SUBJECT: Cascade View Safe Routes to School Phase II
Project No. 91510302, Contract No. 16 -023
Supplemental Agreement No. 2 for Construction Management Services
ISSUE
Execute Supplemental Agreement No. 2 with KPG, Inc. to provide construction management services for the
Cascade View Safe Routes to School Phase II Project.
BACKGROUND
In September 2015, the City was awarded a federal grant as part of the Safe Routes to School Program that is to be
used for Cascade View Elementary School Phase II. The project will provide construction of a roundabout at 33rd Ave
S/S 1401h St and sidewalks on the east side of 33rd Ave S between S 1401, St and S 1441h St and the south side of S
140th St between Military Rd S and 341h Ave S.
DISCUSSION
On February 16, 2016 the Council approved the contract with KPG to provide engineering design services for the
project. KPG was selected to also provide construction management services as a supplement to the design
contract.
FINANCIAL IMPACT
KPG has prepared the attached contract, scope of work, and fee estimate to provide the necessary construction
management services for the Cascade View Safe Routes to School Phase II Project. The 2017 CIP has $140,000
budgeted for construction management, but the estimated costs completed with the grant application are not
sufficient to cover the updated cost estimates. As the project includes roadway and surface water improvements,
additional budget will come from those two projects. The construction cost estimates are also higher than anticipated
and funds may also be needed for the construction award.

RECOMMENDATION
Council is being asked to approve Supplemental Agreement No. 2 with KPG, Inc. in the amount of $180,387.80 for
construction management services of the Cascade View Safe Routes to School Phase II Project and consider this
item at the April 24, 2017 Committee of the Whole Meeting and subsequent May 1, 2017 Regular Meeting.

City of Tukwila
Allan Ekberg, Mayor
INFORMATIONAL MEMORANDUM
TO: Allan Ekberg
Finance Committee
FROM: Peggy McCarthy, Finance Director
BY: Craig Zellerhoff, Fiscal Coordinator
DATE: April 12, 2017
SUBJECT: Update Tukwila Municipal Code by removing section 3.32.040 "Unbudgeted
Equipment or Fixed Assets"
ISSUE
Streamline purchasing practices by removing section 3.32.040 "Unbudgeted Equipment or Fixed
Assets" from the Tukwila Municipal Code (TMC) and repealing Ordinance No. 2245.
BACKGROUND
Council control over procurement.
Fixed Assets. In November 1997, City Council adopted Ordinance No. 1817 establishing Chapter
3.32, Budget Provisions, which included section 3.32.040 "Unbudgeted Equipment or Fixed
Assets ". TMC 3.32.040 requires the approval of the Mayor and three affirmative votes of the
respective Council Committee to approve the purchase of unbudgeted capital equipment or fixed
assets, including components or services of items related to capital equipment or fixed assets.
Fixed asset items were defined as costing at least $1,000 and having a useful life of at least two
years. Ordinance No. 2010, adopted in December 2002, changed the minimum limit for capital
equipment from $1,000 to $5,000.
Other Goods and Services. TMC section 3.32.030 "Bids" requires Council approval of all
purchases $40 thousand and above.
DISCUSSION
It is the City's responsibility to utilize taxpayers' dollars in the most effective and efficient way
possible while adhering to applicable laws and regulations. Council has established a $40,000
mayoral approval limit for the procurement of goods and services. Council approval is required
for all purchases of goods and services $40,000 and above. The process of obtaining Council
approval for the purchase of the unbudgeted fixed assets between $5,000 and $40,000 takes
Council and staff time and in an effort to streamline practices in accordance with LEAN principles,
it is recommended that section 3.32.040 "Unbudgeted Equipment or Fixed Assets" be removed
from the TMC and the remaining TMC 3.32.030 "Bids" serve as Council control over procurement
of all goods and services, including unbudgeted fixed assets.
RECOMMENDATION
Council is being asked to approve the Ordinance to amend Ordinance No. 2245 by removing
section 3.32.040 "Unbudgeted Equipment or Fixed Assets ". This item is scheduled for the April
24, 2017 Committee of the Whole, and the May 1, 2017 Regular Council Meeting.

