City Council Finance Committee
July5, 2017- 5:30 p.m. - Hazelnut Conference Room, City Hall

CALL TO ORDER: Chair Seal called the meeting to order at 5:30 p.m.

A. Administrative Policies: Anti - Harassment and Performance Evaluations
Staff provided a briefing on administrative policies relating to reporting harassment and
performance evaluations as requested by the City Council earlier this year. Personnel Policy
and Procedure 2.03.11, Policy Against Unlawful Harassment prohibits all forms of unlawful
harassment and defines procedures for reporting it. The Human Resources Department is
planning to provide a city -wide training in 1st Quarter 2018. Other relevant policies include
2.05.05, Equal Employment Opportunity and 2.05.06, Non - Discrimination. Policies are updated
as legal mandates change and all policies are reviewed by the City Attorney. Councilmember
McLeod noted the City of Federal Way now includes "mental or sensory disability" in its policies.
Policy 2.04.01, Performance Evaluation System, establishes goals for regular evaluations for all
probationary, full -time and part -time employees. At the end of 2016 all employee evaluations
were up to date and filed with Human Resources. An ad -hoc employee group formed in 2016
and developed recommendations to improve the process. As a result, the City is switching to
an electronic performance and learning management system which is expected to be
implemented by the end of this year. Councilmembers are welcome to comment on employee
behavior that does not meet their expectations. DISCUSSION ONLY.
III. MISCELLANEOUS
Staff reported that the Public Safety Bond Financial Oversight Committee had its first meeting on
June 29, 2017. Sean Goode was elected Chair and Jessica Jerwa was elected Vice - Chair.
Councilmembers will receive copies of the meeting minutes.
