Meeting Minutes
April 10, 2017- 5:30 p.m. - Hazelnut Conference Room, City Hall

CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:30 p.m.
I. BUSINESSAGENDA
A. Student Proposals: Tukwila Documentary and Flags on Tukwila International Boulevard
Serena Nget, Daniel Humkey, Ekua Monkah, and Leary Labanlic from Foster High addressed the
Committee regarding ideas for a documentary film project and an international flag display on
Tukwila International Boulevard. The Committee recommending developing an organizational
and budget strategy and present these ideas to the School Board as well as work with an adult
advisor.
Documentary
The students would like to produce a documentary highlighting Tukwila's history, diverse
cultures, and challenges. They are seeking assistance with funding, filmmaking, advertising, and
sharing. Committee members recommended working through the Equity and Social Justice
Commission and partnering with the Tukwila Historical Society. City staff also suggested
approaching 4Cultureand King County forfunding opportunities. The students hope to complete
this project prior to 2018 graduation.
Flog Project
The students would like to install international flags along Tukwila International Boulevard as a
message of support and welcoming for all community members. They propose crowdsourcing
via GoFundMe to raise money for the flags and installation costs. Staff offered to work with the
students as there are plans to do something similar in conjunction with the opening of Tukwila
Village. The Committee requested that this project also be worked through the Equity and Social
Justice Commission, but would like to be kept informed on its progress.

B. Lodging Tax Advisory Committee Legislation
Staff is seeking Council approval of an ordinance that would codify provisions relating to the
Lodging Tax Advisory Committee (LTAC) and a resolution that would repeal previous resolutions
pertaining to LTAC. Placing LTAC in the Municipal Code would make it easier to find and be
consistent with the City's other boards, commissions and committees. No changes are proposed
to the purpose and membership which are defined by State Law. The proposed ordinance
provides greater details regarding the appointment process, reporting to the Council, and other
provisions such as terms, meetings and staff support that are in alignment with current practice.
Councilmember Kruller asked for clarification on the Mayor's role in the appointment process.
Current practice, which the draft ordinance formalizes, states that the Councilmember serving
as Chair makes recommendations to the rest of the City Council for the LTAC appointments. The
Mayor does not have a role, although the application form is routed through his office for
simplicity. The Committee requested clarifying this by amending the draft ordinance, Section
4(C) as follows:
"Interested parties that meet the requirements stated in TMC Section 2.35.020, subparagraphs A
and B, shall submit a completed Boards and Commissions Application to the Mayor's Office for
processing by the City Council."
UNANIMOUS APPROVAL AS AMENDED. FORWARD TO APRIL 24, 2017 COMMITTEE OF THE
WHOLE.
