HomeMy WebLinkAboutPS 2017-04-03 Item 2A - Public Safety Plan - Quality Assurance / Quality Control ConsultantCity of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: Public Safety Committee FROM: Rachel Bianchi, Communications and Government Relations Manager CC: Mayor Ekberg DATE: March 29, 2017 SUBJECT: Quality Assurance/Quality Control Consultant for the Public Safety Plan ISSUE The Council would like to consider hiring an independent Quality Assurance/Quality Control (QA/QC) consultant to provide the Council with independent expertise on the implementation of the City's Public Safety Plan. BACKGROUND The City's project management consultant provided the attached memo that provides suggested qualifications and a scope of work for a QA/QC consultant. Staff would like input and feedback from the Committee before developing a formal Request for Qualifications (RFQ). QA/QC services was not included in the budget for the Public Safety Plan and funding will need to be identified to cover the cost, estimated to be approximately $250,000 for the first two years. Staff recommends using 2016 ending fund balance (currently at around $400,000) to fund this effort. RECOMMENDATION The Committee is being asked to discuss the attached and provide staff direction on the qualifications and scope of work. Staff will then return to the committee with a draft RFQ, which after committee review, will be forwarded to a COW for consensus on the final document. The Committee is also being asked to weigh in on the funding for the consultant. SOU has worked with QA/QC consulants on previous projects and would recommend the following qualifications and scope of work as the City Council engages potential firms for these services. QA / QC CONSULTANT QUALIFICATIONS 0 Minimum 25 years of experience in public works architectural / building project development from design through construction, in management and oversight capacity. 0 Extensive experience with reporting role to public board, committees, councils and equivalent stakeholders. 0 Experience successfully completing delivery of multiple public project programs with delivery over 5+ years of duration. 0 Expert in utilizing multiple delivery and contracting methods including but not limited to Design Bid Build, GC/CM and Energy Services Companies (ESCO).
