MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the audience in the Pledge ofAllegiance. SPECIAL PRESENTATIONS a. Police Department awards. Mike Villa, Police Chief. Life-saving medal awarded to Officer Dean Kolstad and Officer Jason Wollan. Police Chief Villa introduced Deputy Chief Bruce Linton who provided an overview of the owsnto from last year. On [Wan:h 11 2016. Officers Dean Ku|sbsd and Jason VVuUan responded to a verbal domestic violence call between o mother and her adult son at their residence. After observing windows being broken and smoke blowing from the upstairs master bedroom, at great personal risk, the two officers entered the residence to check for occupants. They eventually made their way to the master bedroom and forced the door open. Aa they encountered a room full of thick black smoke, the adult son emerged from the room and refused officers' orders to exit the bedroom. After long physical confrontation with him, the officers had to overcome his physical resistance the entire way down the stairs and out of the house. The selfless response of the two officers during a life-threatening situation directly attributed to saving the resident's life and ensuring no other household members were inside the house. Their dedication and commitment to the community and the department exemplified the best of what the Police Department's core values exemplify. Chief Villa presented the Life-saving medal awards to Officers Kolstad and Wollan. The Councilmembers expressed appreciation to the officers and thanked them for their sacrifice and commitment ho the Tukwila community. b. City of Tukwila 2O1G Annual Report. Rachel Bianchi, Communications and Government Relations Manager. Rachel Bianchi, Communications and Government Relations Manager, utilized an electronic presentation to provide an overview of the 2O16 Annual Report. This is the 3m annual report provided since development of the Communications Division. The theme for this year ia "Count Tukwila |n.^ with the Tukwila City Council Regular Meeting Minutes February 21.2O17 Page 2of7 focus areas of "Initiative Driven," Innovative in Outlook," and "Industrious by Design." The report focuses on all areas nf City operations, ho include a major mi|estonebywayofponsagenfthePub|inSafetyBond to support our first responders. K8n. Bianchi said the report is available online and in paper format and thanked Staoia Norris in the Communications Office for her excellent work on this publication. The Counoi|members thanked Ma. Bianchi for the informative report. Brent Mutter, 16275 Candy Loop NE. Pou|ebo, said he lives in Tukwila and the address provided is his parents' home and used for mail purposes. Mr. Mutter said hein joined this evening by his girlfriend and her father. Their mother and wife. Huimin Lin, was killed recently in the crosswalk just a half mile away at the Southcenter Blvd / freeway ramp i-5 north. They expressed great concern that this crosswalk ia dangerous. Justin M. Schutz. 7945 1Ey^Avenue SVV. 8eatt|e, witnessed the accident referenced by the prior speaker. He works in Renton and travels this route every day and has always worried about this crosswalk. He has seen multiple near misses and described it as a dangerous location, and this was a horrific thing to view. He expressed gratitude to Officer Train from the Tukwila Police Department who hook his statement and helped during this troubling time. This accident has changed the way he sees things, and hawants this ho invoke o change in this area of the roadway. He feels more needs tobo done to keep pedestrians from interacting with cam speeding onto o fneewoy� people are not thinking about stopping. He in willing to partner with the City and other agencies to do what he can to change these conditions to protect citizens. Mr. Schutz thanked the Council for listening and asked for their help. Mayor Ekberg said these statements have been taken toheart. The City will work with the Washington State Department of Transportation (VV8OOT) and the State Patrol. The City's Public Works Department has been in contact with WSDOT, and Tukwila law enforcement has been in contact with the State Patrol. The City is looking to see what the investigation unfolds. The Mayor expressed the deepest sympathy from the entire City for the loss of their family member. He said he would not seek comments from the Council ut this time. Councilmember Kruller asked to make a comment and emphasized there are not enough right words to use tn convey the pain of this situation. Addressing the speakers and family members, she said that when you come before this body and speak to us about something so tragic, you reach the hearts of the people on the dais. She said the Council will do what they can to assist the Mayor and whoever io responsible for making the situation better. Mayor Ekberg thanked the two speakers for their nobility in coming forward and extended heartfelt sympathy to the family members ofMs. Lin. CONSENT AGENDA a. Approval of Minutes: 2/13/17 (Special) b. She relayed thatCounoi|member McLeod had requested at the Finance Committee meeting that additional research be conducted to ensure the City is getting the best quality and price for the services provided. K8C)T|0N CARRIED 7-0. NEW BUSINESS Discussion and consensus on Legislative House Bill 1999, relating to the makeup and composition ofthe Port of Seattle's Board ofCommissioners. Rachel Bianchi, Communications and Government Relations W1anager, provided an overview of this topic. Representative Mia Gregerson approached the City's lobbyist asking for City support for HB 1999, currently being considered in