phone number and o name for this notification. The Permittee will also give this phone number and name to both the Industrial Waste Investigator i v assigned to this companty and to the Chief Operator of the H Renton Treatment Plant. The Permittee will also notify both LL- O Metro parties listed above in the event that the "responsible v party" phone number is changed. 6 O I- C. Odor control — If the discharge of the permittee causes or Z contributes to odor problems downstream of this facility the permittee will take any and all steps necessary to control the odor. The final metro sample site for this facility will be used for the determination of odor contribution. .. Permit No. 7556 Page 10 of 12 S13. DEPARTMENT OF ECOLOGY (Ecology) Upon issuance of this permit, the Permittee assumes the responsibility to abide by the following environmental requirements, and any other appropriate regulations stipulated by the Ecology. A. Contaminated waters or wastes shall not be discharged to state waters. B. Boiler blow down and cooling tower water shall be discharged to the municipal sewer system. C. Solid chemicals, chemical solutions, waste materials, oils and solvents shall be stored in a manner which will prevent the inadvertent entry of these materials into State waters, and in a manner that will prevent spillage by overfilling, tipping or rupture. D. Concentrated waste or spilled chemicals shall be transported offsite for disposal at a facility approved by the Department of Ecology or appropriate County Health Department. These materials shall not be discharged to any State waters. E. The Permittee shall handle and dispose of all solid waste material in such a manner as to prevent their entry into waters of the State. F. The Permittee shall not permit leachate from its solid waste material to'cause any adverse effect on ground or surface water quality. G. Filtered solids or sludge shall be stored in such a manner that drainage from this material is prevented from either draining across public rights —of —way or entering the local storm drain system. H. No emulsifiers or dispersants are to be used on waters of the state without approval from the Department of Ecology. All discharges and activities authorized herein shall be consistent with the terms and conditions of this permit. The discharge of any pollutant more frequently than, or at a level in excess of, that identified and authorized by this permit shall constitute violation of the terms and conditions of this permit. Whenever the Permittee refuses to take corrective action or continues the violating condition, the imposition of civil penalties and /or termination of this permit may result. Termina- tion of this permit may require disposal of the industrial waste in some manner other than into the public sewer, private sewer, or side sewer tributary to the municipal sewer system at the expense of the person holding the permit. 2. Any facility changes which will result in a significant change in character of volume of pollutants discharged to the municipal sewer system must be reported to the permit authority. No change shall be made until plans have been approved and a new or modified permit has been. issued. In no case are any new connections. increased flows, or significant changes in influent quality permitted that will cause violation of the effluent limitations specified herein. 3. The diversion or bypass of any discharge from any pretreatment facility utilized by the permittee to maintain compliance with the terms of this permit is prohibited except where,unavoidable to prevent loss of life or severe property damage. The procedure outlined in paragraph #4 shall be followed in case of such a diversion or bypass. 4. In the event the Permittee is unable to comply with any of the conditions of this permit because of a breakdown of equipment or facilities, an accident caused by human error, negligence, or any other cause, such as an act of nature, the permittee shall: (a) take immediate action to stop, contain and clean up the unauthorized discharges and correct the problem. (b) immediately notify the Municipality of Metropolitan Seattle so steps can be taken to prevent damage to the sewerage system. (c) submit a written report describing the breakdown, the actual quantity and quality of resulting waste discharged, corrective action taken, and the steps taken to prevent a recurrence. The Permittee shall adequately maintain and efficiently operate all treatment or control facilities or systems installed or used by the permittee to achieve compliance with the terms and conditions of this permit. 6. After notice and opportunity for a hearing, this permit may be modified, suspended, or revoked in whole or in part during its term for cause including, but not limited to, the following: (a) violation of any terms or conditions of this permit; (b) obtaining this permit by misrepresentation or failure to fully disclose all relevant facts; or (c) a change in any condition that requires a temporary or permanent reduction or elimination or permanent discharge. 7. The Permittee shall, at all reasonable times, allow authorized representatives of the Municipality of Metropolitan Seattle: (a) to enter that portion of the premises where an effluent source or disposal system is located or in which any records are required to be kept under the terms and conditions of this permit; (b) to inspect any monitoring equipment or monitoring methods required by this permit; or (c) to sample any discharge of pollutants. 