audience in the Pledge of Allegiance.

Councilmember Carter asked that the following sentence in the
7/22 minutes (Update on Lunch Bus Project) be re- phrased for
clarification. The service was provided free of charge by Para
Transport Services which is based in Bremerton. Change it to
read: The service by Paratransit Services based in Bremerton was
provided free of charge to riders.

CO. IN THE AMOUNT OF $264,708.25 FOR CONSTRUCTION
OF ROADWAY IMPROVEMENTS ON 32ND AVE. S. FROM
135TH STREET TO S. 137TH STREET INCLUDING CURB,
GUTTER, SIDEWALKS, OVERLAY, STORM DRAINAGE,
AND OVERHEAD UTILITY UNDERGROUNDING. MOTION

Mayor Rants announced the public /private partnership, BAM
Corp., is looking into building a structure on Interurban in the
present park and ride. The group plans to do a feasibility study.
They propose to build one layer of elevated parking to the existing
park and ride and may include retail amenities (i.e., dry cleaners,
daycare facility). Both are proposed within the existing footprint

of the site. Phase I, the feasibility study, would begin in January
1997. Design, financing, permitting, and construction would
follow in phases. Charges for parking would be necessary to offset
construction costs.
Rants reported an increase in ValleyCom rates of 2.4 percent for
1997.
Councilmember Duffie related his experience walking with the
Action Committee on Highway 99 last weekend.
Council President Carter said she firmly announced Tukwila's
displeasure with the Highway 99 routing to SKCTBD (South King
County Transportation Board) officials at their last meeting. Carter
said she didn't expect much support from other SKCTBD members
on the RTA issue. She said Council would probably need to write
a letter to the RTA people making it very clear that Tukwila
objects to the Highway 99 routing and reminding them that the
light rail completely avoids Southcenter. Mayor Rants added that
he had already spoken to many of the RTA board members
regarding Tukwila's position.
Councilmember Haggerton reported he attended last week's
Economic Development Advisory Board (EDAB) meeting.
Selected members of the EDAB will develop a position paper
supporting Council's opinions on the RTA issue. Haggerton also
spoke about a presentation given by Cushman and Wakefield
entitled Office Space Tenant Survey. The slide presentation
included pie charts and graphs about office occupancy and vacancy
rates in the City of Tukwila. Cushman and Wakefield have proven
statistics that indicate large office buildings will not rent on Pacific
Highway South. Haggerton has asked the presenters to give the
full Council a briefing on this issue.
Councilmember Linder attended the July 23 Apartment Manager's
meeting. She walked with the Citizen's Patrol on July 24th and
found it to be an eye opening experience. Linder said she and
Dave Fenton (Apartment Mgrs. Network) met with Mr. Kim of the
Suncrest Apartments on July 31 at City Hall regarding tenant
concerns. She is currently awaiting Mr. Kim's response.

three Crime Night Out events, sponsored by local churches, on
August 4th at Foster stadium.
