Council President Hill called the Committee of the Whole Meeting to
order at 7:45 P.M.
MOVED BY TRAYNOR, SECONDED BY MRS. PESICKA, THAT THE MINUTES OF THE
COMMITTEE OF THE WHOLE MEETING HELD JULY 25, 1977 BE APPROVED AS
PUBLISHED. CARRIED.
The letter from Mr. Popejoy was read. He expressed serious concern
about sliding if any excavation of dirt occurs on Bluff Street below
his residence. He said the bank behind his residence has stabilized
in recent years and he was amazed at the vertical bulldozer cuts on
Bluff Street to a depth of several feet. His letter stated a soil
analyst had inspected the excavation and the unstable nature of the
ground confirms that a positive restraint is necesarry to preclude
the maple trees and part of his backyard from sliding. He requested
the City's intervention and suggested the City solicit advice from a
soil analyst as to what should be done. Kjell Stoknes, OCD Director,
stated a soils analyst had come in before Mr. Popejoy's letter was
received and his report will be forthcoming. Whatever is recommended
by the soils analyst will be reported to the Council. He said there
had been some soil movement there for some time. Mr. Popejoy said the
digging would cause the loss of his maple trees in about one year.
He said he thought a bulkhead would not provide the necessary restraint.
Something will have to be done before the rains start or his whole
backyard will slide. His home is about 10 feet from where the back
drops off. Mr. Stoknes said the soils report has given them some
suggestions for taking care of the problem and they are waiting for
more specific recommendations in the report. Mr. Popejoy said he
did not know how anything like this could happen. The entire length
of his property has been excavated. Councilman Traynor said he and
Councilman Bohrer had walked over the trail about two weeks ago and
he agreed there was cause for conern. Councilman Gardner said he had
walked over the trail, too. Mr. Stoknes said a bulldozer had been
brought in and they had tried to eliminate a cut of more than two
feet. The part -time trails supervisor was to supervise the bulldozer
operation. Stairs had to be built and the bulldozer ended up with a
5 foot cut. The next morning the trails supervisor had expected
the bulldozer at 8 a.m. and the bulldozer showed up at 7 a.m. and
worked an hour before the trails supervisor arrived, so the problem
was increased. He said the estimated cost to stabilize will be about
$5,000 and it can be absorbed in the OCD budget. Councilman Traynor
said we know we have a problem and he felt sure Mr. Stoknes would
take care of it. Mr. Stoknes said he would like to have the authoriza-
tion for the engineering. Councilman Saul asked if the bulldozer has
insurance. Mr. Stoknes said as soon as the soil analysis report is
received the information will be given to the Council. Council
President Hill said the matter would be considered at the regular
Council Meeting on August 15, 1977.
Kjell Stoknes, OCD Director, explained the rezone application. He
read the recommendation stating the Planning Commission recommended the
City Council reclassify to C -2 that portion of the subject site lying
west of the Arco site and approximately 165 feet in depth and reclas-
sify the remainder of the site to RMH, subject to recommended stipula-
tions. Council President Hill said the proposed project will cover
up an eye sore that has been there for years. Councilman Saul asked
if the exit signs on the freeway will indicate the type of services
that are offered nearby as they do in Oregon. Mr. Bob Smith, architect
for VIP's, stated he was aware of the signs in Oregon and Washington,
but the signs are for rural areas. He said they would like to be able
to put them up but this is an urban area and they would not be available
for Tukwila.

The meeting was called back to order by Council President Hill with
Council Members present as previously listed.
Al Pieper, Building Official, stated the maintenance shops are one
of the heaviest users of energy. Most of the energy consumed is used
for heat. The energy used for operation of equipment is about the
same month to month so the differences in cost is due to heat usage
in the winter months. He proposed to insulate the ceiling area, the
area of side walls from 8 feet high to the ceiling and the roll up
doors. The estimated cost is between $5,000 and $6,000. The estimated
time to recover the cost through heat savings is 3 to 5 years at the
rate of $1,000 to $1,200 per year. He added funds for this project
are available within the Building Department budget. He said he
had bought paper goods for the year at a savings. He would buy next
year's supply but he did not want to have to move them to the new
building. Councilman Traynor said he had seen graphs and he thought
this was a good place to try this out.
MOVED BY SAUL, SECONDED BY MRS. PESICKA, THAT THE COUNCIL CONCUR WITH
MR. PIEPER'S RECOMMENDATION AND AUTHORIZE HIM TO EXPEND THE MONEY TO
UP -DATE THE CITY SHOPS. CARRIED.
Kjell Stoknes, OCD Director, said the refurbishment of the Thorndyke
building for use as a Senior Facility is primarily aimed toward im-
proving the building from a functional standpoint. The new construc-
tion must respond to a reasonable level of desired aesthetics. The
location of the facility in the heart of a single- family residential
neighborhood must be of principal concern to use in the design of the
exterior if the ultimate goal is to provide a benefit to both senior
citizens and residential neighbors alike. The shed roof offers no
structural advantage in design. Its only useful quality is protection
from weather; the nature severaly detracts from the exterior design
of the facility as well as the residential character of the neighbor-
hood. The architect was instructed to include a reasonable eave over
the ramp and porch. Mr. Stoknes said they would be meeting with the
Seniors again in about two weeks to get their input.
Kjell Stoknes, OCD Director, said based on the findings and conclusions
the Planning Division recommended the City Council approve the final
plat only after fulfillment of all criteria details set forth in the
Subdivision Code and with the stipulation recommended by the Planning
Commission. He said he also recommended that a 10 foot walkway be
added to the resolution. Councilman Saul agreed this was a good
recommendation. Mr. Stoknes said there are about 15,000 employees
in that area and it would be nice to be able to walk to lunch and shop.