Meeting Minutes
City Council Finance Committee
April 18, 2017 - 5:30 p.m. - Hazelnut Conference Room, City Hall
Councilmembers: Verna Seal, Chair; Kathy Hougardy, Thomas McLeod
Staff: Peggy McCarthy, Vicky Carlsen, Joseph Todd, Gail Labanara, Chris Flores, Laurel
Humphrey
Guests: Duncan Brown & Dylan Locati, Public Financial Management, Inc.; Stacey Lewis,
Pacifica Law Group
CALL TO ORDER: Chair Seal called the meeting to order at 5:30 p.m.
I. PRESENTATIONS
II. BUSINESSAGENDA
A. 2017 -2018 Capital Funding Plan
Staff and guests from Public Financial Management, Inc. (PFM) and Pacifica Law Group
provided an overview of the 2017 -2018 Capital Funding Plan. The adopted 2017 -2018 Biennial
Budget and 2017 -2022 Capital Improvement Plan includes issuance of limited tax general
obligation (LTGO) bonds to help finance the 42nd Avenue South and 53rd Avenue South
residential street projects and the Public Works shops replacement in the Public Safety Plan.
An $8.4 million bond sale for the residential streets project is being considered for issuance this
summer. The TIB Redevelopment bond anticipation note matures on December 1, 2017, and if
developer proceeds are not received to pay off the debt as planned, the City will need to
refinance or use an alternate payment source. It may be possible to apply the UTGO Public
Safety bonds to this debt, but the Public Safety Plan ordinance will likely need to be amended.
PFM's recommendation will likely be to renew or extend the line of credit. This topic will return
to committee later this year, as there is time to plan for the December 1 maturity date.
DISCUSSION ONLY.
B. Ordinance: Removing Tukwila Municipal Code 3.32.040
Staff is seeking Council approval of an ordinance that would remove Tukwila Municipal Code
Section 3.32.040 " Unbudgeted Equipment or Fixed Assets." This provision requires Mayor and
Committee (not full Council) approval of unbudgeted capital equipment or fixed assets costing
between $5,000- $39,999. These requests are infrequent and cause confusion in the
organization. Under this proposal, City processes will be streamlined as the existing TMC
3.32.030, "Bids," requiring Council approval of all purchases over $40,000, will serve as the
Council's clearly defined authority. Staff noted that once Tukwila's population reaches at least
35
Finance Committee Minutes ........................................................................................................ ............................... Apri(18, 2017
20,000, the City will have to reassess all purchasing policies and practices as State law gives
cities more flexibility at that population level. UNANIMOUS APPROVAL. FORWARD TO APRIL
24, 2017 COMMITTEE OF THE WHOLE.
C. February 2017 Department Budgets -to- Actuals Report
In response to Financial Policy GF -5 adopted along with the 2017 -2018 biennial budget, staff
provided a report on expenditures compared to allocated budget for each department for the
month of February 2017. INFORMATION ONLY.
D. Technology & Innovation Services Department Quarterly Report
The adopted 2017/2018 Biennial Budget requires the Technology and Innovation Services (TIS)
Department to provide a quarterly report to Council to describe implementation and benefits
of the increased technology investments. Staff reported on the status of the five key TIS
initiatives including budget, schedule, achievements and milestones. The Committee
requested that the full Council receive copies of the report. Councilmembers Hougardy and Seal
mentioned that wi -fi and network accessibility in City Hall continues to be challenging for
Councilmembers and would like help with solutions. DISCUSSION ONLY.
III. MISCELLANEOUS
Chair Seal requested that copies of the updated Finance Committee work plan be distributed to
attendees. Staff noted that the update includes a few items that were outcomes from the January
City Council retreat, such as the items on employee reviews and discrimination reporting. Chair Seal
asked about progress on researching a process for the 2019 -2020 Biennial Budget, which is due to
come before the Committee in the third quarter. Staff asked for clarification on how the Committee
would like to approach this topic. Committee members expressed interest in first receiving a high -
level briefing on different budget models, including priority based, incentive based, participatory,
and zero - based. The briefing should include a description of the current practice as well as a
summary and pros /cons for each of the models requested. DISCUSSION ONLY.

