ROLL CALL JOE DUFFIE; JOAN HERNANDEZ; PAM CARTER, Council President; ALLAN EKBERG; STEVE MULLET; JIM HAGGERTON. Linder excused MOVED BY HERNANDEZ, SECONDED BY DUFFLE, TO EXCUSE COUNCILMEMBER LINDER. MOTION CARRIED 6 -0. SPECIAL PRESENTATIONS Councilmember Joan Hernandez introduced Shani Taha, Human Services Roundtable representative, who led Council in a brief discussion on future human services needs in Tukwila. A film entitled Prenarina for the Future was shown and was the basis for the ensuing discussion. CITIZEN COMMENTS CONSENT AGENDA Dave Fenton, 14201..., voiced his excitement in attending the Community Summit sponsored by the South Central School District this past weekend. a) Approval of Minutes: 6/24/96 (Sp. Mtg.) b) Approval of Vouchers: Nos. 87303 through 87592 in the amount of $1,525,399.34 c) Authorize Mayor to sign the 1997 -1999 Community Development Block Grant (CDBG) Interlocal Cooperation Agreement with King County d) Authorize Mayor to sign the 1997 -1999 HOME Investment Partnerships (HOME) Interlocal Cooperation Agreements with King County e) Approve assignment of King County Open Space Bond /A /7 Tukwila City Council Regular Meeting August 19, 1996 Page 2 Consent Agenda (con't) BID AWARDS CBD Sidewalk Tree Improvement Project Phase II Tukwila Community Center Telephone System interest earnings in the amount of $33,849.66 to the Interurban Trail project f) Authorize payment of $3,370 to Puget Power for sewer easement across Puget Power property per 1975 LID #19. Authorize Mayor to accept sidewalk, street and utility easement adjacent to S. 144th St. (new Foster library). h) Authorize Mayor to accept turnover of sidewalks, curbs and gutters, storm drainage and water facilities; 512 ft. sidewalk, street and utilities easement fronting Baker Blvd. and Christensen Road. (505 Baker Retail Office Building Development). g) MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 6 -0 (Linder absent) MOVED BY EKBERG, SECONDED BY HAGGERTON, TO AWARD A CONTRACT TO GARY MERLINO CONSTRUCTION CO., IN THE AMOUNT OF $1,161,684.01 FOR THE CBD SIDEWALK AND TREE IMPROVEMENT PROJECT PHASE II* Councilmember Duffie explained that the Transportation Committee approved this award and found that it came in under the engineer's estimate. *MOTION CARRIED 6 -0. MOVED BY HERNANDEZ, SECONDED BY CARTER, TO AWARD A CONTRACT TO CONCEPTION COMMUNICATION IN THE AMOUNT OF $57,935.69 (INCLUDING SALES TAX) FOR THE NEW TUKWILA COMMUNITY CENTER TELEPHONE SYSTEM.* Councilmember Hernandez reported that the Community Affairs and Parks Committee reviewed the bids. Conception Communication submitted the lowest bid considering all the components involved in the specifications. *MOTION CARRIED 6 -0. Res. #1357 Thanking Volunteers Fireworks Vote Committee OpposinE Fireworks Ban MOVED BY MULLET, SECONDED BY HAGGERTON, TO ACCEPT THE ALLENTOWN 43RD AND 44TH SEWER INFRASTRUCTURE FROM KING COUNTY. MOTION CARRIED 6 -0. MOVED BY HERNANDEZ, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY, MOTION CARRIED 6 -0. Interim City Attorney Jim Haney read the entire resolution. It is shown here by title only. A JOINT RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, IN APPRECIATION OF VOLUNTEERS WHO SERVE OUR COMMUNITY. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT RESOLUTION NO. 1357 BE APPROVED AS READ.