The City of Tukwila has filed an application for special permission to perform work in sensitive areas
are part of the 42 Avenue S. reconstruction project. The planned street improvements will modify
the existing watercourse, Gilliam Creek, and its buffer and remove significant trees within the
sensitive areas adjacent to the street. Street improvement includes sidewalks, street illumination,
undergrounding overhead utility lines, storm drainage facilities and culvert replacement containing
Gilliam Creek. The existing culvert is a non -fish passable, 92400t long, 3 -foot diameter concrete
pipe & will be replaced with a 146 -foot long, 16-foot wide by 8 -foot, corrugated metal fish passable
culvert.
Projects applied for include: Special Permission L16-ooss
Other known required permits include: Environmental Review (SEPA) E14 -001o; WA State
Hydraulics permit, Army Corps Nationwide Permit
Studies Submitted with the Application: Wetland and Stream Assessment, prepared by Jeffery S.
Jones, May 7, 2013, Reasonable Use Exception Buffer Mitigation Planting Plan, revised April 24,
2014. An environmental checklist has been submitted with the studies identified above.

Your written comments on the project are requested. They must be delivered to DCD at the
address above or postmarked no later than 5:oo P.M., May 2, 2017.