In 2014 the City of Tukwila created the Tukwila City of Opportunity Scholarship program to
provide financial assistance to high school seniors living in Tukwila to assist them in continuing
their education beyond high school. The resolution adopting the Tukwila City of Opportunity
Scholarship allocates $10,000 per calendar year for scholarship awards with each award being
no less than $1,000 and no more than $5,000 each.
Due to the requirement to notify recipients by April 30 each year, this matter has traditionally
been forwarded directly to the full Council at a Committee of the Whole meeting for review.
This year we advertised the scholarship on the City's website, on Channel 21,
TheWashBoard.org, Scholars hips. com and informational brochures were provided to Foster
High School, Aviation High School, Tyee Educational Complex and Seattle Christian High
School.
DISCUSSION
A Scholarship Selection Committee comprised of Mayor Allan Ekberg, Council President Dennis
Robertson, Mia Navarro, Community Engagement Manager, Cheryl Thompson, Executive
Assistant, and Jenni Standard, College and Career Counselor at Foster High School reviewed
four eligible applications. Each reviewer individually considered the applicant's grade point
average, financial need, educational and professional goals, community involvement (service,
extracurricular activities, and employment experience) and personal essay. After discussion, the
selection committee is recommending scholarships be awarded to seven applicants.
RECOMMENDATION
Based upon review of the applications, consideration of all of the required components,
discussion by the Committee, we are recommending the following scholarship awards be
approved at the May 1, 2017 Council Meeting:
$3,000 each to Maria Abrego and Lionel De La Torre Ortega; and
• $2,000 each to Yaneth Garcia and Frozan Sidiqi.
Scholarship recipients will be invited to the June 5 City Council meeting to be recognized by the
Council.

1. List your educational and professional goals and objectives for after high school
graduation.
My dream is to one day become the second Latina Supreme Court justice. I have always had an
interest for Law but mostly importantly helping others in the legal process. My career will begin
with majoring in Political Science at a four year university and I plan to minor in Spanish and
Chicano Studies. My top schools are University of Washington and Western Washington University. I
then hope to attend an Ivy League Law School to become a lawyer and work my way up. I hope to
eventually serve on a U.S District Court and a U.S. Circuit Court. I want to continue to pursue higher
education, as well as higher ranks of my career. One day I want to be Dr. Maria Abrego.
2. List Scholarships ( name and dollar amount) you have received, or have applied for.
I have been awarded two scholarships but one is only for Western Washington University. The first
one is the College Bound Scholarship, that would only be applicable to in -state universities. The
total amount awarded is $3,134.00 for Western Washington University and $3955.00 for University
of Washington, it ultimately depends on where I decide to commit to. I also earned the Multicultural
Achievement Program Scholarship for Western Washington University, that would be $3,000 for
every year for four years; in total $12,000 towards my tuition. I have currently applied for four
scholarships; Leadership 1000 ($5,000 or $2,5000 award), Sweet and Simple ( $2,500), the State
Farm Good Neighbor Scholarship ($5,000), and the Rotary Student of the Month Scholarship
($1000).

