REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the audience in the Pledge ofAllegiance. SPECIAL PRESENTATIONS a. Recognize the promotion and swearing in of Sergeant Dale Rock (Badge #163). Mike Villa, Police Chief. Chief Villa introduced Sergeant Rock to the City Council. Sergeant Rock has an Associate's Degree in Criminal Justice and was hired as a Lateral Officer in the Police Department in 2005. Hn has been u Field Training Officer, a member of the Civil Disturbance Unit, as well as a Major CrimenDnteodvoand background investigator. He has been on Acting Sergeant in both Patrol and Major Crimes and models the core values of the Police Department. He has demonstrated a high degree of leadership throughout his employment in Tukwila. Mayor Ekberg administered the Oath of Office to Sergeant Dale Rook (Badge #163), and his wife pinned on his badge. Sergeant Rock expressed appreciation for this opportunity to serve the citizens of Tukwila. The Mayor and City Counci|membere congratulated Sergeant Rock on his promotion. b. 2016-2017 State of the Court address. Judge Kimberly Walden. Judge Kimberly Walden utilized an electronic presentation to provide the 2016-17 State of the Court address, with the following key points: Caseload: Hearings Held: 12.000 Criminal: 1.800 Tukwila City Council Regular Meeting Minutes May 15.2U17 Page 2ofO Mission Support: Probation: 115 supervised (abmho[ domestic violence, mental health issues) Jail Alternatives: $250,000 saved Consumer Awareness: 65 attendees, with $O cost to the City Moral Reoonodon Therapy (K8RT) for domestic violence: QO attendees and 11 different courts, with $O cost to the City Legal Assistance: 98% appointment rate Social Worker Addition (costs only imposed if ability topay) Language Assistance Program: 500 events required language interpreter; 36 different languages; $9,000+ reimbursed Local and State Activities: Statewide: Washington Courts Local: 22 courts involved in a King County Re-licensing program as a model for the State under the direction of Trish Kin|ovv. Tukwila Court Administrator OCourt: Partnering with local agencies to develop consistent forms Community Support: Court for Kids (C4K): Mock Trials, job shadowing and Junior Achievement Efficiency and Innovation: Problem: Paper files and forms, storage challenges, frequently changing forms, handwritten orders, too much information, too many copies Solution: Laserfiche upgrade and OCourt, electronic files, less storage needs, forms updated as needed, computer input and auto population, print ondemand 2017 and Beyond: Support Justice Center Plans Technology Advancements Expand Sanction Options Court for Kids Judge Walden credited the excellence of the court leadership team for the success of the court programs and technical advancements. In response to a question regarding public defense costs by Councilmember Seal, Judge Walden explained that Cheryl Thompson in the Mayor's Office applied for and received grants in the amount of %2O.00Otogo toward public defense. Council President Robertson requested a presentation from the Judge regarding the various court functions. Judge Walden responded in the affirmative. The Councilmembers exchanged comments about the presentation as follows: The significance ofthe Court for Kids program; Excellence and innovation are cornerstones of the court operations; The court experience in Tukwila is positive and respectful and dissimilar from other local courts; Tukwila's court has nreatedpoaitivecu|tuny|change;Thnouurtioknovvnregiona||yae''topder^ondrepreaentsapuintof pride; and This is righteous court that is very fiscally responsible. Mayor Ekberg emphasized that the professionalism of the judge and the court team exemplifies the City's values of^nahnQ.^^pnofessiona[^ and ^responsive.^ n. Update on the regular State legislative session. Jennifer Ziegler, Ziegler Public Relations Consulting Rachel Bianchi, Communications and Government Relations Manager, introduced Jennifer Ziegler ho the City Council. PWn. Ziegler utilized o Powerpoint presentation to provide an update on the 2017 regular legislative session, with key points as follows: Tukwila City Council Regular Meeting Minutes May 15.2O17 Page 3 of 8 Legislative Challenges: • Continue to have close margins between Republicans and Democrats in both chambers. • Unexpected Transitions resulting from Federal Appointments. • Final biennium ho fulfill state funding obligations for basic education. Most estimates are between $3 and $3.5 billion. • Significant disagreement on funding for Collective Bargaining Agreements. • Disagreement on major policy