ROLL CALL OFFICIALS CITIZEN COMMENTS JOE DUFFIE; JOAN HERNANDEZ; PAM CARTER, Council President; ALLAN EKBERG; STEVE MULLET; JIM HAGGERTON; PAM LINDER. SPECIAL PRESENTATIONS Mayor Rants administered the Oath of Office to Police Officer Russell Hicks RUSS HICKS Eva Liston, Citizen's Patrol member once again invited all Councilmeinbers and Mayor Rants to join them in patrolling Tukwila City Hall Council Chambers JOHN McFARLAND, City Administrator; EVELYN BOYKAN, Human Services Coordinator; ROSS EARNST, Public Works Director; RON WALDNER, Police Chief; LUCY LAUTERBACH, Council Analyst; JANE CANTU, City Clerk. Bob Euler, 15220 40th Ave. So., shared his experience as a victim of a hit and run incident at his home three weeks ago. Mr. Euler explained that an unknown person drove into his driveway, hit the post of his carport, causing it to be pulled away from the house, then drove away. Mrs. Euler got the license number of the car as it left the scene. The police were contacted and the proper reports were filed. Euler complains that no investigation has been done to date and that he was told his case would not come up for six months. Euler questions why it should take so long for the police to get to his case. Mayor Rants responded that calls for police response are currently averaging about 39,000 per year. Manpower continues to be increased, but there is still not enough personnel to quickly handle so many requests for service. Chief of Police Ron Waldner explained that there is only one officer in charge of accident investigation at the present time. If another situation arises that involves serious bodily injury, all cases are re- prioritized. Council President Carter suggested police administration take a look at increasing efficiencies in their procedures. Housing Entity Pacific Highway during one of their scheduled shifts. Mayor Rants volunteered his time for August 7th. a. Approval of Vouchers: Nos. 86749 through 86940 in the amount of $1,373,717.57 MOVED BY HERNANDEZ, SECONDED BY CARTER, TO APPROVE THE CONSENT AGENDA (VOUCHERS) AS SUBMITTED. Councilmember Duffie asked that the RCAA voucher in the amount of $14,000 be rejected. Mayor Rants explained that the voucher was in payment for services rendered for the first six months of the year. Duffie asked that the record reflect his opposition to approving this voucher. *MOTION CARRIED 6 -1 (DUFFIE DISSENTING). MOVED BY DUFFIE, SECONDED HERNANDEZ, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. City Administrator John McFarland read A RESOLUTION OF THE CITY COUNCIL OF TUKWILA, WASHINGTON, SUPPORTING A SOUTH KING REGIONAL HOUSING ENTITY TO PROVIDE HOUSING STRATEGIES THAT ENHANCE AND REVITALIZE NEIGHBORHOOD HOUSING AND PROMOTE HOME OWNERSHIP, AND TO WORK WITH THE SOUTH KING COUNTY HOUSING FORUM ON A REGIONAL HOUSING PLAN FOR SOUTH KING COUNTY. MOVED BY HERNANDEZ, SECONDED BY EKBERG, TO APPROVE RESOLUTION NO. 1356 AS READ.* Councilmember Hernandez explained that the resolution came about as a result of a presentation Council heard on affordable housing. The Community Affairs and Parks Committee tailored the resolution to reflect the needs of this community. Councilmember Mullet added that the verbiage was largely the work of Councilmember Hernandez with the support of the Committee. He praised Hernandez for her excellent work. Tukwila City Council Regular Meeting July 15, 1996 Page 3 REPORTS Council Staff Mayor No report Councilmember Duffie produced a garbage can that had been damaged by fireworks during the Independence Day holiday. Councilmember Hernandez attended last week's Highway 99 Action Committee meeting. Hernandez praised the group for the job they are doing for the City. She plans to attend the next work party on July 20th at 9 a.m. Regarding Tukwila Days, Hernandez suggested a note of appreciation be sent to the band director and band members thanking them for their participation in the festivities. Hernandez announced the Soroptomists Club raised #14,000 for local charities this year. The South Central School District received a portion of those funds. Council President Carter distributed a memo regarding the ACC. She also attended Tukwila Days and shared Councilmember Hernandez' enthusiasm for the band. Carter said citizens are talking about the new community center hosting the festivities upon its completion. Regarding the Highway 99 street improvement project, Carter asked Council to think about closing the highway when the project is completed and hosting a block party to celebrate. Councilmember Haggerton noted there are many who share Mr. Euler's frustrations regarding police services. Haggerton told Council they have in their mailboxes, last week's Finance and Safety Committee packet which contains notes about the committee's discussion on police services. Many of the comments came from the miscellaneous comments they've received from citizens in the area. Haggerton assured Euler that he wouldn't be satisfied until this situation is resolved. Councilmember Linder attended a meeting on safe streets on July 10th. She thanked Councilmember Duffie for his comments at the meeting. City Administrator John McFarland reported that the Baker Commodities appeal for damages on the decision to disallow the tallow tanks, which was earlier reversed, will be heard by the State Tukwila City Council Regular Meeting July 15, 1996 Page 4 Reports (con't) MISCELLANEOUS EXECUTIVE SESSION 7:45 p.m. ADJOURNMENT 8 p.m. Supreme Court under a Petition for Review later in August. The issue is in the hands of the WCIA and the land use attorney. Councilmember Hernandez asked the procedure for dealing with issues such as signs covered with graffiti that occur after normal business hours. John McFarland responded that he can be reached after hours by phone or beeper and can dispatch the proper staff personnel for the situation. McFarland suggested that a Council committee might want to investigate an ordinance dealing with the immediate cleanup of graffiti. Councilmember Ekberg distributed some draft figures regarding a City Hall facility on Highway 99. MOVED BY HERNANDEZ, SECONDED BY CARTER, TO ADJOURN TO EXECUTIVE SESSION FOR 30 MINUTES TO DISCUSS A POSSIBLE LAND PURCHASE. MOTION CARRIED 7 -0.
