SUBJECT: Ordinance amending Public Safety Bond Financial Oversight Committee
ISSUE
The proposed ordinance would ensure that membership of the Public Safety Bond Financial
Oversight Committee is consistent across all legislative documents.
DISCUSSION
Ordinance 2509, passed on August 1, 2016, placed the Public Safety Bond Measure on the
November 2016 ballot and provided for the appointment of a Financial Oversight Committee.
The ordinance specified that the Financial Oversight Committee would include five members
comprising two residents, two members of the business community, and one member from a
nonprofit located in Tukwila. That ordinance also gave Council the authority to "prescribe by
ordinance or resolution such other rules relating to the appointment process and the operation
of the Financial Oversight Committee as shall be necessary or appropriate."
Resolution 1892, passed on October 3, 2016, adopted a formal Charter that outlined a
framework for the Financial Oversight Committee in greater detail. At that time, the Council
decided that the Committee should include five members comprising two residents, two
members from the business community, and one "at-large" member who could be from the
residential, business, or nonprofit category.
The City Attorney recommends amending the original ordinance to ensure that all legislative
documents pertaining to the Financial Oversight Committee are consistent. Staff recommends
making the language in the ordinance as general as possible in the event that future changes
are desired by Council. If so, the Charter will be amended and the ordinance will not need to be
revisited.
RECOMMENDATION
Staff recommends that the Finance Committee forward the draft ordinance to the April 3
Regular Consent Agenda with a recommendation to approve.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, AMENDING ORDINANCE NO.
2509 §5, TO UPDATE THE MEMBERSHIP STRUCTURE OF
THE PUBLIC SAFETY BOND FINANCIAL OVERSIGHT
COMMITTEE; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, Ordinance No. 2509 placed a measure on the November 8, 2016 General
Election ballot proposing to issue general obligation bonds for the City of Tukwila Public
Safety Plan and establishing a proposed framework for a Public Safety Bond Financial
Oversight Committee; and
WHEREAS, Resolution No. 1892 adopted a Charter for the Public Safety Bond
Financial Oversight Committee that included a modification to the Committee makeup; and
WHEREAS, qualified voters of Tukwila approved Proposition No. 1 at the November
8, 2016, General Election; and
WHEREAS, the City Council desires to ensure consistency across all legislative
documents that reference the Public Safety Bond Financial Oversight Committee;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. Except as amended by this ordinance, all other provisions of Ordinance No.
2509 shall remain in full force and effect, and all actions taken at any time prior to the
effective date of this ordinance that are consistent with Ordinance No. 2509 as so amended,
are hereby ratified and confirmed in all respects.
Section 2. Ordinance No. 2509 §5 Amended. Section 5 of Ordinance No. 2509 is
hereby amended to read as follows:
A. If the ballot proposition submitted by this ordinance is approved by the qualified
voters of Tukwila, a Financial Oversight Committee shall be appointed by the City Council
within six months following approval. The Financial Oversight Committee shall consist of a
minimum of five members and shall continue in existence for the economic life of the Proiect.

B. The Financial Oversight Committee shall review the allocation of bond proceeds
and progress on achieving the purposes of this proposition, and shall report at least semi-
annually to the City Council on the same. The annual report shall be filed in paper and
electronic form with the City Clerk. The Financial Oversight Committee may elect officers
and establish rules of procedure. Financial Oversight Committee members shall serve
without compensation and may be removed by the City Council following absence without
cause from two or more meetings. The City Council may prescribe by ordinance or
resolution such other rules relating to the appointment process and the operation of the
Financial Oversight Committee as shall be necessary or appropriate.
Section 3. Corrections by City Clerk or Code Reviser. Upon approval of the City
Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to other
local, state or federal laws, codes, rules, or regulations; or ordinance numbering and
section/subsection numbering.
Section 4. Severability. If any section, subsection, paragraph, sentence, clause or
phrase of this ordinance or its application to any person or situation should be held to be
invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 5. Effective Date. This ordinance or a summary thereof shall be published
in the official newspaper of the City, and shall take effect and be in full force five days
after passage and publication as provided by law.

ISSUE
The City Council is seeking to appoint membership of the Public Safety Bond Financial
Oversight Committee as authorized by Ordinance 2509 and Resolution 1892.
DISCUSSION
Resolution 1892 provides for a committee of five members including two residents, two
members from the business community and one at-large member. One resident and one
business representative will initially be appointed for a term of three years and the remaining
positions will be terms of two years.
The City has received nine applications for the Finance Committee's Review.
RECOMMENDATION
Staff recommends that the Finance Committee review the applications and make a
recommendation to the Committee of the Whole regarding the five-person membership of the
Public Safety Bond Financial Oversight Committee for discussion at its March 27, 2017 meeting
and the subsequent April 3, 2017 Regular Meeting for action.

I served as an employee of the YMCA for 7 years where I was committed to creating
opportunities for youth in at-risk communities throughout South King County. I
presently am the Executive Director for a non-profit that gives second chances to kids
involved with the juvenile justice system throughout King County. I also volunteered as
a Minister at Church By The Side Of The Road in Tukwila for 6 years.
Hobbies/interests:
I'm most passionate about my roles as Husband and Father. In addition to these I am actively engaged
in social justice issues particularly those who have a disproportionate amount of contact with community
and city services such as law enforcement. Beyond these things I love our local sports teams, playing
basketball, running and enjoying being outdoors.
Qualifications as related to this position:
In my previous role at the YMCA and my current role with CLRS I am responsible for being a steward of
both private and public funds and demonstrating accountability through regular reports measuring work
accomplished, challenges and anticipated outcomes. I believe this skill set directly translates to the work
of this particular committee.

