INTRODUCTION Neighborhood quality, housing supply, housing quality, housing affordability and homelessness are issues important to the Tukwila community. These issues were explored in depth during the update of the Comprehensive Plan over the past few years. Tukwila's goals, policies and implementation strategies as well as the background reports for the Housing and Residential Neighborhoods Elements are included as attachments to this report. Tukwila has been active in pursuing both local, regional and state -wide solutions to housing problems. The South King County Housing and Homelessness Partnership goals and 2016 Year End Report are attached to give a summary of current and future regional policies and actions. Tukwila has already begun many of the recommended actions, see the Existing Actions summary table in the Background section of this report. The 2017 Legislative Advocacy Report is attached to show the positions Tukwila has taken on statewide issues. Tukwila has also analyzed issues of local impact such as the tax implications of affordable housing development, the nature of the local homelessness problem and options for relocation assistance for displaced mobile home residents. The goal of this work session is for the Council to identify which future actions related to housing and homelessness it would like to pursue and how they should be prioritized. Some of these items are included in the Community Development 2017 -2018 Budget Outcome Goals. However, given the existing actions currently underway and the competing work load, items such as the Tukwila Facilities Plan and the Tukwila School District bond improvements, only a few new items can be undertaken in 2017 with existing resources unless other items are reduced in priority. There is a column on each summary table suggesting when each new action could begin. Staff will bring revised work plans that reflect the reprioritization to Council Committees in the second quarter.
