WHEREAS, on May 3, 1984, Seattle Rendering Works filed an application with the City Planning Department for an Unclassi- fied Use Permit to construct a small laboratory building adjacent to the applicant's existing office located at 5795 South 130th Place, Tukwila, Washington, which permit application was accom- panied by drawings showing the proposed construction, and WHEREAS, pursuant to the provisions of Section 18.66.050 of the Tukwila Municipal Code, the City Planning Commission held a public hearing' on May 24, 1984 to consider the permit application and at the conclusion of said hearing adopted Findings and Conclu- sions contained in the City of Tukwila Planning Division staff report to the Planning Commission regarding the permit application and unanimously recommended approval of an Unclassified Use Permit for the proposed project, and WHEREAS, pursuant to said Section 18.66.050, the City Council considered the permit application at a regular City Council meeting on June 18, 1984 and determined to hold an addi- tional public hearing before the City Council to obtain additional input from the applicant and the public concerning the application, and WHEREAS, pursuant to notice, the City Council held the said public hearing on July. 16, 1984 and at the conclusion of said hearing independently evaluated and considered all criteria set forth in Section 18.66.060 of the Tukwila Municipal Code in making its determination on the permit application, and WHEREAS, after such consideration and evaluation, the z � z w 6 • 2 .J O 0 CO o J• = H w0 a �w Z= !- 0 ZF- w Li' 0� O S w W t-• 0 u' O wz U= O ~ z City Council adopted the Findings and Conclusions set forth below and determined that the permit application should be approved, and WHEREAS, the City's SEPA Responsible Official has found that there will be no significant adverse environmental impacts as a result of the approval of such Unclassified Use Permit, now, therefore, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The City Council does hereby concur with and adopt the following findings and conclusions: FINDINGS: A. TMC 18.66.020 requires an unclassified use permit z 1-� (UUP) for "animal slaughtering and incidental rendering." Addi- w tions to the existing Seattle Rendering facility also requires _10 cno this permit. J = B. The one - story, 24' x 32' building will be located N w w0 approximately ,60' west of the existing office building on an M -1 g u. zone (Exhibit B). Product testing is currently being carried out cnd on site in the existing office building. z _I- I-0 C. The proposed building meets the yard, open space, w w w landscaping, height and minimum lot area requirements of the DO O- O H underlying M -1 zoning. w w 0 CONCLUSIONS: 0 .. z A. The proposed building is not considered to be mater- v I= O ~ ially detrimental to the public welfare or injurious to the pro- z perty or improvements in the area (TMC 18.66.060(1)). Testing activities are currently carried out in the adjacent office building. B. By adding two parking spaces, the proposed use meets parking standards for the M -1 zone. It has no impact on landscaping, yards or other development regulations required in the M -1 zone (TMC 18.60.060(2)). C. Product testing activities are considered compatible with the surrounding rendering activities (TMC 18.66.060(3)). 2 fti:llw.` D. The Comprehensive Land Use Policy Plan designates this area as M -1 (Light Industry). The rendering works is an unclassified use permitted in the light industrial zone (M -1) (TMC 18.66.060(4)). E. There are no new adverse impacts created by the proposed use (TMC 18.66.060(5)). Section 2. Approval is hereby given by the Tukwila City Council for the issuance of an Unclassified Use Permit for Seattle Rendering Works to construct a small laboratory building adjacent to its. existing office located at 5795 South 130th Place, Tukwila, Washington, as shown on drawings submitted with the application, City File No. 84- 17 -UPP.