the State House ofRepresentatives. HB 18SS concerns the makeup and composition of the Port mf Seattle's Board ofCommissioners. Currently, the Port's Commission consists of five commission members elected at large in King County, HB 1999 proposes to restructure the Port Commission to resemble the composition of the King County Council. The number of Port Commissioners would increase to nino, and each commissioner would represent o specific district. The nine Port Commission districts would have the same boundaries aothe King County Council districts. Under this legislation, Commissioners must reside in the district he or she represents. Voting is similarly limited by districts and all at-large positions are eliminated. If passed by both chambers of the legislature and signed by the Governor, HB 1999 would go into effect in2O10. There currently is no companion bill in the State Senate, and it is unclear if such legislation could pass the Senate. HB 1999 has several pros and cons the City should consider before taking a position on the Bill Tukwila City Council Regular Meeting Minutes February 21.2017 Page 4oy7 Pros: 1. Proponents argue the Bill would expand representation for King County residents and possibly allow for greater access. 2. Airport communities (Tukwila, Federal Way, GeoTac, Burien, Normandy Park. and Des Moines) would be ensured of at least three Commission members who live in or around the communities. 3. Commission members might lobby more effectively for projects by the Port that benefit their districts. 4 The City would be supporting legislation sponsored by south King County House Representatives. ��� 1, Increased cost to taxpayers for salaries of additional Port Commission members. Additional costs would be incurred for staff to support the added Commission members and the larger Port Commission. 2. A majority of the Port Commission members would come from outside the airport communities. Six of the nine Commission members would come from Seattle, north King County, and the eastside. Commission members from these areas may not be concerned with the needs of airport communitieo, since their voters do not reside near Sea-TaoAirport. 3. Airport communities, which are significantly impacted by Sea'Tao Airport operations, may find it difficult to obtain mitigation funding since the Port funds would likely be proportioned between the nine districts. 4. The City could hurt existing relationships with Port Commission members by supporting HB 1909. Port Commissioners have expressed oonoern, particularly because of the unique nature of the Port. which oversees multi-billion dollar business entities. Staff is recommending that the City take nn position onHB1QQQ. Council President Robertson asked if there was urgency on this and if there was a Senate companion biU, which is necessary for itho move forward. [@s. Bianchi responded that there is no Senate companion bill. Mr. Robertson suggested this item be forwarded to the Community Development and Neighborhoods (CDN) Committee for consideration. Counni|momberOuinn said the citizens have been vocal regarding impacts associated with the Port, to include loss of trees, noioe, and environmental issues. Counoi|member KruUer values the relationship with Representative Gnegemon and relayed this is an important inauo, and discussion at the CDN Committee is appropriate. Counoi|member Hougardy. Chair of the CDN Committee, had asked the Council Analyst to do a spot check regarding the make-up of similar pods in the region. Laurel Humphrey, Council Anu|yst, responded as follows: Tacoma is 5-elected; Vancouver. Washington is 3-elected� Edmonds in 5-elected; Everett is 3-districted; Son Francisco is 5-appointed; Vancouver, 8C is 11 -appointed-, and Victoria Harbor. BC is13- appointed. Counni|member HouQardy stated issues associated with the Port of Seattle and the Airport are topics that arise frequently in her work with 8K}\TBd (South King County Area Transportation Board). the High|ine Forum' and the 8oundoideAUianca. Subjects of concern involve particulates in the air, the need for responsiveness from the Port to include mitigation to cities that are highly impan0sd, and the need for another airport in the region. Councilmember Seal referenced the importance of recognizing the Port involves not only the airport but also the shipping industry. She can see merit in both sides of this iasue, and continued discussion in the CDN Committee is appropriate. Council President Robertson indicated the air quality issues and dust associated with those in or near the flight path are also of concern. Counoi|memberC>uinn uonourred, referencing that the asthma rates in this area are the highest in King County. Councilmember Kruller conveyed that depending on the weather she can smell jet fuel at her home Tukwila City Council Regular Meeting Minutes February 21.2O17 Page 5of7 Councilmembers McLeod and Duff ie support continued discussion at the CDN Committee COUNCIL CONSENSUS EXISTED TO FORWARD HB1S99TO THE COMMUNITY DEVELOPMENT AND NEIGHBORHOODS (CON)COMMITTEE. Mayor Ekberg asked the Council to consider what process they would prefer as these types of topics come fonward, i.e. is it preferable that legislative topics come to the full Council or go through a Council Committee. -=a*120 a. Mayor Mayor Ekberg participated in the AVVC (Association of Washington Cities) City Action Days February 15- 16, 2017, which provides an invaluable opportunity to network with our legislators. On February 18. 