As a resident of Tukwila who voted for this particular proposition it would be an honor to represent my

Dear Sirs and Madams:
I'm interested in serving on the Public Safety Bond Financial Oversight Committee. I
care about the safety, welfare and prosperity of my city and my fellow citizens and
would be honored to help them further. I have both the education and practical
experience to understand and deal with political and economic issues. I'm fortunate to
be in a position to spare the necessary time and effort to the duties.
As Tukwila grows and develops, it's vital that our own infrastructure keeps up, in
capacity and competence. Our fire department's facilities particularly need upgrading
and expansion, as does our court. The Safety Bond passed because this is recognized by
the citizens.
I believe there's only one reason for about 30% of the voters balking: they're
concerned about the expense. Those voters will be placated if they see their fellow
citizens keeping close watch on the progress of safety improvements, and feel they're
getting good value for their money.
My experience with the TLAB so far, and my longer experience with the Parks
Commission, have been inuch like my work career. My jobs have required working on
a wide variety of tasks with a wide variety of people. As we're shared common goals
and interests, I've been able to establish good working rapport with all of them. I'm
confident that I can do the same with everyone connected with the Safety Bond projects,
and the Committee which will oversee them.

Summary:
The purpose of the preliminary 2016 Annual Financial report is to summarize for the City Council the general
state of General Fund financial affairs and to highlight significant items or trends. The following provides a
high -level summary of the City's financial performance. Additional details can be found within the attached
financial report.
The 2016 Annual report is based on financial data available as of March 14th, 2017, for the reporting period
ending December 31, 2016. Preliminary results for the year have resulted in a positive impact to the General
Fund of $462 thousand. Revenues for the year were $58.9 million, which is less than budget due to the
Tukwila Village sale not completed as budgeted. Expenditures were $58.5 million and below budget by
$1.95 million.

Allocated budgets through the reporting period are calculated by analyzing spend patterns in the previous
year and allocating the current year budget using the same spend pattern. If aline item had no expenditures
in the prior year but a budget in the current year, the allocated budget for the current year would be zero.

General Fund:
The general fund is the City's largest fund and accounts for the majority of City resources and services,
other than those required by statute to be accounted for in another fund. Services include governance,
public safety, and administration.
Revenues:
Through December 2016, general fund revenues totaled $58.9 million compared to a budget of $60.4 million
and were $150 thousand greater than revenues collected in 2015. Notable variances to budget for the year
include:
• Sales and use taxes, which includes local retail sales and use tax, natural gas tax, and criminal justice
sales tax, totaled $18.9 million, which exceeds budget by $277 thousand and is slightly below
collections in the same period last year by $428 thousand, or (2) %.
• Gambling and excise taxes totaled $3.8 million and exceed budget by $589 thousand. One casino is
under new ownership, and all casinos continue to do very well.
• Intergovernmental — Grant category is above budget by $246 thousand. The City has received several
small grants in 2016 that were not included in the final budget amendment.
• Property tax collection is on target to meet budget. The majority of property tax revenues are collected
during the months of April /May and October /November, coinciding with the due dates for the county
property tax billings.

Expenditures:
General fund expenditures totaled $58.5 million as compared to a budget of $57.6 million, which is $1.9
million below budget. All departments incurred lower fleet maintenance cost of $447 thousand and fleet
replacement costs of $340 thousand in 2016. Salaries and Benefits for 2016 came in $590 thousand lower
than budget, this was a result of lower spending in overtime by $279 thousand and related benefits.
Notable variances are as follows:
• Police department came in below budget by $934 thousand. Salaries and Benefits contributed $324
thousand, Fleet costs were $378 thousand lower, Repairs and Maintenance $115 thousand lower and
Jail costs ended the year $103 thousand lower than expected.
• Fire department is below budget by $222 thousand. This is attributed to the use of 3 pipeline positions
to maintain minimum staffing levels which resulted in lower overtime costs by $168 thousand compared
to 2015.
• Technology Services exceeded budget by $42 thousand. Primarily due to a payout on a vacated
position.
• Park department exceeded budget by $40 thousand. The department experienced two emergency
repairs, replacement of a guardrail at a cost of $9 thousand and trail repairs costing $36 thousand. Both
repairs are being submitted to insurance for potential reimbursement.
• Street department is below budget by $265 thousand. Salaries and Benefits contributed $88 thousand
and Fleet costs were $174 thousand lower than expected.

2017 January Year to Date Financial Update
Summary
The purpose of the 2017 Financial report is to summarize for the City Council the general state of
Departmental expenditures and to highlight significant items or trends. The following provides a high -level
summary of the Departmental financial performance. The 2017 January YTD report is based on financial
data available as of March 14th, 2017, for the reporting period ending January 31, 2017. Additional details
can be found within the attached financial report
Allocated budgets through the reporting period are calculated by analyzing spend patterns in the previous
year and allocating the current year budget using the same spend pattern. If a line item had no expenditures
in the prior year but a budget in the current year, the allocated budget for the current year would be zero.
Departmental Expenditures
General fund expenditures totaled $5.1 million as compared to a budget of $5.3 million, which is $153
thousand below budget. Notable variances are as follows:
• Fire department is above budget by $71 thousand. This is attributed to the staffing of the unbudgeted
pipeline positions to maintain minimum staffing levels. During the month of January, the Fire department
experienced an abnormal use of unplanned leave requiring overtime to maintain minimum staffing,
which resulted in higher overtime costs of $36 thousand compared to 2016.
• Park department exceeded budget by $19 thousand. This is a result of the department being fully
staffed in 2017 compared to 2016. They also incurred a higher level of spending on supplies in
preparation for the high utilization season of the parks.