For the past four years, I have been an active member in the M.E.Ch.A Chapter, the Latino Club
at Foster High School. I held the position of secretary and currently I am the Male Co -Chair for
the Club. I have also been committed to our FBLA Chapter or Future Business Leaders of
America for four years. In this club, I have been the secretary, treasurer, and President. Another
club I am involved in is National Honors Society, this is my third year in the club. This being
because you are inducted into the club at the end of freshmen year. I currently serve the club as
their treasurer. Lastly, I have received Honor Roll all four years of High School and this year I
was named Rotary Student of the Month in January.
List your community service activities, hobbies, outside interests, extracurricular activities
and /or employment experience.
For the past two years, I have been volunteering at Highline Hospital in the messenger
department. We run errands for the whole hospital like delivering blood to the lab, discharging
patients, etc. I volunteered at Cascade View Elementary and Showalter Middle School for the
afterschool program. Being able to work with the kids in my community and make an impact on
a personal level. Let's me see and notice the difference I am making in their lives. I like traveling
and learning about new cultures makes me feel so grateful of the diversity at Foster. I have
experience working as a cashier for Toys R' Us it taught me valuable skills such as customer
service, communication and how to be responsible. Lastly, I was given the opportunity to attend
La Cima, a Latino Leadership Camp, freshmen year. This was a week full of people like me all
wanting to thrive and do better to represent their raza (people). Allowing me to grow as a person
and gain a better sense of self identity.

I have applied for the Southcenter Rotary Scholarship which is $1,000 and College Bound who
awarded me $1,151.

Growing up my father has always been the only one who brought in money into the house for a
family of five. Making it hard for us to have any money for leisure every dollar is usually spent
for bills or on school ,expenses. Although we manage to get by money will be more tight once I
start going to school because my dad will have to support two college students. He will be the
one to cover any expenses that my brother and I don't have the aid for. On top of this my dad has
to find money to send to my grandpa back in Mexico. Helping pay for any medical, food, and or
personal expenses he may have. As you know being a lawyer is a huge financial investment you
have to be willing but I am trying to minimize the amount of money that directly comes out of
my pocket. I will do this by using money I get from scholarships like Foster Latino Leadership,
or money from College Bound and FAFSA. I have qualified for the Federal Pell Grant of up to
$4,370 for the 2017 -2018 school year. Which is only a minor dent, the cost to go to UW Seattle
would be $26,393. Financial Aid clearly is not going to cover much and my family is not
financially capable to provide me with the remaining money. We have no savings to help pay for
our higher education. I am solely relying on paying my tuition with either scholarships because I
am really trying to student loans. I don't want to be in debt after college. In my financial award
letter from UW they offered me $18,823 in financial assistance. Leaving me with the task of
filling the gap of $8,116 to avoid the burden falling on my dad.

My educational goals are to pursue higher education and be the first to graduate from High

As an educator I want to empower and motivate students of color to pursue higher education

This past summer both my parents got into a car accident and were seriously injured. My mom
was laid off work for five months due to her inability to properly walk and do strenuous work.
Although my dad's accident resulted in serious injuries he was forced to go to work to sustain
our family financially now that my mom wasn't able to work. The aftermath of both accidents
beside physical injuries resulted in medical bills and expenses. Both of my parents had to take
physical therapy to regain strength and full movement in parts of their body. Aside from having
to pay for their medical expenses my parents also have to pay out of pocket for my 7 year old
sister's medicine who is diagnosed with asthma. As a family of six there is a high demand for
food supply and basic necessities, especially when the children are of young age. My parents
do not have sufficient money to support my three younger siblings, themselves and pay for my
schooling out of pocket. Their money has and is going to legal expenses as well. In addition as
a first generation student my parents didn't really know much about saving for college therefore,
I don't have the back up money to rely on.

