SPONSOR'S Council is being asked to accept two grants that have been awarded to the Strander
SUN11MARY Boulevard Extension Phase 3 Project. Puget Sound Regional Council, through the federal
Surface Transportation Program (STP), have issued design and right-of-way grant funds for
$5,146,800.00, with a 13.5% local match. FastLane has also awarded the City $5,000,000
in construction funding, with an overall 20% match. The STP grant funds will include
finishing design of the project and will allow for more construction grant submittals.

Accept two federal grants for the Strander Blvd Extension Phase 3 Project.

EB Extension Phase 3 Project. Applications were submitted in both the PGF{C Regional 0' Countywide
competitive processes as well as the federal FastLane competitive process. Grants were awarded for
the 8tr8Dde[EXteOSiOD Phase Project in the amount of $5,146,800 from the PGRC COuO[vvvid8
process and $5,000,000 from FG8iL8nH for atotal of $10,146,800. The federal funds awarded through
the PSRC process require o13.5q6 local match while the funds awarded through the F8{tLanaprocess
require an Ov8[8|| |OC8| match Of2Oq6 for eligible project costs.
DISCUSSION
City policy requires that the Council formally accept grant awards. Acceptance Of the grant awards will
allow execution of the necessary agreements to obligate, expend and request reimbursement of the
grant funds.
FISCAL IMPACT
The STP federal grant will include enough funding to finish design of the Strander Blvd Phase 3 Project.

Dear King County Project Evaluation Committee Member,
Earlier today the King County Members of the Puget Sound Regional Council's (PSRC) Transportation Policy Board (TPB)
approved the project list and funding as recommended by the King County Project Evaluation Committee (KCPEC) for the
distribution of the approximately $71 million in federal highway administration funding allocated to the King County
area as part of the PSKC's 2016 Grant Program project selection process. Please see attached document for the listing of
the projects and funding distribution.
The next step in the programming of the federal funds available for distribution is shown in the table below:

2016 FASTLANE Discretionary Grant
Dear Mr. Giberson:
WSDOT is pleased to advise you that the following project was selected by USDO "f' to receive
funding through the Nationally Significant Freight and Flighway Project (FASTLANE) Discretionary
Grant program. The federal funding is limited to the amount shown below:
Project Title: Strander Boulevard Extension & $5.000,000
Grade Separation Phase 3
In order to meet state and federal requirements, the following are required:
• Completion and approval of the attached Term Sheet.
• Projects utilizing federal finds must be included in your current Transportation Improvement
Program (TIP) as a complete programmed project. Once your TIP amendment is approved,
WSDOT will amend the Statewide Transportation Improvement Program (STIP).
Project expenditures incurred before receiving notice from Local Programs of federal fund
obligation are not eligible for reimbursement.
® To maintain funding, a Quarterly Project Report form (including schedule, scopes and budget)
must be completed by the end of March, June, September and December eacli year. The
online database can be found at: http:// www .Nvsdot.Nva.gov /localprot7rams /. To access the
database you will need an account name and password.
To obligate funding for the project, please refer to the information above and your Local Agency
Guidelines (LAG) manual for additional information. As a reminder, Local Programs encourages all
agcncies to submit monthly progress billings to ensure timely reimbursement of eligible federal
expenditures.