TION WITH THE RECOMMENDATION OF A TEN FOOT PUBLIC ACCESS EASEMENT
ALLOWING THE CITY TO PUT IN A SIDEWALK WHEN AND IF THEY WANT TO BE ON
THE AGENDA OF THE AUGUST 15, 1977 REGULAR COUNCIL MEETING.
Mr. Miner, representing Upland Industrial Park, said he did not know if
the sidewalk would present any problems. He said representatives from
the company would be there next Monday when action is taken. Mr.
Stoknes said he would like the 10 foot easement made available for the
City to improve when there is a need for it.
Kjell Stoknes, OCD Director, said the City of Tukwila has entered into
an agreement with Renton, Auburn, Kent, and King County to participate
in working out a flood control interim policy and regulatory plan.
However, no monies were released by King County to Tukwila for the
purpose of participating in this program. There was a suggestion that
a CETA employee may be available. Mr. Stoknes said the problem in
hiring a CETA employee is that the employee has the advantage of

learning much and has access to the records. At the end of the year
they are an asset to the City and should be kept on. John McFarland,
Administrative Assistant, said there is nothing that requires a CETA
employee to be hired full time if he works six months. The purpose
is to create full time employment; but there is no contractual stipu-
lation. Councilman Saul said the Council is going into budget discus-
sion next month and he thought the Council should not talk about new
employees until budget time. Mr. Stoknes suggested Tukwila participate
to the extent of attending the meetings on the Valley Storm Drainage
and get copies of the minutes of the meetings.
Kjell Stoknes, OCD Director, said this is a low priority item and he
would like to sit on it until we hear what Kent does on it. Council
President Hill said that was agreeable.
Carl Stixrood, Planning, explained the revised plans for landscaping
the new City Hall. He explained the landscaping as it had been
suggested by the Park Commission. It had been suggested by the Park
Commission that the back bank not be completely screen as long as it
has ground cover. It was suggested that tree screening be left on
east side perhaps using deciduous trees and shrubs instead of evergreen.
The Park Commission had liked the idea of using the basement of the
City Annex building for storage and building a gazebo above it.
They recommended adoption of the master landscape plan as prepared by
Mr. Stixrood for City Hall. Councilman Gardner said he had thought of
a Japanese type landscaping. He said he would suggest grading the loca-
tion as planned and then leave the landscaping until the building is
up so it could be better visualized. Council President Hill said he
would like Mr. Stixrood to get together with Tom Emrich and work
out the details and it would be considered at the next regular meeting
of the Council on August 15, 1977.
Councilman Pesicka said last May the Council took a ride on the bus
and noted unsightly conditions on the east side of Interurban Avenue.
She stated nothing has been done about it. Al Peiper, Building
Official, said the codes are hazy but they are tying to take action.
He said he had talked to the man at Tukwila Grocery about his signs.
Councilman Pesicka asked if the Council could make up an ordinance
that states if property is not cleaned up the City will do it and put
a lien on the property until the bill is paid.
John McFarland, Administrative Assistant, said a claim had been filed
against the City as a result of an accident that occurred on July 18,
1977 at 2:30 a.m. The accident resulted in a fatality. He said the
claim had been turned over to the insurance carrier.

EXECUTIVE SESSION TO DISCUSS THE FIREMEN'S CONTRACT. CARRIED.
The Executive Session was called to order by Council President Hill
with Council Members present as previously listed. Hubert Crawley,
Fire Chief, and John McFarland, Administrative Assistant, were also
in attendance.

ADJOURN. CARRIED.