Allan Ekberg, Mayor
INFORMATIONAL MEMORANDUM
TO: Community Development and Neighborhoods Committee
FROM: Laurel Humphrey, Council Analyst
CC: Mayor Ekberg
DATE: April 4, 2.017
SUBJECT: Lodging Tax Advisory Committee Legislation
ISSUE
Staff is seeking to codify provisions relating to the Lodging Tax Advisory Committee. The City
Council has asked for greater understanding of the differences between the existing resolution
defining LTAC and the proposed ordinance that would move LTAC to the Municipal Code.
DISCUSSION
The City's Lodging Tax Advisory Committee was first established in 1997 by Resolution 1381.
Resolution 1533 in 2003 expanded its membership from seven to nine. Staff is seeking to repeal
these resolutions and instead place the Lodging Tax Advisory Committee in the Municipal Code
alongside the City's other advisory boards, commissions and committees. The draft ordinance
proposes to place the LTAC provisions in TMC Chapter 2.35 and remove the Economic
Development Advisory Board provisions that currently exist there. The Economic Development
Advisory Board has not been active since 1999.
Differences between the existing and proposed LTAC legislation are summarized as follows:
Purpose
The proposed Code language explains the purpose of LTAC in greater detail and in accordance
with RCW 67.28.1817. LTAC serves in an advisory capacity and submits recommendations
regarding the lodging tax, including changes, repeals, exemptions, use of revenues, or changes
in use of revenues. State law requires the City to provide information on any of these things to
LTAC at least 45 days before the City Council is expected to act.
Membership
As required by RCW 67.28.1817, LTAC will still consist of nine members including one elected
official serving as Chair, four representatives of businesses required to collect lodging tax, and
four representatives involved in activities to be funded by lodging tax revenue. The proposed
ordinance specifies that it will be a Councilmember serving as Chair, not just an elected official
which could include the Mayor under the existing resolution.
Appointment Process
State law requires the City Council to make all appointments to LTAC and to review the
membership annually. The proposed code outlines the City's current practice for LTAC
appointments in greater detail than the existing resolution. Up until 2016, the Mayor had been
making recommendations to the City Council for appointments on LTAC, which was consistent
with the appointment process for other City Boards and Commissions. Last year the City's
process was changed to remove the Mayor's role. This ordinance clarifies that the
Councilmember serving as LTAC Chair recommends appointments to the rest of the Council for
confirmation.
M
INFORMATIONAL MEMO
Page 2
Reporting Requirements
The proposed code requires that LTAC submit an annual report to Council that summarize its
activities for the year.
Other provisions
The existing LTAC resolution is silent on other provisions such as terms, resignations,
vacancies, removal, service of Council President or designee, meetings, and City staff support,
although it does state that LTAC itself may establish administrative procedures for the conduct
of meetings, voting, and comments. The proposed ordinance would establish these details in
the Code and provide standardization with other City boards and committees.
RECOMMENDATION
Staff is seeking Committee review of the draft ordinance and resolution with a recommendation
for approval to the Committee of the Whole.

B. Lodging Tax Advisory Committee Legislation
Staff is seeking Council approval of an ordinance that would codify provisions relating to the
Lodging Tax Advisory Committee (LTAC) and a resolution that would repeal previous resolutions
pertaining to LTAC. Placing LTAC in the Municipal Code would make it easier to find and be
consistent with the City's other boards, commissions and committees. No changes are proposed
to the purpose and membership which are defined by State Law. The proposed ordinance
provides greater details regarding the appointment process, reporting to the Council, and other
provisions such as terms, meetings and staff support that are in alignment with current practice.
Councilmember Kruller asked for clarification on the Mayor's role in the appointment process.
Current practice, which the draft ordinance formalizes, states that the Councilmember serving
as Chair makes recommendations to the rest of the City Council forthe LTAC appointments.' The
Mayor does not have a role, although the application form is routed through his office for
simplicity. The Committee requested clarifying this by amending the draft ordinance, Section
4(C) as follows:
"Interested parties that meet the requirements stated in TMC Section 2.35.020, subparagraphs A
and B, shall submit a completed Boards and Commissions Application to the Mayor's Office for
processing by the City Council."
