SPECIAL MEETING MINUTES Mayor Rants called the Special Meeting to order at 11:22 p.m. Approval of Minutes: 9/9/96 (Special Meeting) Approval of Vouchers: Nos. 88085 thru 88221 in the amount of $1,509,928.14 MOVED BY DUFFIE, SECONDED BY MULLET, TO APPROVE THE CONSENT AGENDA AS SUBMITTED.* 3 TUKWILA CITY COUNCIL September 23, 1996 Tukwila City Hall Council Chambers JOE DUFFIE; JOAN HERNANDEZ; PAM CARTER, Council President; STEVE MULLET; JIM HAGGERTON; PAM LINDER. MOVED BY MULLET, SECONDED BY CARTER, TO EXCUSE COUNCILMEMBER EKBERG. MOTION CARRIED. JOHN MCFARLAND, City Administrator; LUCY LAUTERBACH, Council Analyst; RON WALDNER, Police Chief; DON WILLIAMS, Parks Recreation Director; STEVE LANCASTER, DCD Director; EVELYN BOYKAN, Human Services Coordinator; GARY SCHULZ, Urban Environmentalist; RON CAMERON, City Engineer; BRIAN SHELTON, Senior Engineer. Councilmember Hernandez commented that there was a voucher for over $5,000 for professional services to the Washington Limited Firm, Human Resource Specialist, that had not been budgeted for. However, there was no one here on Friday who could shed some light on this item. City Administrator McFarland explained that it was an Administrative Services Department voucher for an internal investigation on a sexual harassment charge that was settled internally. If the Council wants more information on this issue, he would be happy to provide it. Special Meeting Minutes September 23, 1996 Page 2 Consent Agenda (Copt' d) Information item only ADJOURNMENT 11:28 p.m. 0 Hernandez responded that she didn't feel comfortable approving a voucher of that size without prior Council review. She said additionally there was another voucher for $9,777 to the Kenyon Law Firm. It appears that legal fees are getting way out of hand with all the law firms of Reed McClure, The Kenyon Firm, Ogden Murphy, etc. and she would like an account as to who does what and how much money is being spent on each. Mayor Rants commented that they are not over budget. Councilmember Haggerton commented that the same question had been asked in the Finance Safety Committee meeting today, but he explained that we use attorneys who are specialized in certain areas. For example, the Kenyon firm drafted our original Adult Entertainment Ordinances, thus, we continue to retain his services in that area. Mayor Rants said even when we had the inhouse City Attorney we contracted with the Kenyon Firm for specific services. Councilmember Hernandez apprised the Council that she had approved her own voucher for dental fees amounting to over $400 dollars and wanted them to be informed of this. *MOTION CARRIED.