issues, including paid family leave, the Hirst decision and the 1 % property tax cap. • Unexpected concerns regarding Sound Transit motor vehicle excise tax rates, • Senate rule requiring a 2/3 vote for advancing legislation that creates a new tax or increases an existing tax. Bills passed during the Regular Legislative Session: • HB 1594 and HB 1505 regarding public records. • GB5O48 regarding emergency notice. • HB 107S and SB5U30 regarding human trafficking. • HB2OO5 regarding municipal business licenses. • HB1O17 regarding school siting. • SB 5096 regarding the Transportation Budget. Ms. Ziegler said additional information can be provided on HB 1594 and HB 1595 regarding public records, as there are some concerning impacts of the legislation. Ms. Bianchi suggested the City Clerk be involved in the follow-up conversations. The Councilmembers exchanged comments and asked what they could do to assist in positive outcomes for the City. yWe. Ziegler responded that she would provide a list of key negotiators and asked that the Council then reach out and provide essential input. The Mayor and COunci|membom thanked Ms. Ziegler and Ms. Bianchi for the informative presentation a. A proclamation recognizing May 14-21, 2017 as "Affordable Housing Week." Tukwila City Council Regular Meeting Minutes May 15, 2017 Page 4 of 8 Councilmember Kruller read a proclamation on behalf of the Mayor proclaiming May 14 -21, 2017 "Affordable Housing Week" in the City of Tukwila and emphasizing the City's recommitment to ensuring that our community thrives with opportunity, and that all people in it live with dignity in safe, healthy, and affordable homes. Councilmember Kruller presented the proclamation to Andrew Calkins from the King County Housing Authority. Mr. Calkins accepted the proclamation on behalf of the Housing Development Consortium. He emphasized the importance of this acknowledgement as homelessness, rent increases and lack of affordable housing continue to be serious issues in the nation and in our region. b. A proclamation recognizing May 15, 2017 as "Peace Officers Memorial Day." Councilmember Quinn read a proclamation on behalf of the Mayor proclaiming May 15 -21, 2017 as National Police Week and May 15, 2017 as Peace Officers' Memorial Day in the City of Tukwila, emphasizing that the law enforcement officer is our guardian of life and property; defender of the right to be free; leader in the war against crime; and dedicated to the preservation of life, liberty and the pursuit of happiness. Councilmember Quinn presented the proclamation to Police Chief Villa. Chief Villa relayed that in 2016, there were 145 Law Enforcement Officers killed in the line of duty in the nation, one of whom was Officer Reginald (Jake) Gutierrez from Tacoma. Chief Villa expressed that he is ever -aware when he leaves the house each morning that it may be the last time he is at home. He makes a point to seek out each member of his family in the house to say goodbye as he leaves each day. He thanked the Mayor and Council for this recognition. c. Appointments to the Public Safety Plan Siting Advisory Committee: 1. Appointment of Tod Bookless to the Public Safety Plan Siting Advisory Committee. MOVED BY KRULLER, SECONDED BY DUFFIE TO APPOINT TOD BOOKLESS TO THE PUBLIC SAFETY PLAN SITING ADVISORY COMMITTEE. MOTION CARRIED 7 -0. 2. Appointment of Jerry Thornton to the Public Safety Plan Siting Advisory Committee. MOVED BY SEAL, SECONDED BY QUINN TO APPOINT JERRY THORNTON TO THE PUBLIC SAFETY PLAN SITING ADVISORY COMMITTEE. MOTION CARRIED 7 -0. 3. Appointment of Kathleen Wilson to the Public Safety Plan Siting Advisory Committee. MOVED BY QUINN, SECONDED BY HOUGARDY TO APPOINT KATHLEEN WILSON TO THE PUBLIC SAFETY PLAN SITING ADVISORY COMMITTEE.* Ms. Wilson expressed excitement at this opportunity to serve the City in this capacity. *MOTION CARRIED 7 -0. 4. Confirm the appointment of William Gillespie as the Mayor's appointment to the Public Safety Plan Siting Advisory Committee. MOVED BY HOUGARDY, SECONDED BY MCLEOD TO CONFIRM THE APPOINTMENT OF WILLIAM GILLESPIE AS THE MAYOR'S APPOINTMENT TO THE PUBLIC SAFETY PLAN SITING ADVISORY COMMITTEE. MOTION CARRIED 7 -0. Council President Robertson announced that he will also serve on the Public Safety Plan Siting Advisory Committee, as will Councilmember McLeod. Councilmember Duffie will serve as an alternate. She was pleased at the high attendance and the positive energy that came out of the *vent. She explained that this unique project starteda|ongtimeago.andsheapprociahadtheMayor inviting her to be a part of the ribbon-cutting as it was very meaningful to her. She commended Dave Johnson from Parks and Recreation for his work in making this asuccess. She expressed appreciation that a member of the Muckleshoot Tribe was in attendance and relayed that a representative from their tribe had also been invited to participate in 2004 as this project was just getting underway. Mayor Ekberg thanked Ms. Kerr for having a vision many years ago that enlightened others toward bringing this project to fruition. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 2462 §8, AS CODIFIED AT TUKWILA MUNICIPAL CODE CHAPTER 3.90, "MULTI- FAMILY RESIDENTIAL PROPERTY TAX EXEMPTION," TO EXTEND THE DEADLINE TO APPLY FOR THE PROPERTY TAX EXEMPTION; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE, MOVED BY HOUGARDY, SECONDED BY SEAL THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7 -0. REPORTS a. Mayor Mayor Ekberg attended the Duwamish Hill Preserve event on May 13, 2017 which was extremely well attended. That same day he also attended the Backyard Wildlife Festival. This past weekend he took the ICMA Fellows to Snoqualmie Pass for their first encounter with snow. They also had an opportunity to view Snoqualmie Falls, pet a horse in Ellensburg, and eat bratwurst in Leavenworth. b. City Council Councilmember Duffie hoped that all moms had a wonderful Mother's Day Councilmernber Seal attended the Duwamish Hill Preserve event and Backyard Wildlife Festival on May 13, 2017. She took extra time to explore the Duwamish Gardens Park, which may become her new favorite place. She commended the Parks and Recreation staff for their good work in organizing these events. Council President Robertson also attended the Duwamish Hill Preserve event and Backyard Wildlife Festival on May 13, 2017. He had a conversation with the construction manager who expressed how much he enjoyed working with Mike Perfetti, Tukwila's Habitat Project Manager. Councilmember Hougardy also attended the Duwamish Hill Preserve event and Backyard Wildlife Festival on May 13, 2017. She emphasized how extraordinary the artist is who graced the landscape with the artwork. The entire site is beautiful. Councilmember Quinn attended the Foster High School Food Innovation Network event on May 12, 2017. It was an exciting event for entrepreneurs. The folks who have the root garden are producing more food than they can handle and are looking at creating a business to prevent waste. Councilmember Kruller attended the Duwamish Hill Preserve event and Backyard Wildlife Festival on May 13, 2017. She would like to see signage installed at the Duwamish Hill site to facilitate an understanding of the meanings behind the symbols. Additionally, she attended a United Way fundraising all -star softball event for youth at Safeco Field. Participants included Jay Buhner, Gary Payton, Jordan Babineaux, Ricardo Lockette, and Dan Wilson. It was great fun for the kids and beneficial for United Way. He complimented the staff for putting the events back to back, and he was particularly excited about the fire pit at the Duwamiah Hill site. o. Staff David Cline, City Administrator, referenced the City Administrator (CA) Report and offered to answer any questions. K4c Cline said the artist involved with the Duwmmish Hill Preserve is PWetto Hanson. The Arts Commission is reviewing how the art can be promoted considering copyright laws. Additionally, Mr. Cline said the Southcenter Rotary Club is celebrating its 50th Anniversary and will be hosting a lunch at ACME Bowl in Tukwila with special guest, Attorney General Bob Ferguson onThursday, May 18. 2017 from Noon-1:15 p.m. The Counci|membens are invited toattend. d. MISCELLANEOUS Counci|pneaidentRobertsonoxp|oinedthattheCounci|Ana|yatwiUbeoending''thonkyou^emai|stothe senators and representatives in Washington D.C. for adopting a budget that includes grant money for the Puget Sound Restoration. Additionally, the Puget Sound Partnership in working to attain the same designation for Puget Sound ao Chesapeake Bay. |f that occurs, it would mean approximately $5UO million a year for restoration. Councilmember Kruller expressed concern for people waiting in the audience for 2+ hours to speak under Public Comments. She would like the Council to consider options for allowing people to speak earlier during meetings. EXECUTIVE SESSION ' Potential Property Acquisition — Pursuant to RCVV42.3O.11O(1)(b) (45 minutes) Mayor Ekberg announced the Council will now go into Executive Session to discuss Potential Property Acquisition, pursuant toRCVV42.3U.11O(1)(b). |t will last no more than 45 minutes, and no decisions will be made during the Executive Session.
