Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Lunch at Foster High School: On April 10 Finance Director Peggy McCarthy and Technology and Innovations Services Director Joseph Todd had lunch with students at Foster High School (FHS) as part of the lunch with student's initiative. • Joint Washington and Oregon City Management Spring Conference: City Administrator David Cline attended the Washington and Oregon City /County Management Association's joint Spring Conference in Welches, Oregon April 12 -14. • Foster High Career and Technical Education Advisory Committee Meeting: On April 13 Finance Director Peggy McCarthy attended the Career and Technical Education Advisory Committee meeting at Foster High School and is serving on the Business Management and Administration program advisory pathway. • Tukwila iMap Project Presentation: Community Development staff partnered with King County to present the Tukwila iMap project to the quarterly meeting of the Central Puget Sound GIS Users Group on April 13. The meeting topic included demos of GIS viewers developed by jurisdictions to conduct property research, for both internal users and members of the public. Tukwila iMap is being tested with a soft launch expected in the next month. • Public Safety Telecommunicators Appreciation at Valley Communications: On April 14 Mayor Ekberg participated in an employee recognition event at Valley Communications in recognition of National Public Safety Telecommunicators Appreciation Week. • Seattle Southside Chamber Luncheon: Mayor Ekberg and city staff attended the Seattle Southside Chamber of Commerce luncheon on April 14. Seattle Southside Tourism Development Authority gave the keynote presentation. • SCATBd Meeting: Community Development staff attended a SCATBd meeting on April 18 where they discussed: (1) Metro's plans to restructure their fare system to make it easier to understand and interchangeable among transit agencies; and (2) The WSDOT Aviation System Plan to study the performance and interaction of the entire aviation system. The plan will help Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov 95 City Administrator's Report April 26, 2017 Page 2 supply decision - makers with information and policies that strategically target limited resources to keep the state's aviation system viable and healthy. • Food composting begins at Cascade View Elementary: The City of Tukwila's Recycling Program is assisting Cascade View Elementary in setting up a food composting program in the school cafeteria — a first in the District! Beginning April 18, unwanted food and food - soiled paper will be collected in new green containers in the lunchroom. Food compost collection is provided at no extra cost to Tukwila schools by Waste Management, who will transport the material to Cedar Grove Composting to be turned into soil for gardens and landscaping. • Pacific Region of Garden Club's 2017 Annual Convention: On April 19 Mayor Ekberg offered welcoming remarks to the attendees of the Pacific Region of Garden Club's 2017 Annual Convention hosted by the Washington Federation of Garden Clubs held at the Embassy Suites. • Washington Rural Letter Carriers Association: On April 21 Mayor Ekberg offered welcoming remarks to the Washington Rural Letter Carriers Association who held their Wester States Conference at the Doubletree Inn. • Tour of South Seattle College Apprenticeship Program: Mayor Ekberg, Councilmember Joe Duffie, City Administrator David Cline, Public Works Director Bob Giberson, and Council Analyst Laurel Humphrey toured the South Seattle College Apprenticeship Program on April 21. • Din Tai Fung Ribbon Cutting: Mayor Ekberg, Councilmembers Duffie and Hougardy and City staff attended a Ribbon Cutting ceremony at Din Tai Fung at Westfield Southcenter on April 21. 11. Community Events • Duwamish Hill Preserve and Duwamish Gardens: The dedication of Duwamish Hill Preserve and Duwamish Gardens are scheduled for May 13 beginning with Duwamish Gardens at 9 AM and followed by Duwamish Hill Preserve Phase II at 10 AM. • National Volunteer Week April 24 -28: The Tukwila Community Center is recognized National Volunteer Week by offering volunteers a small thank you gift throughout the week. 111. Staff Updates Public Safety • Officer Rescue: On April 9 officers were dispatched to the top the of Westfield Mall Southcenter Olympic parking garage to assist a suicidal individual. Officers Art Stephenson, John Perry, Chris Danninger from the Tukwila Police Department, and Sergeant Koehler from Kent Police Department talked with the individual for over two hours and eventually pulled him to safety. The Officers are being nominated for a life- saving award. • Doug Baldwin Speaks to the Bulldog Academy: On April 13 Doug Baldwin of the Seattle Seahawks was the guest speaker at the Bulldog Academy at Foster High School. Baldwin spoke with the students about life lessons, treating others the way you want to be treated, and what he has learned from his involvement with local police agencies and legislators surrounding body cameras. He also answered questions presented by the class. Former Tukwila Firefighter Jason Karwhite was honored during the event. Project Updates • 5 144th St Phase II: Construction started April 24. South 