CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the
audience in the Pledge of Allegiance.

Mayor Ekberg stated that due to this change in the order of the agenda items, those wishing to make

SPECIAL PRESENTATIONS
o. Introduction of International City/County Management Association (|CN1A) Fellows. Ms A/isa
RukbanAend from Thailand and Ms. Thipphaphone Douangs8a from Laos
David C|ine, City Administrator, explained that the City of Tukwila has been selected to host two
international fellows through the 2O17YSEAL| Professional Fellows Program sponsored by the U.S
Department ofState.
Ms. Alisa Rukbankerd from Thailand and Ms, Thipphaphone Douangsila from Laos will be in the City from
April 29.2O17 through May 27.2O17. The focus area of their fellowship is the Legislative Process and
Governanue, Civic Engagement.
Alisa Rukbankerd explained she is an International Affairs Officer at the Office of the National Anti-
Corruption Commission (NACC) of Thailand. She serves in the NACC's working group for the
implementation of the United Nations Convention against Corruption (UNCAC) and coordinates with
foreign counterparts in international cooperation. K80. Rukbonkerd is very interested to learn about the
U.S. legislative process and hopes to bring back ideas that will help the NACC develop its own system.
She also is excited to live in and learn from a different culture.
Thipphaphono Douangoi|a works for the Department of Agricultural Land Management in Laos. She said
her main focus is international cooperation. The Department ofAgricultural Land Management, under the
Ministry of Agriculture and Forestry (MAF), was established in 2013. Ms. DouanQsi|a hopes to explore
western working systems to see work flow processes and to get some new ideas on organization
management that could be applied bz her organization.

Mayor Ekberg said Ms. Rukbenkerd and Ms. Douangsi|awiU return hoa Council meeting in approximately
4 weeks to give an overview of their time in Tukwila.
Mayor Ekberg relayed that Agenda Item 2b, the presentation from the Cowlitz Tribal Health Center, will
be rescheduled toa future Council meeting.
n. Final report on the Congress for the New Urbanism (CNU) public design workshops that
focused on Tukwila International Bmu|evord(T|B). Susan Henderson, Principe(P/mceMeAors.
The City of Tukwila adopted the Tukwila International Boulevard District Element of the
Comprehensive Plan in 2015. Now in 2017. the Congress for New Urbanism (CNU) is partnering with
the City of Tukwila to assist in an implementation plan for the neighborhood. ''T|B Rising" focuses on
the Tukwila International Boulevard neighborhood from South 139th Street to South 160th Street.
Moira Bradshaw. Senior Planner, introduced Susan Hendereon, a national expert from PlaceyWakem.
Ms. Henderson utilized an electronic presentation to provide an overview of this project.

An area that /oe complete neighborhood with thriving, multicultural residential and
business communities with vibrant places where everyone can live, vxoNc shop and play. The area is a
safe and walkable destination with an authentic main street that /o connected to other destinations.

Community and staff input provided the following priorities

• Changing the geometry is necessary to change the character
• Streets an links and thoroughfares serving as a conduit for movement and saving time

• The importance of lowering the speed limit for the well-being of visitors
• The necessity of on street parkinQ, bike facilities, a furnishing zone, pedestrian zone and building
frontage
Project goals include:
• Re-striping 3 lane section from South 138th Street to South 151stStreet
• Changing "block" sizes for safety, wa|kabi|ity, and economic development
• Zoning updates to address block sizes through "intensities" of TIB-1, TIB-2, and TIB-3 zones

Pam Carter, 4115 South 13 9th , expressed appreciation that so much of the work done by the TIBAC
(Tukwila International Boulevard Action Committee) was reflected in the presentation. She looks forward
to continuing ho work with the City and CNU to accomplish this project for Tukwila.

