The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service
Commission: Ron Johnston and Bruce Paquette. Others in attendance were acting Deputy Police Chief
Rick Mitchell, Fire Chief Jay Wittwer, and Sara Valdez, HR Analyst/Civil Service Examiner.

Chair Bruce Paquette called the meeting to order.
The Chair asked if there were any corrections needed for the
March 6`h, 2017 Commission Meeting minutes. No corrections
were noted.
Staffing Update Chief Wittwer shared that the Fire Department does not have any
staffing updates from last month other than the Chief met with the
two new entry-level Firefighters currently in the Academy to get
an update as to how things are going. The two are expected to
graduate from the Academy May 15`h, 2017.

Staffing Update Acting Deputy Police Chief Rick Mitchell was present in place of
Chief Villa. Deputy Chief Mitchell reported that PD has made 4
entry -level Police Officer position offers after Chief interviews in
the last two weeks. All four accepted and will start the first phase
of the background process in addition to one entry level candidate
currently in the second phase of the background process. Deputy
Chief Mitchell also shared PD is working on a recruitment plan for
lateral candidates in hopes to attract more qualified experienced
candidates.

The Examiner distributed draft copies of the proposed Police
Commander position description. Acting Deputy Police Chief Rick
Mitchell presented proposed changes to the current Commander
job description specifically addressing the position qualifications.
The Chief would like to change the current requirement of "An
associate's degree to either an associate's degree OR an equivalent
combination of education and experience to equal a total of two years to
provide sufficient evidence of successful performance of the essential
duties of the job such as those listed above; A bachelor's degree is
preferred; AND one year of police experience at the rank of Sergeant or
above." Deputy Chief Mitchell explained the reasoning is to be able to
open the position to a pool of candidates that may bring hands -on
experience, whether from the military or outside the organization, as well
as some education. The Commission asked clarifying questions and
agreed with the reasoning and justification for this change.