144th St between Tukwila International Blvd and 42nd Ave S will be closed, except for local access and a pedestrian pathway, from April 24 to August 18. • Southcenter Pedestrian /Bicycle Bridge: On the west side of the Green River the Contractor poured concrete to the deck at Span 1. On the east side of the Green River the Contractor is working on welding together the Span 2 bridge elements. • Annual Bridge inspections: The City's annual bridge inspections started April 6 and will continue twice a week through the rest of April. King County Road Division and City staff will be inspecting 14 of the City's 23 vehicle and pedestrian bridges. • KaBOOM! Grant: Parks and Recreation staff were notified that the City has been awarded a grant through KaBOOM! for new playground equipment at Cascade View Park, valued around $8o,000. Installation will happen on July 8 as part of a large community event at the park. A design day with community participation is scheduled for May g. • Earth Day Project at Tukwila Pond: A group from the King County Housing Authority volunteered their time on April 21 to complete an Earth Day clean -up project at Tukwila Pond Park. • Community Tree Planting Program: At the Park Commission meeting last week they discussed a community Tree Planting Program. Commissioners shared what other agencies are doing and discussed how this could take shape in Tukwila. • Tukwila Village: The permit for Tukwila Village Building E was issued last week. The 149,175 square foot 5 -story mixed use apartment building will contain 125 dwelling units, commercial shell tenant lease space and the police resource center. The building includes 2 levels of parking garage. The building has been under construction with the geo -pier permit being issued in August 2016. • Washington Place: The project owners have announced their current plan is to open the entire building (residential and hotel space) in summer 2018. It is already the tallest building between Seattle and Tacoma. When it opens, it will have 371 apartments, 185 hotel rooms, 3.6,000 square feet of meeting area and a small restaurant. • Woodspring Suites Hotel: The permit was issued for the Woodspring Suites Hotel located at 15637 West Valley Hwy. The 4- story, 110 unit hotel will begin construction immediately. This project will have 110 surface parking spaces. Boards and Commissions Vacancies are currently being advertised on the City's website, on Channel 21, in the Tukwila Reporter, through social media and outreach to the local schools. • Arts Commission: No vacancies. One application has been received. • Human Services Advisory Board: No vacancies • Library Advisory Board: Vacant Positions: Positions #6 and #7 Residents and Student Representative. • Lodging Tax Advisory Committee: No vacancies. • Park Commission: Vacant Positions - Positions #6 and #7 Community Members and Student Representative. 1 application received. One application has been received. • Planning Commission: No vacancies. IV. Responses to Council /Citizen Inquiries Date of Inquiry Inquiry Response April 24, 2017 Based on a citizen On June 22, the Board of Architectural Review is holding a Council comment, the topic public hearing as it decides on a conditional use permit, Meeting arose regarding a variance, and design review for the expansion of Foster High reduction of parking School and the construction of the Birth to Kindergarten; stalls at Foster High appeals are determined by the Hearing Examiner. School and a variance Foster High School currently has 241 parking spaces and this is request. The City proposed to be reduced to 177 spaces on -site. In their variance Administrator relayed request the School District is requesting that the additional that the process would parking at Showalter be added for a total of 310 total parking be confirmed to the spaces to the campus. This is less than the 410 spaces that Council. could be required for a typical high school and the District states that these 310 spaces will meet the peak demand based on their parking study. This does not include the additional parking at the new Birth to Kindergarten center. If the public would like to comment on these issues, they are invited to submit responses to the Department of Community Development prior to the June 22 public hearing. Phone: 206- 433 -1800 * Email; Mayor @TukwilaWA,gov • Website: TukwilaWA.gov 98 TUKWILA PUBLIC SAFETY PLAN Monthly Update April 30, 2017 Overall Plan Outreach • Staff presented to Council an overview of the feedback from the open house, online open house and other communications regarding the Public Safety Plan to date. • Staff is scheduling a "road show" to visit various groups — from Boards and Commissions to PTAs — to provide information on the Public Safety Plana Financial Oversight Committee • The Financial Oversight Committee was confirmed at the April 3, 2017 Council Meeting. Staff is targeting May for the first meeting of this Committee. Siting Advisory Committee • The application deadline was extended by two weeks to April 14 to recruit additional applicants. 10 applications were received and the Public Safety Committee will review the applications on May 1 and recommend to the full Council three members to serve, per the Committee Charter.
