Approval of Commander Job Description Revision ADJOURNMENT March 6t', 2017 Ekberg, M The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Steve Wheeler, Ron Johnston and Bruce Paquette. Others in attendance were acting Deputy Police Chief Rick Mitchell, Fire Chief Jay Wittwer, and Sara Valdez, HR Analyst/Civil Service Examiner. ,oya 1"SKIZI ' 1 ' 5:00 p.m. Chair Bruce Paquette called.. the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed ,. for the January 9ffi, 2017 Commission Meeting minutes. No corrections were noted. There was no meeting held in February due to weather and City Hall Closure. GENERAL BUSINESS 2017 Meetings Location Change Sara Valdez, Civil Service Examiner, advised the Commission that the monthly Civil Service meetings location has changed to the HR Conference Room due to the creation of a new Public Safety Committee meeting that will be meeting in the Hazelnut Conference Room(CR #3) the same day each month. There were no concerns /issues with the new location. FIRE DEPARTMENT Staffing Effective Promotii ZIT M-7 Chief Wittwer shared the current Fire Department staffing updates. Tukwila Fire department is currently full staffed. Two (2) in the Academy expected to graduate in April. There are five (5) pipeline positions they may need to utilize in the future with 23 eligible to retire at any time. Chief Wittwer requested the Commission re -visit the Civil Service rules to change the effective life of promotional eligibility lists from 1 year to 2 years. Chief shared that historically, the Fire promotional lists have been extended to 2 years and would save testing funds as well as improve the process. The Commission clarified some questions and asked the Civil Service Examiner to research verbiage from other City Civil Service Rules and procedures as well as consult with MRSC or City Attorney regarding any labor issues and the Commission will revisit next meeting. In the discussion of extensions of promotional lists Chief Whittwer requested to extend the current Fire Captain list one year until May 1st, 2018. MOVED BY WHEELER, SECONDED BY JOHNSTON THAT THE REQUEST TO EXTEND THE FIRE CAPTAIN ELIGIBILITY LIST BE APPROVED. THE EXTENSION WILL LAST FOR 1 YEAR (UNTIL MAY 1St, 2018) OR UNTIL DEPLETED. MOTION PASSED UNANIMOUSLY. POLICE DEPARTMENT BUSINESS Staffing Update Acting Deputy Police Chief Rick Mitchell was present in place of Chief Villa due to the Public Safety Committee taking place at the Certification of Entry Level Police Officer Eligibility List Request to extend P Comm 2 same time. Deputy Chief Mitchell; reported that PD currently has a total of 4 vacancies, with one upcoming retirement in May and one entry level still in backgrounds, in addition to 4 pipeline positions. Entry level oral boards took place the last two weeks and the Chief anticipates making several job offers. There is also one Lateral candidate scheduled to test end of March. The Commission certified a list of 21 candidates on the eligibility list. There was a total of 54 candidates that applied, and after 11 withdrew, 43 candidates were interviewed. D BY PAQUETTE, SECONDED BY JOHNSTON THE ELIGIBILITY LIST FOR ENTRY -LEVEL E OFFICER BE CERTIFIED AND VALID FOR ONE UNTIL MARCH 61h, 2018 OR DEPLETED. Sergeant Todd Rossi was appointed on March 16, 2016 as a Provisional Commander of the Professional Standards Division. His initial six -month appointment expired on September 15, 2016. He was granted a 6 -month extension with a provisional appointment through March 15, 2017. He's still currently overseeing the Professional Standards Division. The appointment is necessary for operational purposes due to one of our commanders, Rick Mitchell, being selected as an acting Deputy Chief. Acting Deputy Chief Mitchell has been managing the police department operations, community outreach, PIO functions, professional standards and other managerial responsibilities. Deputy Chief Mitchell requested the Commission extend Sergeant Todd Rossi's provisional appointment for 6- months effective March 16 through September 17, 2017, unless terminated earlier based on department needs. Currently, there's no Commander's list and testing is anticipated to take place in Spring. Request to extend Temporary Sergeant Assignment NEW BUSINESS ADJOURNMENT 5:40PA MOVED BY PAQUETTE, SECONDED BY JOHNSTON THAT THE REQUEST TO EXTEND THE PROVISIONAL APPOINTMENT OF SGT. ROSSI TO COMMANDER BE APPROVED. THE EXTENSION WILL LAST FOR 6 MONTHS (UNTIL SEPTEMBER 17th, 2017) OR UNTIL TERMINATED EARLIER BASED ON DEPARTMENT NEEDS. MOTION PASSED UNANIMOUSLY. MPO Phil Glover was initially assigned a temporary Sergeant assignment effective 9/16/2016 not to exceed three months. His assignment was adjusted to be effective through 3/15/2017 due to temporary Commander assignments as stated above. Acting Deputy Chief Mitchell requested the Commission to extend MPO Glover's temporary assignment 6 months through September 16tH 2017 meanwhile, promotional testing and a current Commander list will be established. MOVED BY JOHNSTON, SECONDED BY WHEELER THAT THE REQUEST TO EXTEND THE TEMPORARY APPOINTMENT OF MPO GLOVER TO SERGEANT BE APPROVED. THE EXTENSION WILL LAST FOR 6 MONTHS (UNTIL SEPTEMBER 16th, 2017) OR UNTIL TERMINATED EARLIER BASED ON DEPARTMENT NEEDS. MOTION PASSED UNANIMOUSLY.