* Councilmember Carter asked that copies of the resolution be sent to all boards and commissions and volunteer groups to be read at their next meetings. Mayor Rants supported her suggestion. *MOTION CARRIED 6 -0. Fireworks Vote Committee MOVED BY HAGGERTON, SECONDED BY CARTER, TO Supnorting Fireworks Ban SUBMIT THE NAMES OF THE FOLLOWING PEOPLE TO THE FIREWORKS VOTE COMMITTEE SUPPORTING A BAN ON FIREWORKS: ART ROSENGREN; AL PIEPER; CYNTHIA EATON. MOTION CARRIED 6 -0. Council agreed that Robert Davis would act as an alternate on this (supporting) committee. MOVED BY MULLET, SECONDED BY TO SUBMIT THE NAMES OF THE FOLLOWING PEOPLE TO THE FIREWORKS VOTE COMMITTEE OPPOSING A BAN ON FIREWORKS: ALAN LAPINE; JAN KUPFERER; DAVE SIVAK. MOTION CARRIED 6 -0. Tukwila City Council Regular Meeting August 19, 1996 Page 4 New Business (con't) Fireworks Committees Fireworks Ballot Issue Explanatory Note REPORTS Mayor Council Council agree that Mac MacDonald would act as an alternate on this (opposing) committee. Council reviewed the wording of the Ballot Title and Explanatory Note. Some members felt that two of the sentences were somewhat repetitive and could be confusing. Council President Carter offered a motion that would clarify Council's intent. MOVED BY CARTER, SECONDED BY HAGGERTON, TO AMEND THE FOURTH SENTENCE OF THE PROPOSED EXPLANATORY NOTE AS FOLLOWS: KEEP THE WORDS THIS VOTE IS ADVISORY ONLY AND ADD A PERIOD. STRIKE THE REMAINING WORDS IN THE SENTENCE. Councilmember Hernandez noted she preferred the sentence as it was originally proposed. *MOTION CARRIED 4 -2 (Hernandez and Duffie dissenting). Mayor Rants announced Council received copies of the Second Quarter Reports in their mailboxes. Councilmember Duffie gave the Transportation Committee report. Councilmember Hernandez announced she attended the Highway 99 Action Committee meeting. Bill Arthur and Richard Simpson were presented the participation awards for August and September. Councilmember Carter also attended the meeting and was asked by attendees if the City would provide trash cans along the highway. Carter responded that the City would have to address the issue through a policy decision; however, property owners could put out cans along the sidewalks if they chose. Hernandez said she attended a benefit for Childhaven at the home of Dr. Jennifer James. On August 16th Hernandez attended the National Association of Housing and Redevelopment Officials meeting in Silverdale. Attendees listened to a presentation by representatives of the Tacoma Police Department on Crime Free Multi- Housing. The presenter announced he had "stolen" the program from Tukwila! He gave credit to Tom Kilberg, Tukwila P.D. Tacoma has another program entitled Tacoma Cares which deals with residential revitalization. Hernandez suggested Council might like Tukwila City Council Regular Meeting August 19, 1996 Page 5 Reports (con't) MISCELLANEOUS EXECUTIVE SESSION 8:20 p.m. Meeting resumed Motion Approving Teamsters Supervisory Unit Contract ADJOURNMENT to see a presentation on their program. On Saturday, August 17, Hernandez attended the Community Summit sponsored by the South Central School District. Councilmembers Carter, Mullet, Haggerton also attended. Council President Carter distributed copies of a press release prepared by ACC regarding their latest lawsuit, an appeal against the EIS. Haggerton reported on the August 12th Finance and Safety meeting. Council President Carter suggested a community New Year's Eve party to celebrate the new millennium on December 31, 2000. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO ADJOURN TO EXECUTIVE SESSION FOR 40 MINUTES TO DISCUSS A LABOR ISSUE AND A POSSIBLE LAND PURCHASE AFTER A FIVE MINUTE BREAK. MOTION CARRIED 6 -0. MOVED BY DUFFIE, SECONDED BY CARTER TO RECONVENE THE REGULAR MEETING. MOTION CARRIED 6 -0. MOVED BY CARTER, SECONDED BY DUFFIE, TO ACCEPT THE TEAMSTERS LOCAL 763 SUPERVISORY UNIT CONTRACT EFFECTIVE 1/1/96 THROUGH 12/31/98 AS PRESENTED. MOTION CARRIED 6 -0.
