JOHN MCFARLAND, City Administrator; LUCY LAUTERBACH, Council Analyst; RON WALDNER, Police Chief; STEVE LANCASTER, DCD Director; MOIRA BRADSHAW, Associate Planner; DIANA PAINTER, Associate Planner; ROSS EARNST, Public Works Director. Police Chief Ron Waldner introduced new Police Officers Keith King and David Merkle. Mayor Rants administered the Oath of Office. Bob White, Executive Director, RTA, briefed the Council that the RTA Board of Directors has officially approved Proposition #1 as the ballot title that will go before the voters on November 5, 1996. The title has now been forwarded to the election officials for the urbanized areas of Pierce, King and Snohomish Counties. Voters will decide whether or not to approve the local portion of the funding package to develop Sound Move, the ten -year Regional Transit System Plan that the Board adopted late this Spring. The Council responded with tough questions hurled at White, asking why had the City of Tukwila proposal regarding the routes been ignored. Tukwila favors Interurban as being the primary route through Tukwila as opposed to RTA's routing along the Highway 99 corridor. Council President Carter commented that the RTA has a pretty poor track record with this City because of the many conflicting reports on where the rail and bus stations would be located. Haggerton said White came prepared to say only what the Council wanted to hear and has no plans of implementing any of the City's concerns. Councilmember Ekberg requested that more information be provided to the Council regarding how the capital intensive, 10- year plan funding issues will be accomplished. White agreed that information on the funding aspect of the Plan will be forthcoming to the Council. City Administrator John McFarland introduced Robert Larsen and Jennifer Cassilli, both are Real Estate Agents with Cushman and Wakefield, 700 5th Avenue (Gateway Tower Building), Seattle, WA. Larsen explained that Tukwila was contacted in January with the idea of conducting a customer survey with the office tenants in the Tukwila. The survey was done on a gratis bases and with the endorsement of the Economic Development Advisory Board (EDAB) to benefit the City's future in the office marketplace. The tenants were approached on a one -on -one bases asking questions about their company, future growth potential, some history about the decision process to locate in Tukwila, their interest in this area, what attracted them here, and what were their future plans here in Tukwila. The results of the Survey showed that the City of Tukwila has an excellent reputation by real estate executives who locate in this region for quick, responsive permitting; that Tukwila is supportive of development, and the expansion of businesses here. Tukwila is looked upon as the central hub of the freeway infrastructure in the region. Council President Carter called the meeting back to order at 8:48 p.m. Moira Bradshaw and Diana Painter, Associate Planners, DCD, presented the Pacific Highway South Revitalization Plan/Design Criteria and Guidelines to the Council which included the 99 Task Force/Planning Commission suggested changes. A very lengthy discussion ensued with Councilmembers discussing /523 Committee of The Whole Meeting Minutes August 26, 1996 Page 3 Joint mtg. w /Hwy. 99 (Cont'd) CITIZEN'S COMMENTS SPECIAL ISSUES Information Item An ordinance estab. a curfew for minors the main points of the guidelines supported by the Task Force, and some of the specific areas in which changes had been recommended. As the discussion concluded, Painter informed the Council that additional document review time is scheduled for the September 9th meeting. After the Council completes its review, a second draft will be prepared. It was the consensus of the Council to schedule September 9th as a Council work session to complete review of the Design Criteria and Guidelines recommendations submitted by the 99 Task Force. Mayor Rants acted as proxy to submit an article for the Hazelnut for Mr. Fenton who had to leave early. Mr. Fenton works with the Police Department Citizens Advisory Board. The article comes as a result of the Administration encouraging the Hwy. 99 action groups to submit newsworthy articles when appropriate. Responding to a question asked by Councilmember Haggerton about whether there was an Executive Session tonight, Council President Carter explained that the City Clerk had gotten a legal opinion from our City Attorney which clarified that Executive Sessions can be held at Committee of the Whole Meetings. Therefore, all future agendas will list "Executive Session." This will allow the Council to meet in an Executive Session at either a COW or a Regular Meeting without having to publish it. Councilmember Haggerton explained that this issue had been reviewed by the Finance and Safety Committee and various other entities, and was ready for discussion by the full Council. The ordinance follows the state legislation passed in recent years that allows an officer who takes a minor into custody for a curfew violation to transport the minor to his or her parent's home or work. The curfew does apply city -wide, between the hours of 11:00 p.m. 5:00 a.m. Sunday through Thursday, and midnight 5:00 a.m. Friday and Saturday nights. /5y Committee of The Whole Meeting Minutes August 26, 1996 Page 4 An ordinance estab. a curfew for minors (Cont'd) Information Item REPORTS After a very lengthy discussion, and a few minor amendments, the Council agreed that it would be in the best interest of the City to hold a public hearing so that citizens would have an opportunity to offer input. It was the consensus of the Council to schedule a public hearing for September 16, 7:00 p.m. to allow for citizens participation; and to be prepared to take official action on the ordinance at that time. Councilmember Ekberg inquired as to whose responsibility was it to track pending issues for the Council. Specifically, in Section 6(a) of the Curfew Ordinance it states that "The results of this ordinance shall be reviewed by the City Council ten months after its initial enactment." Who will be given the responsibility to alert the Council at the appropriate time. Mayor Rants responded that it is the responsibility of Lucy Lauterbach, Council Analyst, to track all pending Council issues, unless otherwise notified. An ordinance adopting animal Councilmember Haggerton suggested that this item be postponed control regulations to the next Committee of The Whole meeting. It was the consensus of the Council to postpone the ordinance adopting animal control regulations to the next Committee of The Whole meeting for discussion. Mayor Rants reported he had attended the Suburban Cities Board meeting last week and some of the issues discussed were Policies for the Zoo, and discussion of a Conservation District. The Duwamish/Green River Watershed Forum Partnership Funding will be needed to move forward with the second phase of identifying the conservation and salmon habitat resources. Rants announced that Tukwila will host the November meeting of Suburban Cities. Councilmember Hernandez thanked the staff for cleaning the vacant City property on 65th Avenue South. Council President Carter reported that she had attended the National League of Cities (NLC) Leadership Training Institute's Fourth Annual Leadership Summit last Thursday and Friday, held in Seattle.
