SUBJECT: Public Safety Plan Siting Advisory Committee
ISSUE
The City has created the Public Safety Plan Siting Advisory Committee. The Committee is
being asked to select three people to sit on the Committee and review the Mayor's selection.
BACKGROUND
The City created the Siting Advisory Committee charged with the following responsibilities:
• Meet regularly to review outreach efforts, provide advice on strategies and tactics for
outreach, and key audiences.
• Participate in public outreach efforts such as town hall meetings, review feedback
generated by the community and verify that major themes are being incorporated into
siting decisions and facility plans.
• Provide City staff with feedback about the siting process and outcomes.
• Provide City staff with outreach advice, such as reviewing materials and identifying other
groups to contact.
• Review potential sites and provide feedback.
Applications were solicited from the public throughout the month of March. Staff used various
means to communicate the opportunity to serve, including social media, the Tukwila Reporter,
TukwilaWa.gov and other means. Further, the application was extended for two weeks to April
14, 2017 to try to solicit a business representative which, according to the charter agreed to by
Council consensus, is the Mayor's appointee.
Unfortunately, no business representatives stepped forward to serve, even though direct
solicitations were made to various local businesses and organizations. However, 10
applications from residents were received.
Staff recommends that the City move forward with the appointing the Siting Advisory Committee
without a business representative. Given the Public Safety Plan's timeline, siting decisions are
on the near-term horizon and the City will benefit from this Committee being seated and fully
briefed on the overall Plan. Should the Committee and Council agree with this, the Mayor
selects William Gillespie as his appointment to the Siting Advisory Committee.
RECOMMENDATION
Select three individuals to appoint to the Committee and forward for consideration to the May 8,
2017 Committee of the Whole and subsequent May 15, 2017 Regular Meeting for approval.
After reviewing all of the applications and discussing the experience and expertise of each
candidate, the Public Safety Committee recommended at the May 1, 2017 meeting to appoint
the following three individuals to the committee:

II have been a Site Development Inspector for the City of Seattle, Department of Construction and
inspections for the last 17 years.
I am the second step in the permitting process. I provide the first section of a comprehensive, site- and
project - specific, assessment This report is forwarded to all City reviewers who would have some
involvement in the project. This Includes Land Use planners and structural, geotechnical, and drainage
reviewers for my department. It is also muted to Seattle Public Utilities; Seattle Department of
Transportation; Seattle City Light, the Fire Marshal; and Seattle Department of Neighborhoods, as
appropriate. The assessment informs the applicants of all issues that must be addressed in their plans
before we will be accepted for review. I photograph the site thoroughly. My photos must anticipate
questions or concerns any of the above-men , tioned reviewers may have,

southern Oregon, I grew up in the house my mother grew up in, in Seattle. We both cherish Tukwila's
small town atmosphere, and appreciate Tukwila's big city conveniences,

C. Public Safety Plan Siting Advisory Committee Appointments
Staff is seeking Council approval of three members to serve on the Public Safety Plan Siting
Advisory Committee. The Advisory Committee will include seven members including three
Council appointees, one Mayoral appointee, two Councilmembers, and the Public Works
Director. Of 10 applications received, Mayor Ekberg has selected William Gillespie as his
appointee. The Committee reviewed the remaining applications and unanimously
recommended Tod Bookless, Jerry Thornton, and Kathleen Wilson. UNANIMOUS APPROVAL.
FORWARD TO MAY 8, 2017 COMMITTEE OF THE WHOLE.
D. Code Enforcement Update
Staff updated the Committee on current activities in the Code Enforcement division of Planning
and Development. The briefing included updates on rental housing program renewals,
integrated pest management, case backlog, abatements, and future actions. Staff is embarking
on a project to develop more streamlined and effective enforcement procedures and will return
to Committee with a proposal later this year. DISCUSSION ONLY.
III. MISCELLANEOUS
In response to a request made at the last Committee meeting, staff distributed a draft "frequently
asked questions" document that addresses why Station 51 already has a designated location in the
Public Safety Plan. The document will be discussed in greater detail at the next meeting.
