MINUTES
CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

SPECIAL PRESENTATIONS Councilmember Joan Hernandez introduced Shani Taha, Human
Services Roundtable representative, who led Council in a brief
discussion on future human services needs in Tukwila. A film
entitled Prenarina for the Future was shown and was the basis for
the ensuing discussion.

Community Summit sponsored by the South Central School
District this past weekend.

Councilmember Duffie explained that the Transportation
Committee approved this award and found that it came in under the
engineer's estimate.

Councilmember Hernandez reported that the Community Affairs
and Parks Committee reviewed the bids. Conception
Communication submitted the lowest bid considering all the
components involved in the specifications.

RESOLUTION NO. 1357 BE APPROVED AS READ.*
Councilmember Carter asked that copies of the resolution be sent
to all boards and commissions and volunteer groups to be read at
their next meetings. Mayor Rants supported her suggestion.

Council agreed that Robert Davis would act as an alternate on this
(supporting) committee.

Explanatory Note

Council agree that Mac MacDonald would act as an alternate on
this (opposing) committee.
Council reviewed the wording of the Ballot Title and Explanatory
Note. Some members felt that two of the sentences were
somewhat repetitive and could be confusing. Council President
Carter offered a motion that would clarify Council's intent.
MOVED BY CARTER, SECONDED BY HAGGERTON, TO
AMEND THE FOURTH SENTENCE OF THE PROPOSED
EXPLANATORY NOTE AS FOLLOWS: KEEP THE WORDS
THIS VOTE IS ADVISORY ONLY AND ADD A PERIOD.
STRIKE THE REMAINING WORDS IN THE SENTENCE.
Councilmember Hernandez noted she preferred the sentence as it
was originally proposed.
*MOTION CARRIED 4 -2 (Hernandez and Duffie dissenting).
Mayor Rants announced Council received copies of the Second
Quarter Reports in their mailboxes.
Councilmember Duffie gave the Transportation Committee report.
Councilmember Hernandez announced she attended the Highway
99 Action Committee meeting. Bill Arthur and Richard Simpson
were presented the participation awards for August and September.
Councilmember Carter also attended the meeting and was asked by
attendees if the City would provide trash cans along the highway.
Carter responded that the City would have to address the issue
through a policy decision; however, property owners could put out
cans along the sidewalks if they chose. Hernandez said she
attended a benefit for Childhaven at the home of Dr. Jennifer
James. On August 16th Hernandez attended the National
Association of Housing and Redevelopment Officials meeting in
Silverdale. Attendees listened to a presentation by representatives
of the Tacoma Police Department on Crime Free Multi- Housing.
The presenter announced he had "stolen" the program from
Tukwila! He gave credit to Tom Kilberg, Tukwila P.D. Tacoma
has another program entitled Tacoma Cares which deals with
residential revitalization. Hernandez suggested Council might like

to see a presentation on their program. On Saturday, August 17,
Hernandez attended the Community Summit sponsored by the
South Central School District. Councilmembers Carter, Mullet,
Haggerton also attended.
Council President Carter distributed copies of a press release
prepared by ACC regarding their latest lawsuit, an appeal against
the EIS.
Haggerton reported on the August 12th Finance and Safety
meeting.
Council President Carter suggested a community New Year's Eve
party to celebrate the new millennium on December 31, 2000.

DISCUSS A LABOR ISSUE AND A POSSIBLE LAND

RECONVENE THE REGULAR MEETING. MOTION
