City of Tukwila
Allan Ekberg, Mayor
INFORMATIONAL MEMORANDUM
TO: City Council
FROM: Scholarship Selection Committee: Mayor Allan Ekberg, Council President
Dennis Robertson, Mia Navarro, Community Engagement Manager, Cheryl
Thompson, Executive Assistant, Jenni Standard, College and Career
Counselor Foster High School
DATE: April 17, 2017
SUBJECT: Tukwila City of Opportunity Scholarship Recommended Recipients
BACKGROUND
In 2014 the City of Tukwila created the Tukwila City of Opportunity Scholarship program to
provide financial assistance to high school seniors living in Tukwila to assist them in continuing
their education beyond high school. The resolution adopting the Tukwila City of Opportunity
Scholarship allocates $10,000 per calendar year for scholarship awards with each award being
no less than $1,000 and no more than $5,000 each.
Due to the requirement to notify recipients by April 30 each year, this matter has traditionally
been forwarded directly to the full Council at a Committee of the Whole meeting for review.
This year we advertised the scholarship on the City's website, on Channel 21,
TheWashBoard.org, Scholars hips.com and informational brochures were provided to Foster
High School, Aviation High School, Tyee Educational Complex and Seattle Christian High
School.
DISCUSSION
A Scholarship Selection Committee comprised of Mayor Allan Ekberg, Council President Dennis
Robertson, Mia Navarro, Community Engagement Manager, Cheryl Thompson, Executive
Assistant, and Jenni Standard, College and Career Counselor at Foster High School reviewed
four eligible applications. Each reviewer individually considered the applicant's grade point
average, financial need, educational and professional goals, community involvement (service,
extracurricular activities, and employment experience) and personal essay. After discussion, the
selection committee is recommending scholarships be awarded to seven applicants.
RECOMMENDATION
Based upon review of the applications, consideration of all of the required components,
discussion by the Committee, we are recommending the following scholarship awards be
approved at the May 1, 2017 Council Meeting:
$3,000 each to Maria Abrego and Lionel De La Torre Ortega; and
• $2,000 each to Yaneth Garcia and Frozan Sidiqi.
Scholarship recipients will be invited to the June 5 City Council meeting to be recognized by the
Council.

For the past four years, I have been an active member in the M.E.Ch.A Chapter, the Latino Club
at Foster High School. I held the position of secretary and currently I am the Male Co-Chair for
the Club. I have also been committed to our FBLA Chapter or Future Business Leaders of
America for four years. In this club,I have been the secretary, treasurer, and President. Another
club I am involved in is National Honors Society, this is my third year in the club. This being
because you are inducted into the club at the end of freshmen year. I currently serve the club as
their treasurer. Lastly,I have received Honor Roll all four years of High School and this year I
was named Rotary Student of the Month in January.

For the past two years,I have been volunteering at Highline Hospital in the messenger
department. We run errands for the whole hospital like delivering blood to the lab, discharging
patients, etc. I volunteered at Cascade View Elementary and Showalter Middle School for the
afterschool program. Being able to work with the kids in my community and make an impact on
a personal level.Let's me see and notice the difference I am making in their lives. I like traveling
and learning about new cultures makes me feel so grateful of the diversity at Foster. I have
experience working as a cashier for Toys R' Us it taught me valuable skills such as customer
service, communication and how to be responsible. Lastly, I was given the opportunity to attend
La Cima, a Latino Leadership Camp, freshmen year. This was a week full of people like me all
wanting to thrive and do better to represent their raza(people). Allowing me to grow as a person
and gain a better sense of self identity.

I have applied for the Southcenter Rotary Scholarship which is $1,000 and College Bound who
awarded me $1,151.

Growing up my father has always been the only one who brought in money into the house for a
family of five. Making it hard for us to have any money for leisure every dollar is usually spent
for bills or on school, expenses. Although we manage to get by money will be more tight once I
start going to school because my dad will have to support two college students. He will be the
one to cover any expenses that my brother and I don't have the aid for. On top of this my dad has
to find money to send to my grandpa back in Mexico. Helping pay for any medical, food, and or
personal expenses he may have.As you know being a lawyer is a huge financial investment you
have to be willing but I am trying to minimize the amount of money that directly comes out of
my pocket. I will do this by using money I get from scholarships like Foster Latino Leadership,
or money from College Bound and FAFSA. I have qualified for the Federal Pell Grant of up to
$4,370 for the 2017-2018 school year. Which is only a minor dent, the cost to go to UW Seattle
would be $26,393. Financial Aid clearly is not going to cover much and my family is not
financially capable to provide me with the remaining money. We have no savings to help pay for
our higher education. I am solely relying on paying my tuition with either scholarships because I
am really trying to student loans. I don't want to be in debt after college. In my financial award
letter from UW they offered me$18,823 in financial assistance. Leaving me with the task of
filling the gap of$8,116 to avoid the burden falling on my dad.

My educational goals are to pursue higher education and be the first to graduate from High
School and a University. My goal is to graduate from the University of Washington with
bachelors in Secondary Education and a minor in Leadership and Chicano Studies. After doing
so I want to teach at Foster High School and eventually take on the rote of a principal. 1 aspire
to fulfill this career because I want to continue giving back to my community, as I have been
fortunate enough to receive vast support. Growing up in Tukwila I have come to understand
its culture, people and environment. There are many students who don't have access to the
resources to help them be successful. Due to this many tend to drop out or lose motivation.
As an educator I want to empower and motivate students of color to pursue higher education
despite their circumstances. I want to not only be a teacher, but a mentor for my community
members and help guide them towards success. Moreover, after high school I want to
continue to be involved/give back in my community and be a public servant.

This past summer both my parents got into a car accident and were seriously injured. My mom
was laid off work for five months due to her inability to properly walk and do strenuous work.
Although my dad's accident resulted in serious injuries he was forced to go to work to sustain
our family financially now that my mom wasn't able to work. The aftermath of both accidents
beside physical injuries resulted in medical bills and expenses. Both of my parents had to take
physical therapy to regain strength and full movement in parts of their body. Aside from having
to pay for their medical expenses my parents also have to pay out of pocket for my 7 year old
sister's medicine who is diagnosed with asthma. As a family of six there is a high demand for
food supply and basic necessities, especially when the children are of young age. My parents
do not have sufficient money to support my three younger siblings, themselves and pay for my
schooling out of pocket. Their money has and is going to legal expenses as well. In addition as
a first generation student my parents didn't really know much about saving for college therefore,
I don't have the back up money to rely on.
