SPECIAL PRESENTATIONS Mayor Rants administered the Oath of Office to Eric Lund, Tukwila's newest police officer. CITIZEN COMMENTS None CONSENT AGENDA a. Approval of Minutes:8 /5/96; 9/19/96; 5/13/96 (Sp. Mtg,) b. Approval of Vouchers: Nos, 87593 through 87604 in the amount of $1,181,942.68 *(Withdrawn/ to New Bus.) c. Accept as complete Foster Golf Links Irrigation Pump Station project with T.F. Sahli Construction; authorize release of retainage. OLD BUSINESS MOVED BY DUFFIE, SECONDED BY CARTER, TO APPROVE THE CONSENT AGENDA AS SUBMITTED.* Councilmember Haggerton requested item (c) be withdrawn and discussed under New Business. *MOTION CARRIED AS AMENDED 7 -0. MOVED BY HERNANDEZ, SECONDED BY HAGGERTON, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 6 -1 (DUFFIE DISSENTING). Councilmember Duffie stated he preferred the resolution be read in its entirety. /5 Tukwila City Council Regular Meeting September 3, 1996 Page 2 Old Business (con't) Res. #1358 Calling for Advisory Ballot Fireworks NEW BUSINESS Project Completion Foster Golf Links Irrigation Pump Station REPORTS Council Interim City Attorney Jim Haney read A RESOLUTION OF THE CITY COUNCIL OF TUKWILA, WASHINGTON, CALLING FOR AN ADVISORY VOTE IN THE NOVEMBER GENERAL ELECTION ON WHETHER OR NOT TO TOTALLY BAN FIREWORKS IN THE CITY. MOVED BY HERNANDEZ, SECONDED BY HAGGERTON, THAT RESOLUTION NO. 1358 BE APPROVED AS READ. MOTION CARRIED 7 -0. MOVED BY HAGGERTON, SECONDED BY DUFFLE, TO ACCEPT AS COMPLETE THE FOSTER GOLF LINKS IRRIGATION PUMP STATION PROJECT WITH T.F. SAHLI CONSTRUCTION AND AUTHORIZE RELEASE OF RETAINAGE WITH THE AMOUNT SHOWN UNDER "INCREASED QUANTITIES" ON PAGE FIVE OF THE AGENDA AMENDED TO READ $20,398.00. THE TOTAL AMOUNT REMAINS AS ORIGINALLY SHOWN ($210,858.). MOTION CARRIED 7 -0. Mayor no report Council President Carter referenced the Leadership Summit she attended and offered her materials for loan to anyone interested. Carter said she will attend the ACC meeting on 9/4/96. As a follow -up to the recent volunteer appreciation picnic, Councilmember Ekberg suggested the names of all City volunteers be printed in the Hazelnut. Councilmember Haggerton reviewed the Finance and Safety Committee's 8/26 discussion regarding the status of police personnel and police services. Haggerton suggested the police chief address these issues in a general discussion with the full council at a future date. Councilmembers Duffie, Haggerton, and Linder will represent the City at the Ryan Hill meeting on September 10th at the community center to address issues such as public safety, traffic controls, and deterioration of the neighborhood. Tukwila City Council Regular Meeting September 3, 1996 Page 3 Renorts(con't) John McFarland said the City is returning to court on 9/5/96 to determine what the final monetary sanctions and penalties will be to the owner of the Suncrest Apartments for the abatement action taken by the City last month. The City has asked the court to direct the owner to do certain things such as: participate in the Apartment Managers Network; eventually qualify as Multifamily Crime Free Housing; develop procedures to address tenant screening and tenant grievances. The City would monitor the progress. The results of the hearing should be available by 9/6/95. Councilmember Linder added that there had been no response to the safe streets letter from the property owner. Linder also noted there was furniture and other material piled up at the site. She asked for verification that the dumpster had not been emptied for over a month. McFarland said he would have code enforcement check on this information. McFarland announced that TCI and Seattle City Light are working together and hope to have the first operational test of the Highway 99 camera equipment within 25 -30 days. McFarland reported he participated in the Regional Governance and Finance Staff Technical Workgroup of the Suburban Cities Association last week. The group's efforts are focused on such things as trying to find acceptable recommendations to present to King County on what constitutes regional services versus local services, and developing interlocal understandings as to who will provide what and what the costs will be. McFarland said the study would likely effect how suburban jurisdictions do business with King County. Council will receive more information after the next meeting scheduled for the end of the month as well as periodic updates following Suburban Cities meetings. McFarland announced that the Highway 99 Action Committee has sponsored the production of 15 "Adopt a Highway" signs. So far, 10 businesses have signed up for litter cleanup along the highway. During the next month, the "adopt" signs, complete with the sponsoring businesses' names, will be posted along the highway. Carter said she heard of this approach from an elected official from out of state. Councilmember Haggerton acknowledged Police Chief Ron Waldner and the entire Police Department for the progress the City is making on the crime free multifamily housing program. As of August 22nd, 67 managers and/or property owners representing 50 properties have completed the eight hour course. Haggerton said the positive notoriety Tukwila is getting from surrounding areas is something to be really proud of. Councilmember Linder called for volunteers to help staff the Neighborhood Resource Center. MOVED BY DUFFIE, SECONDED BY HAGGERTON, TO ADJOURN TO EXECUTIVE SESSION FOR 35 MINUTES TO DISCUSS A LABOR ISSUE AND A POSSIBLE LAND PURCHASE. MOTION CARRIED 7 -0. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO ADJOURN THE EXECUTIVE SESSION AND RETURN TO THE REGULAR MEETING. MOTION CARRIED 7 -0. Mayor Rants called the meeting back to order with Councilmembers in attendance as listed above. MOVED BY CARTER, SECONDED BY HAGGERTON, TO APPROVE THE AGREEMENT BETWEEN THE CITY OF TUKWILA AND IAFF LOCAL #2088 FOR THE PERIOD OF 1996 -1998; AND AUTHORIZE THE MAYOR TO SIGN ON BEHALF OF THE CITY SUBJECT TO A FINAL REVIEW OF THE CONTRACT LANGUAGE.
