Tukwila City Hall Council Chambers JOE DUFFIE; JOAN HERNANDEZ; PAM CARTER, Council President; STEVE MULLET; JIM HAGGERTON; PAM LINDER. Ekberg excused MOVED BY DUFFLE, SECONDED BY HERNANDEZ, TO EXCUSE COUNCILMEMBER EKBERG. MOTION CARRIED. OFFICIALS JIM HANEY, Interim City Attorney; MOIRA BRADSHAW, Associate Planner; RON CAMERON, City Engineer; ROSS EARNST, Public Works Director; DIANA PAINTER, Associate Planner; CELIA SQUARE, Deputy City Clerk. SPECIAL PRESENTATIONS Police Chief Ron Waldner introduced the Police Department's newest employee Carrie Oros. Carrie joins the Special Services division as a records clerk. CITIZEN COMMENTS Northwest Symphony Orchestra Director Anthony Spain gave a brief overview of the company and requested monetary support from the city. Discussion of this issue was forwarded to the Community Affairs and Parks Committee. Wendy Morgan, 15144 65th Ave. S., thanked Council for the $400 donation to the Historical Society resulting from sales of Tukwila's history book, "Tukwila at the Crossroad /2n Betty Gully, 13017 Macadam Road So., complained of a car operation in her neighborhood. Gully said the cars, some operational, some not, are being torn apart, put back together, tuned up, etc. right next door to her home. Some of the cars are junk. Gully told of a car with a ruptured gas tank. The gasoline was dumped in a salmon spawning stream. Gully is frustrated with the system and wants the City to enforce its laws. Mayor Rants said he would get some background information and report back to Ms. Gully. Tukwila City Council Regular Meeting July 1, 1996 Page 1 CONSENT AGENDA OLD BUSINESS Ord. #1768 a. Approval of Minutes: 5/20/96; 6/17/96 b. Approval of Vouchers: Nos. 86538 through 86747 in the amount of $384,559.76 c. Authorize Mayor to accept relocated utilities associated with the Park Place retail development located at 17501 and 17585 Southcenter Parkway. d. Authorize Mayor to accept two (2) rights -of -way dedications and 20 easements donated by property owners for construction of sidewalks within the Central Business District (CBD) MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. Attorney Jim Haney read AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON, IMPLEMENTING THE PERMIT PROCESSING REQUIREMENTS OF RCW CH. 36.70B, AMENDING CHAPTER 18.06 OF THE TUKWILA MUNICIPAL CODE, ADDING NEW CHAPTERS TO TITLE 18 OF THE TUKWILA MUNICIPAL CODE, PROVIDING FOR STANDARDIZED PROCEDURES FOR THE SUBMITTAL, REVIEW AND ISSUANCE OF LAND USE PERMITS, AND PROVIDING PROCEDURES FOR APPEALS. MOVED BY DUFFLE, SECONDED BY HERNANDEZ, THAT ORDINANCE NO. 1768 BE ADOPTED AS READ.* Council President Carter noted on Page 2 of the ordinance under Chapter 3 Classification of Permits and Approvals, the first section was number incorrectly. Tukwila City Council Regular Meeting July 1, 1996 Page 3 Old Business (con't) Ord. #1769 Ord. #1770 Attorney Haney read AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON, IMPLEMENTING THE LAND USE PERMIT CONSISTENCY AND CONCURRENCY REQUIREMENTS OF RCW CH. 36.70A, ADDING NEW CHAPTERS TO TITLES 9, 14 AND 18 OF THE TUKWILA MUNICIPAL CODE, AMENDING CHAPTERS 18.66 AND 18.70 OF THE TUKWILA MUNICIPAL CODE, REQUIRING A DETERMINATION OF CONSISTENCY WITH ADOPTED PLANS, LAWS AND POLICIES FOR ALL PERMIT APPLICATIONS, ESTABLISHING PROCEDURES TO DETERMINE WHETHER ADEQUATE UTILITY AND TRANSPORTATION FACILITIES ARE AVAILABLE TO SERVE NEW DEVELOPMENT, AUTHORIZING THE IMPOSITION OF, MITIGATION CONDITIONS, AMENDING STANDARDS FOR THE REVIEW AND APPROVAL OF SHORELINE SUBSTANTIAL DEVELOPMENT PERMITS, SUBDIVISIONS, AND ADOPTING STANDARDS FOR THE EXPANSION AND ENLARGEMENT OF CERTAIN UNCLASSIFIED USES. Attorney Haney read AN ORDINANCE OF THE CITY OF TUKWILA, WASHINGTON, MODIFYING EXISTING CITY ORDINANCES TO CONFORM TO THE PROCEDURES ADOPTED IN SEPARATE ORDINANCES TO IMPLEMENT THE PERMIT PROCESSING REQUIREMENTS OF RCW CH. 36.70B AND THE CONCURRENCY AND CONSISTENCY REQUIREMENTS OF RCW 36.70A, AMENDING CHAPTER 2.04, 2.76, 14.04, 14.12, 16.52, 17.04, 17.08, 17.12, 17.16, 17.32, 18.08, 18.44, 18.45, 18.46, 18.54, 18.56, 18.60, 18.64, 18.66, 18.70, 18.72, 18.80, 18.84, 18.88, 18.90, 18.92, 19.08, 19.12, 19.28, 19.32, AND 21.04 OF THE TUKWILA MUNICIPAL CODE, AND ADDING A NEW SECTION TO CHAPTER 21.04. Tukwila City Council Regular Meeting July 1, 1996 Page 4 Old Business (con't) REPORTS Mayor Rants said he would meet with the RTA on July 2nd to Mayor explore the possibility of a letter of understanding between RTA and the City of Tukwila which would state that the Highway 99 route would not be the designated rapid transit route as currently shown in 20,000 brochures. Attorney Haney affirmed that a formal letter of understanding is a binding document and would be as binding in the future as it was when it was originally signed. Mayor said he would attend the meeting and bring more information back to Council. Council MOVED BY DUFFLE, SECONDED BY HERNANDEZ, THAT ORDINANCE NO. 1770 BE ADOPTED AS READ. MOTION CARRIED 6 -0. /„,3 Councilmember Duffie reported that he had seen fireworks being set off around the area prior to Independence Day. He urged Council to stand behind the residents' wishes pending the outcome of the ballot issue this fall. Councilmember Hernandez attended a meeting in Burien on the Burien Study as well as the ACC meeting which followed. She also participated in a public hearing in support of the ACC and the RCAA. Council President Carter attended the Foster Community Club picnic and a planning meeting for the Community Summit. Mayor Rants reported that flyers announcing fireworks regulations are being distributed to the following: all children enrolled in the summer school program and summer recreation program, and apartment managers in the network and their respective apartment houses. Signs have also been posted in City parks. Councilmember Haggerton attended the Economic Advisory Board and the Firemen's Pension Board meetings on June 27th. Councilmember Linder attended the South King County Youth Against Violence Committee on June 27th. Linder said the group is interested in giving a presentation to an established youth focused organization in Tukwila. Mayor Rants suggested Linder talk to Don Williams and /or Evie Boykan for assistance.