2017, he met with Tukwila School District Superintendent Nancy Coogan to discuss issues affecting both the District and the City. He reported there is a grant funded position at the Riverton Heights Methodist Church working on the Best Starts for Kids program by providing services to residents looking for housing to keep their kids in local schools, The Mayor also met with staff from the Odin Brewery with adiscussion topic involving o possible festival on Baker Blvd. He also reported the American Legion would like the City to provide the names of staff members to be considered for a Fire and Police person of the year. The Mayor participated in the fundraiser utChipot|etnsupport the youth scholarship program. b. City Council Councilmember Duffie attended the AWC (Association of Washington Cities) City Action Days February 15-16, 2017. He also attended the Tukwila Employee Banquet on January 27, 2017 and the Washington Place Topping Off Ceremony on February 1O.2O17. Ha also participated in the Tukwila School District "Stand Up for Students" event on February 10 and displayed a sign from the event. Ha thanked the City for the posters and signs regarding Black History Month. Councilmember Seal participated in the SCA (Sound Cities Association) King County Domestic Violence Initiative Task Force conference call on February 10. 2017. On February 18. 2017. she participated in the Washington New Americans Citizenship Day in Mt. Vernon. While 43 people did come out and apply, many others were afraid tod000 due ho the current political climate. The next event will boon April O. 2D17in Tacoma, Yakima and Vancouver. She will be providing assistance ut the Yakima event- She encouraged others to vo|unteer, as help in needed in all aspects of the process from helping people with the forms to running copies. Council President Robertson attended the AWC (Association of Washington Cities) City Action Days February 15-16.2O17. He noticed the legislative process in Olympia is much different than that of Tukwila. Deliberation on items is very brief in Olympia, unlike the City where it can continue as long as necessary. Mr. Robertson explained that hmwould like each Counoi|membertowrite a report (2OOwords or less) regarding their various work on regional committees and projects. The reports will be provided ho the Tukwila Reporter. Each Councilmember has various other regional activities they participate in that are not legally naquired, hovvover, very important to the citizens. TheVVR|AQ (Water Resource Information Area S) meetings are Mr. Robertson's particular passion. That group involves 17jurisdictions in the Green Duvvamish anea, with o focus on protecting the salmon habitat. Counui|memberHougordy attended the SKATBd (South King County Area Transportation Board) meeting on February 21.2O17. She also attended the AWC (Association of Washington Cities) City Action Days February 15-18.2O17. Ms. Hougardy is a member of the AWC Educational Advisory Committee and the AVVC Nominating Committee. Councilmember Quinn went house to house this past week inviting citizens to attend the TIB (Tukwila International Boulevard) neighborhood meetings coming up this week. He also had the opportunity to have a small group meeting with Governor Jay |na|ee. With the current political climate, the Governor had wanted 0o check inonTukwila. She also participated in the Tukwila School District "Stand Up for Students" event that same day, for which she was very privileged. She also participated in AVVC City Action Days and is impressed with the City's lobbyist Jennifer Ziegler. On President's Day and in honor of Black History Month, she watched a documentary called "The Talk — Race in America," regarding difficult conversations between parents and their children. Councilmember McLeod attended the AWC (Association of Washington Cities) City Action Days February 15-18.2O17 and also ia impressed with Ms. Ziegler, the City's lobbyist. Ho extended areminder regarding the TIB (Tukwila International Boulevard) Workshops at the Church by the Side of the Road on February 23at6:OOp.m. and February 25at0:3Op.m. There will be translators and day care provided. o. Staff David Cline, City Administrator, referenced the City Administrator (CA) Report inthe packet and offered to answer any questions. Councilmember Kruller referenced the portion of the report that provides a list of 2016 employee award recipients. She referenced ''The Big Idea" award winner, Trina Cook, for providing e ballot drop off box in Tukwila for voters. This was a self-motivated effort that took a lot of commitment and provided a great benefit to the community. d. City Attorney There was no report. e. Intergovernmental There was no report MISCELLANEOUS Councilmember Quinn relayed that the Mayor showed respect for Councilmember Kruller who chose to speak this evening during the public comment portion of the meeting. Depending on the situation and topio, he expressed the pnahanance for leaving space for Counui|memberto speak if they are so compelled bya member of the public who is addressing the Council. There ia value inshowing responsiveness. The Counci|membersexchanged comments on this topic, with the following key points: Acknowledgement that there are situations when comments from the dais could create a liability for the City-, Awareness that Councilmembers have been empathic and thoughtful to those who comment at public meetingo� The importance of not discouraging a member ofthe public from speaking; Recognition that sometimes responding to a public comment is warranted; and a suggestion to consider having written information on the agenda stating the Council does not take immediate action on items presented during public comments. Mayor Ekberg expressed appreciation for this discussion.