8. If a toxic effluent standard or prohibition (including any schedule of compliance specified in such effluent standard or prohibition) is established under Section 307 (a) of the Federal Act for a toxic pollutant which is present in the discharge authorized herein and such standard or prohibition is more stringent than any limitation upon such pollutant in this permit, the permit shall be revised or modified in accordance with the toxic effluent standard or prohibition and the permittee shall be so notified. Section 307 (a) requires that the Administrator of the Environmental Protection Agency shall promulgate effluent standards (or prohibition) for toxic pollutants which he has listed as such. 9. Nothing in this permit shall be construed as excusing the permittee from compliance with any applicable federal, state, or local statutes, ordinances, or regulations. 10. Seattle Rendering Works has received 9 previous City approval o � for improvement to their site. The latest occurred in August 1985, when the w City approved a permit for two aerobic bio -tower filters. = w ti o Since then, the septic system has failed and the applicant is currently trucking z waste water to a City manhole. The applicant is now preparing to connect to a o cn sewer line. At the April 3, 1987 DRC meeting, the applicant made the commitment o H to complete the connection to the sewer in approximately six months. If no pro- z _press has been made to connect to the sewer system, staff will forward a request to the Planning Commission to revoke the Unclassified Use Permits for this site. Following the public hearing, the Planning Commission will make a recommendation regarding the proposed project which will be forwarded to the City Council for their consideration. The City Council need not hold a public hearing on the permit application but shall consider the planning commission recommendation at a regular council meeting. DECISION CRITERIA The applicable Zoning Code criteria are listed below in bold, followed by pertinent findings of fact. Zoning Code Section 18.66.060 - Criteria, Unclassified Use Permit 1. The proposed use will not materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. In a separate permit process (87- 2- DR/87 -7- EPIC), the applicant is proposing to improve the existing gravel parking lot and provide additional landscaping. The proposed lean -to as shown by Attachment A and B will comply with setback, parking and other Zoning Code regulations. 3. The proposed development shall be compatible generally with the surrounding land uses. As noted in Criteria #1, the proposal will reduce the odors from the existing activities on -site. 4. The proposed use shall be in keeping with the goals, objectives, and policies of the comprehensive land use policy plan. Applicable Comprehensive Plan Objective /Policy Objective 5: Strive to improve the qualities of the air to a level conducive to a healthy, clean environment. Recognize, encourage and support the efforts of authorized agencies involved in the regulation and control of air pollution. The objective and policy are aimed at improving all object of air quality so that it is fit to breathe and smell, and is not visible. The applicants proposal complies with the intent of the Plan by collecting and drawing odors through a scrubbing system prior to release to the outside environment. In the Environmental Review, the applicant proposes additional landscaping to reduce the wind movement from carrying the odors, as well as additional landscaping that will provide a scent during the summer months when the orders are the strongest. 5. All measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. As noted in previous findings, the proposed lean -to is intended to reduce the impacts of smell to the surrounding property. Policy 1: CONCLUSIONS 1. RECOMMENDATIONS Based on the above Findings and Conclusions, the staff recommends that the Planning Commission approve the request for a Unclassified Use Permit to build a 12' by 42' metal -frame lean -to addition to the existing processing building. Our plant wastewater flow averages 57,000 gallons per day. The wastewater goes through the following steps: 1. Mechanical Catch Basin. This is the first stage of removing settleable solids and grease. Anaerobic bacteria is also added at this stage. 2. Surge Tank. The pH of water is adjusted to approximately 7. 3. DAF Cell #1. Alum, polymer and chitin is added and flocculation is removed. At this point approximately 40% of BOD is removed along with 70% of FOG and 95% of suspend solids. 4. Lagoon. An open top concrete basin where more anaerobic bacteria is added. 5. Vertical Anaerobic Digestor. This extends the residence time of the bacterial action to further reduce the BOD and FOG. 6. Drain Fields. At this stage the degredation process is increased. 7. DAF Cell #2. The wastewater from the drain fields enter the final dissolved air flotation cell for its final cleanup. This water will enter Metro's sewer system containing approximately 150 mg /1 of BOD, 50 mg /1 of suspendea solids, 15 mg /1 of FOG and 6.8 pH. We feel quite confident that we can continue to produce this high quality wastewater. With the addition of the anaerobic bacteria, we feel the bacteria will continue to improve the water as it flows through Metro's line.
