Finance Director Alan Doerschel noted the city suffered a $130 million loss ($80 million in real property, $50 million in personal property) in assessed valuation from what was predicted going into 1997. Tukwila has sustained losses for the past four years in a row. Taxes in Tukwila do not go up because they are already at the lid. Taxes will be reduced for city government use because of reduced evaluation; however, taxes as a whole will not go up. *MOTION CARRIED 6 -0. Attorney Noe read A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, GRANTING A WAGE ADJUSTMENT TO NON REPRESENTED EMPLOYEES OF THE CITY, AND AMENDING THE NON- Tukwila City Council Regular Meeting December 2, 1996 Page 6 New Business (con't) Res.#1368 Approving 2.61% COLA for Non represented Employees REPORTS Mayor Council REPRESENTED EMPLOYEES SALARY SCHEDULE CONTAINED IN APPENDIX "A" OF RESOLUTION 1333. MOVED BY HAGGERTON, SECONDED BY DUFFIE, THAT RESOLUTION NO. 1368 BE APPROVED AS READ.* Mr. Doerschel distributed his proposed language change for Appendix B, Non represented Employees Benefits. Doerschel said the new language clearly differentiates between the one day per month an employee gets on an accrual basis and the additional day (8 hours, lump sum) awarded after three years. The proposed change was the result of Councilmember Carter's concern that the language referring to the vacation benefit was unclear. Councilmember Ekberg suggested the issue be referred to Finance and Safety for further clarification and brought back for full Council consideration in two weeks. At Doerschel's suggestion, Council agreed to approve the resolution as written at this time and consider an amendment to the resolution when the changes to Attachment B are completed. *MOTION CARRIED 6 -0. Mayor Rants announced he would attend a Duwamish Coalition Summit meeting on December 3rd. The group will address the projects the City has been working on in the Duwamish basin. Councilmember Duffie reported he visited the Allentown area with Councilmember Linder and City Engineer Ron Cameron to look at the ditch and S. 122nd. The group noted there was little thru traffic on S. 122nd while they were there. Councilmember Carter commented on an article about the RTA Citizens Oversight Committee. Mayor Rants said he was moving forward with the idea of an RTA Advisory Committee for Tukwila and would ask for a recommendation from the Governance Committee on December 3rd. Rants said he had had no contact from the RTA so far. Councilmember Ekberg reported he walked Highway 99 with the patrol members and saw a demonstration of the overhead cameras. Ekberg said he was impressed that the images were so clear even at Tukwila City Council Regular Meeting December 2, 1996 Page 7 Reports (con't) Council City Attorney ADJOURNMENT 7:56 p.m. night. Mayor Rants added that the City's efforts along the highway are making an impact on the activity in the area. Councilmember Haggerton announced he would be attending the second session of the South Central School District Core Planning Team on December 6 and 7. Councilmember Linder thanked the staff for their thorough investigation and response to the complex situation regarding the S. 122nd ditch in Allentown. Linder also suggested that illegal signs along the highway be identified. Mayor Rants commented that the issue was addressed earlier today with the DCD Director. Bob Noe reported there has been some movement by Citizens for Artistic Expression to submit a petition to put Ordinance No.1778 (adult cabaret) to a referendum vote of the people. The attorney representing the group has submitted a letter of intent along with a petition without signatures in an attempt to stay the enforcement of Ordinance No. 1778. It is the position of the city attorney's office that the ordinance is still in effect until a petition with signatures is filed within the 90 days of the passage of the ordinance (Nov. 4). According to state statute, the petition must contain signatures of 15 percent of the voters registered in the last general election.
