M I N U T E S Mayor Pro Tem Hill called the Special Meeting to order at 7:05 P.M. GARDNER, TRAYNOR, HILL, SAUL, MRS. PESICKA. Mayor Pro Tem Hill stated the purpose of the Special Meeting was to award the bid on the construction of the new City Hall. He stated Tom Emrich, Mithun Associates, would explain the alternates on the bid. Mr. Emrich stated Roxbury Construction had submitted the low bid of $1,397,670. He said the alternate bids included Alternate 1 which offered a substitution of asphalt shingle roof rather than the cedar shingles; Alternate 2 offered asbestos board material; Alternate 3 deleted the off -site sanitary sewer; Alternate 3 deleted the off -site sanitary sewer; Alternate 4 provided for extension of smoke detection system in the amount of $6,310. He said it was their recommendation to accept Alternate 4. It is in line with what the Fire Department had requested for the building. Al Pieper, Building Inspector, said he would like to see deletion of the wood shingles. He said he felt the cost of the cedar shingles was too much, wood leaks faster than the asphalt shingles, and they are a greater fire hazard. Discussion continued about the cost of cedar shingles versus asphalt shingles. MOVED BY TRAYNOR, SECONDED BY SAUL, THAT THE LOW BID SUBMITTED BY ROXBURY CONSTRUCTION BE ACCEPTED AND THE ARCHITECT'S RECOMMENDATION BE ACCEPTED WITH RESPECT TO ALTERNATES 1, 2, 3, AND 4. Mr. Emrich stated his recommendation is not to accept Alternates 1, 2, and 3, but accept Alternate 4. *CARRIED. Mr. John D. Urbina, Foster Marshall, Inc., stated he was working on the sale of the councilmatic bonds to finance the construction of the City Hall. MOVED BY MRS.
