REGULAR MEETING
MINUTES
CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

SPECIAL PRESENTATIONS Officer Tom Kilburg and Human Services Specialist Karen Wright
Crime Free Multi- housing introduced property managers recently certified under the Crime
Certificates Free Multi- housing Program. Representatives from the Sumara
Apartments, Terrace Apartments, and Foster Greens Apartments
accepted Certificates of Completion from Chief of Police Ron
Waldner. Ms. Wright reported 14 apartments are now certified
under the Crime Free Multi- housing Program. Council voiced
their appreciation to the property managers for their participation in
this program.
Mayor Rants presented Business Community Recognition Awards
to Henry Brown, Customer Relations, Seattle City Light; Pete
Mallen, ProLine; and Gary Hokenson, TCI Cablevision for their
cooperative efforts with the City in the installation of the television
cameras on Pacific Highway. Doug Micheau, Public Works
Coordinator, was presented a Certificate of Appreciation for his
leadership and perseverance on this project.
Outstanding Corporate Citizen awards were presented to three
corporate citizens who Mayor Rants deemed "best representative
of the partnerships vital in our efforts to building a better
community

12/9/96 Minutes withdrawn
NEW BUSINESS
Dennis Newell, Kinko Corporation; Charlie Frame, Baker
Commodities; and Mario Segale, Segale Business Park, received
plaques in appreciation of their contributions to the community in
1996. Council thanked the recipients for their efforts and the
example they have set for others in the community. Mayor Rants
added that the accomplishments of any city are a barometer of the
wellness of the community both business and residential.
Laurie Sike and Angie Cavanaugh, Tukwila Police Explorers, gave
a brief update on the group's activities during the past year.
Special thanks were given to Chief of Police Ron Waldner for his
support of the program.

OLD BUSINESS City Engineer Ron Cameron presented a special "Christmas card"
Public Works Project to council in the form of a map that illustrated some of the most
Update significant capital improvement projects that have occurred in the
City from 1990 1996. Construction costs, broken down by
neighborhood, averaged approximately $10 million per year for the
last six years. Grant monies played a great role in the funding of
these projects: $30 million came from City funds, $25 million
from grants. Council was very appreciative of this graphical
presentation and praised the staff for their efforts.

Attorney Noe read A RESOLUTION OF THE CITY COUNCIL
OF TUKWILA, WASHINGTON SUPPORTING THE EQUITY
AND DIVERSITY COMMISSION OF TUKWILA.

Councilmember Hernandez reported the South Central School
Board supports this resolution which was brought to them by the
Equity and Diversity Commission of Tukwila. Hernandez said she
would like council's confirmation and approval of the resolution
and feels the commission will encompass more of the community.
They are looking for a more broad representation from the whole
city and invite interested persons to attend their next meeting on
January 9th at 5 p.m.

MOVED BY EKBERG, SECONDED BY CARTER, TO
ACCEPT AS COMPLETE THE SR181 /S.180TH ST. BRIDGE
WIDENING AND INTERSECTION IMPROVEMENT PROJECT
WITH PROGRESSIVE CONTRACTORS, INC. AND TO
RELEASE THE RETAINAGE. MOTION CARRIED 7 -0.

THE PROPOSED ORDINANCE BE READ BY TITLE ONLY.

Attorney Noe read AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF TUKWILA, WASHINGTON, RELATING TO
BUSINESS LICENSES, AMENDING CHAPTER 5.04 OF THE
TUKWILA MUNICIPAL CODE TO CLARIFY PROCEDURES
FOR DENIAL OR REVOCATION OF BUSINESS LICENSES;
REPEALING ORDINANCE NOS. 537, 583, 633, 1196, 1589
AND 1678; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.
MOVED BY HAGGERTON, SECONDED BY LINDER, THAT
ORDINANCE NO. 1788 BE ADOPTED AS READ.*
MOVED BY MULLET, SECONDED BY DUFFLE, TO AMEND
THE FIRST SENTENCE OF SECTION 5.04.030 OF THE
PROPOSED ORDINANCE TO READ AS FOLLOWS: UPON
REVIEW AND APPROVAL OF THE APPLICATION. THE
CITY CLERK SHALL ISSUE A LICENSE TO THE
APPLICANT. MOTION CARRIED 7 -0.

Mayor Rants thanked Council and staff for all of their
accomplishments in 1996.
Councilmember Duffie echoed Mayor Rants' sentiments and
announced he will host another dance on February 8, 1997.
Councilmember Hernandez reported she attended the Government
Affairs Committee luncheon on December 10th and the Seniors
luncheon on December 1 lth. Hernandez said seniors she spoke
with were very complimentary about the City's senior recreation
program.
Council President Carter reported she attended the Chamber of
Commerce luncheon on December 13th. She will be attending an
Welfare Reform Summit, an ACC meeting, and a SKATBD
meeting this week.
Councilmember Ekberg wished everyone a happy holiday season.
Councilmember Mullet said he enjoyed working with staff at
committee meetings and thanked them for making his job "a little
bit easier
Councilmember Haggerton attended the Government Affairs
luncheon and the Highway 99 Action Committee meeting on
December 1 lth. He praised the Action Committee for the
professional manner in which they conducted their meeting.
Haggerton said he also enjoyed attending the tree lighting
ceremony and the Christmas party held in the Council Chambers.
Councilmember Linder thanked staff and council for her first year
on the Council. She termed it a "great learning experience
Don Williams distributed the new community center brochure
which will be available at various locations throughout the city.
Williams reported that Baker Commodities had donated $2,000
towards the veterans memorial that will be installed and dedicated
at the center early in 1997.
