MINUTES
CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

difficult for the audience to hear when councilmembers do not

Appellants: Ron and Nancy Lamb, 4251 S. 139th St., Tukwila,
WA.
The Applicant, Johnny Cheng (authorized representative of the
owner, Wen Lin) and the Appellants, Ron and Nancy Lamb jointly
submitted a letter addressed to the City Council withdrawing the
appeal and requesting the matter be remanded to the Board of

APPELLANT CAN WORK OUT THEIR DIFFERENCES.

Councilmember Mullet commended both parties for their
responsible -type attitudes. The BAR is a citizens group and they
work hard to solve these types of problems.

Mayor Rants explained that the low bid contractor concurs with the
rejection of this contract for the Macadam Bridge Replacement
Project. A federally funded project, the contractor realized he
failed to include some of the things that were necessary for this
type of contract even though it was specified in the bid
specifications. Councilmember Duffie noted that the
Transportation Committee agreed the bid rejection was necessary.
Public Works Director Ross Earnst further explained that the
contractor did not meet the Disadvantaged Business Enterprise
(DBE) goal required of this federally funded project.

THE BID SUBMITTED BY MKB CONSTRUCTORS OF
SEATTLE, WASHINGTON FOR THE MACADAM BRIDGE
REPLACEMENT PROJECT.

APPROVE RESOLUTION NO.1365 AS READ. MOTION

Councilmember Duffie reported the Transportation Committee
reviewed the bids and agreed that Gary Merlino Construction Co.
be awarded the contract. Councilmember Haggerton noted that the
contract amount is over the amount budgeted for this project in the
CIP. Public Works Director Ross Earnst said he believes the funds

in the CIP are within 5 percent of the contract amount. Haggerton
noted the contract is 8 percent above the engineer's estimate. He
asked if that was an excessive amount. Earnst responded that the
state does not do an in -depth review unless an estimate is more
than 10 percent over an engineer's estimate.

WATER DISTRICT NO. 125; PROVIDING FOR
SEVERABILITY AND ESTABLISHING AN EI
DATE.

ORDINANCE NO.1780 BE ADOPTED AS READ. MOTION
CARRIED 7 -0.
Mayor Rants addressed-the issues on the Woodland Park Zoo. The
Zoo Commission, appointed by Seattle Mayor Norm Rice, has
recommended that the zoo become a new regional special purpose
entity with a regional governing board and dedicated regional
taxing authority. Operating revenues would come from
admissions, membership, parking, concessions, and other
programs. Tax support would come from a voter approved county-
wide levy of $11 million in long term duration and for state
appropriations for capital and educational programs. Rants said he
felt it important, as the City looks as shared commitments for a
multitude of things, that this is another one to bring us to the table.
Both Seattle and the Suburban Cities Association have appointed
members to this task force, so Tukwila is being represented at the
meetings as things progress. However, the County has raised the
need to consider the Commission's recommendations as part of the
GMPC Regional Financing and Governance Oversight

Committees. The committee would like to produce a strategy for
how regional/local services, facilities and infrastructure
investments, will be financed, coordinated, and governed in the
future.
Rants reported that Greg Nickels has asked for a two year
moratorium through the King County Council on any levy
increases or any levies of any kind so that things can settle down.
Council agreed that it would be great if King County could operate
without raising taxes for two years; however, they questioned how
a moratorium could be enforced.
Councilmember Hernandez reported she attended the Suburban
Cities Association meeting and found the presentation on driving
while license suspended laws very interesting. Hernandez attended
the Human Services Roundtable meeting and the Apartment
Managers Network meeting on November 14. Hernandez shared
many details of the agendas from both meetings.
Council President Carter noted she also attended the SCA meeting
and thanked Mayor Rants and Councilmember Hernandez for their
regular attendance. Carter s also attended the Showalter dedication
on November 17th.
Councilmember Mullet reported he attended the SCA meeting also.
The presenter brought up some examples of how when cities deal
with small things, it tends to solve big things. Mullet said he, too,
was impressed with the presentation on the driving while license
suspended laws.
Councilmember Haggerton praised the staff for their work on the
latest Hazelnut publication. Haggerton felt the issue was the best
to date for content.
Interim City Attorney Jim Haney thanked Council for the
opportunity to work in Tukwila for the past seven months.

Councilmember Hernandez complimented the City for being
recognized in The City News for having a Tukwila Police tip -line.

ADJOURNMENT

Hernandez said she would be out of town next week and would
miss the November 25th meeting.
Council President Carter suggested the City take a look at a
variation of tax increment financing, as explained at Suburban
Cities, for redevelopment of Highway 99.