Alexi Brown-Schmidt, 122O747nmAvenue Soudh, said he lives in Allentown and is excited about Tukwila
International Boulevard having an urban feel and a "main ntreet.^
Rune Harkestad, 845 NE 1061h Avenue, Bellevue, said he is the owner of property at 144th and Tukwila
International Blvd. He is encouraged by the findings in the report, and emphasized the importance of
being mttenliveto density related ho residential development. He encouraged putting as few limitations on
density as posnib|o, and he agrees with the 4-story heights. Retail will follow as people come. He asked
that design requirements be minimal as the review processes can be very costly.
Marie Parrish, 443OSouth 150th Street, appreciated going through this process which was very
reaffirming for those involved. With the recent opening of the new library at Tukwila ViUoge, this vision
adds tn the excitement for the community.
The Councilmembers exchanged comments and asked clarifying questions regarding the presentation,
with o common theme of enthusiasm for the future of this area of Tukwila.
Councilmember McLeod acknowledged the contributions of TIBAC members Sharon Mann and Pam
Carter, to include picking up trash on the boulevard and helping to create a space to accommodate the
vision presented this evening.
Mayor Ekberg extended thanks for the work done on this project and |ooksfonword to the presentation of
the CNU final report at Benaroya Hall in Seattle on May 4, 2017�
PUBLIC COMMENTS
A|exi Brovvn-Sohmidt, 12207 47»u Avenue South, inquired regarding the possibility of getting rid of the
rendering plant. From his vievvpoint, if the citizens do not want this in this community, energy toward
getting rid ofitcould be generated. He feels it should not bearound people's homes.
Councilmember Kruller said there are others in the community who also have this viewpoint. In hot
weather and with certain wind patterno, the smell is horrible in the Allentown area. There should be a
way to bring about environmental mitigation regarding the omeU, so that it would be undetected in the
surrounding area.
Pam Corter, 4115 South 139m Stnaet, respectfully objected to the agenda amendment to conduct o
40'minuhe Executive Session prior to the Consent Agenda. This means that people who came to hear
the outcome of those topics must wait for 40 minutes for an item that usually takes a very short amount of
time. From her perspective, itis disrespectful tothe public.
Todd Smith, 13325 Macadam Road South, addressed the City's approach 0u housing and provided
documentation that was distributed to the Council. From his standpoint, it in less affordable to develop in
Tukwila than other area cities. In talking to contnaobons, he has been told that Tukwila is difficult towork
with, which mirrors his own experience in working through the short plat process. He would like to
develop a Net Zero Clustered housing community' and the proposal has not yet been put before the City
Council. He feels the City should work toward being a good neighbor.
Todd Smith, 13325 Macadam Road South, commented on Consent Agenda Item 4d, a resolution
rejecting all bids submitted for the Major Maintenance of Bridges Project. He recently attended a
Transportation Committee meeting, and found there was only one bid for this project, which was a half
million dollars over budget. He talked to 2 project managers who felt the City did not perform due
diligence and could have done on RFP, which is much cheaper. It costs money to put bid out to
contraotons, and he wonders if contractors do not want to work with the City. There will now be additional
costs to re-bid the pngoot, and staff should be held accountable.
Counoi|member Kru||er, Chair ofthe Transportation and Infrastructure Committee, said this bid went out
with an intent tofacilitate construction over several weekends during non-commuter hours. Duo to a
great deal of construction going on in the region at this hmo, it can be difficult to attract construction
companies. The re-bid will include a consistent time opan, making it easier for companies to come in, sot
up do the work at one time, and get out. In the original bid. the City was hoping to alleviate the pain and

inconvenience for our own citizens who will be disrupted by the construction, as well es visitors who travel
through our City. The attempt made was to be very considerate to our residents, which fell short in the
contracting community.

It will last no more than 40 minutoe, and no decisions will be made during the Executive Session. No
action (on these items) will be required in the Open Meeting after the Executive Session has concluded.

REPORTS
a. Mayor
Mayor Ekberg attended the Arbor Day kids' celebration at the Tukwila Community Center on April 28,
2017. On April 29, 2017, the Mayor fired the shot to start the Healthy Earth Run and attended the
Tukwila Library opening. Additionally, he picked up the delegates from the ICMA Fellows Program. He
and his wife spent the weekend with Alisa Rukbankerd from Thailand and Thipphaphone Douangsila from
Laos, showing them all around Tukwila and the City of Seattle.
b. City Council
Councilmember Duffie said that this past weekend the door to his home was kicked in and a neighbor's
car was broken into. Mr. Duff ie attended the opening of the Tukwila Library on April 29, 2017, which he
found to be great.
Councilmember Seal attended the LEOFF1 (Law Enforcement Officers and Firefighters 1) meeting on
April 26, 2017. On April 28, 2017 she attended the Council preview of the library and then the grand
opening celebration of the library on April 29, 2017. She found it to be incredible. The Tukwila Library is
a gem in the neighborhood and for the entire region. Ms. Seal referenced the words of Councilmember
McLeod from a prior meeting, "Tukwila Village will be a destination that people will stop at on their way to
the airport."
Council President Robertson attended the grand opening of the Tukwila Library on April 29, 2017.
Councilmember Hougardy attended the Council preview of the library and then the grand opening
celebration of the library on April 29, 2017. She referenced Councilmember Duffie's report regarding
break -ins and noted there is an uptick in crime right now, and hopes the Police Department is taking note
of the situation.
Councilmember Quinn attended the grand opening of the Tukwila Library on April 29, 2017, emphasizing
the beautiful construction and the tremendous community turnout.
Councilmember Kruller attended the 5K Healthy Earth run on April 29, 2017. She displayed a beautiful
bandana designed by staff from the Parks and Recreation Department. The bandanas were made
available to those participating in the Healthy Earth event. She attended the grand opening of the
Tukwila Library on April 29, 2017 and appreciated the notices that were displayed in different languages.
She extended commendations to the "friends of the Tukwila Library" group who have supported this effort
for many years. As an attendee of the PIC (Public Issues Committee) meeting, she is hosting the May
meeting where the focus will be the 50"' anniversary of Southcenter. She commended Brandon Miles in
Economic Development for pulling together some fun memorabilia about Southcenter over the past 50
years.

Councilmember McLeod attended the grand opening of the Tukwila Library on April 29, 2017, which he
felt tobospectacular.
c. Staff
David Cline, City Administrator, also attended the Tukwila Library grand opening. He reported that hn
has been mentoring 4 students from the University of Washington Evans School of Public Policy &
Governance. They are interested in performing a case study of Tukwila's "Take Back our Boulevard"
project.
Mr. Cline referenced the City Administrator (CA) Report and Monthly Public Safety Plan Update for April
2017 in the packet and offered to answer any questions.
