MINUTES
COMMITTEE OF THE WHOLE MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Councilmember Seal called the Tukwila City Council meeting to order at 7:06 p.m. and led the audience
in the Pledge of Allegiance.
OFFICIALS
Present were Councilmembers Joe Duffie, Joan Hernandez, Dennis Robertson, Verna Seal;
Kathy Hougardy, De'Sean Quinn.
Council President Ekberg was not present.

CITIZEN COMMENTS
Thomas McLeod, 10317 37 Avenue South, explained that he is opposed to the Council's adoption of
Ordinance No. 2323, relating to the January 1, 2016 ban on social card rooms within the City.
Mr. McLeod indicated that he has listened to the audio recording from the February 22, 2011 meeting,
and he feels the Council acted quickly in making the decision. He urged the Council to revisit the issue
and adopt a new ordinance with a different conclusion.
PUBLIC HEARING
Comprehensive Plan Amendments for the Manufacturing Industrial Center (MIC).
The application being considered is from the City of Tukwila, with a request to approve Tukwila Planning
Commission recommendations for Comprehensive Plan and Zoning text changes for the Manufacturing
Industrial Center in the general vicinity of East Marginal Way South /Duwamish River between South 126
Street on the south and South 82 on the north.
Policies and uses for the Manufacturing Industrial Center are being considered as part of the regular
review /update of the Comprehensive Plan as required by the State of Washington Growth Management
Act. The recommended revisions affirm that the MIC should continue to be primarily for industrial activity
and make certain changes to emphasize that status.
Rebecca Fox, Senior Planner, explained that the Manufacturing Industrial Centers were established
through the King County Countywide Planning Policies, and there are 4 MIC areas within King County.
The MIC areas are intended to preserve and protect local manufacturing and industrial businesses and
jobs. Ms. Fox utilized a PowerPoint presentation to update the Council on the MIC update
recommendations. The following key points were highlighted:

Background Reoort of the MIC:
Staff prepared the Manufacturing Industrial Center Background Report, including a review of applicable
policies and regulations and an overview of economic and physical conditions. The City Council was
briefed on the document in October 2010.
Public Involvement/Inout on MIC:
After preparing the Background Report, staff sought input and involvement from stakeholders and
interested individuals through a survey process. In February 2011, the City Council directed staff to
conduct a public workshop to elicit additional comments.
Staff utilized the following to solicit public involvement:
Information on Manufacturing Industrial Center update, including all materials and
meetings, posted on City website
Mailings to property owners and tenants in the MIC, as well as Low Density
Residential within 500 feet of the MIC boundary
Targeted mailing to selected MIC businesses
Notices in "The Hazelnut" and "Tukwila Reporter'
Phone and in- person interviews with stakeholders
On -line surveys and comment form
Public workshop on Issues and Opportunities recommendations
Planning Commission meeting and public hearing
Issues and Opportunities Reoort:
Staff assessed MIC issues and opportunities in light of current and anticipated conditions, the
Comprehensive Plan vision, and stakeholder comments, and prepared an Issues and
Opportunities Report, including recommendations. The Planning Commission conducted a public
hearing on the Issues and Opportunities Report on April 28, 2011.
Public Input and Open House on the Issues and Opportunities Report:
A public workshop and open house on the Issues and Opportunities Report was held on April 14, 2011.
Attendees of the open house commented on railroad operations near Allentown; alternate routes for truck
traffic to the BNSF yard; desire for more amenities within the MIC, such as restaurants /coffee shops etc.,
for employees; and the importance of maintaining'the health and industrial character of the MIC.
7:27 p.m. Councilmember Seal opened the Public Hearing and called for public comments.
Melissa Hart, Deputy City Clerk, acknowledged receipt of 1 written comment received in the City Clerk's
Office relating to the Comprehensive Plan amendments for the Manufacturing Industrial Center. The
following written comment was distributed to the City Council and referenced into the record:
1. A letter from R.W. Thorpe Associates, Inc. dated June 1, 2011, requesting the Council support the
staff recommendation of lifting the current moratorium.
There were no public comments.
7:27 p.m. Councilmember Seal closed the Public Hearing.
SPECIAL ISSUES
a. Comprehensive Plan Amendments for the Manufacturing Industrial Center (MIC).
Councilmember Quinn indicated this item was discussed at the Community Affairs and Parks Committee
meeting on May 23, 2011. The committee members were unanimous in recommending approval.
The City's Manufacturing Industrial Center, the area covered by the MIC /H and MIC /L zoning districts, is
an important regional center of industrial activity. It is one of the four regional centers of industrial activity
designated in King County's Countywide Planning Policies. This designation reflects the corridor's long-
standing industrial use and its current importance in the regional economy.

If approved, the two ordinances before the Council will provide Comprehensive Plan and Zoning text
changes for the Manufacturing Industrial Center in the general vicinity of East Marginal Way
South /Duwamish River between South 126 Street on the south and South 82 on the north.
Nora Gierloff, Deputy Community Development Director, explained that Ordinance No. 2277 established
a moratorium on the acceptance and issuance of applications for certain non industrial uses within the
Manufacturing Industrial Center zones. She explained that staff could also include an ordinance
repealing the moratorium for Council review and adoption at the next Regular Meeting.
The Councilmembers exchanged comments and asked clarifying questions of staff on this issue, and it
was determined that an ordinance to repeal the moratorium should be brought to the next Regular
Meeting.

b. Fireworks permit for the City's July 4 th Event.
Councilmember Hougardy indicated this item was discussed at the Finance and Safety Committee
meeting on June 6, 2011. The committee members were unanimous in recommending approval.
Don Tomaso, Fire Marshal, explained the City has received an application for a public fireworks display at
Starfire Sports complex in conjunction with the City- sponsored Family Fourth of July event. The Council
is being asked to approve the permit.

c. Interlocal agreement with the City of Kent regarding permitting authority for Tukwila South.
Councilmember Quinn indicated this item was discussed at the Community Affairs and Parks Committee
meeting on May 23, 2011. The committee members were unanimous in recommending approval.
Jack Pace, Community Development Director, explained the approved mitigation plan of the Tukwila
South Project includes mitigation of Wetland 11 that lies south of South 204 Street in the City of Kent.
The proposed Interlocal Agreement grants Tukwila the permitting authority for the wetland mitigation area
and the processing of a boundary line adjustment of the drainage district parcel that crosses the
jurisdictional boundaries.

d. Bid award for the Interurban Avenue South Gravity Sewer Project.
Councilmember Quinn indicated this item was discussed at the Utilities Committee meeting on
May 24, 2011. The committee members were unanimous in recommending approval.
Bob Giberson, Public Works Director, explained this project will remove Sewer Pump Station No. 7 and
replace it with sewer pipe fed by gravity along Interurban Avenue South. The project was advertised for
bids on April 14 and April 21, 2011. The City received 5 bids that were opened on April 28, 2011 and R.L.
Alia Company was the low bidder, in the amount of $746,176.80.

e. A resolution approving the Transportation Improvement Program for 2012 -2017.
Councilmember Hernandez indicated this item was discussed at the Transportation Committee meeting
on June 6, 2011. The committee members were unanimous in recommending approval.
Robin Tischmak, City Engineer, explained the Transportation Improvement Program (TIP) is required by
state law to be updated annually. The TIP is primarily a financial planning document for projects

competing for grants. Any project submitted for federal grant funding must be included in the local,
regional and state adopted TIP's.

f. A resolution in support of the ballot measure on the formation of the Tukwila Pool Metropolitan
Park District.
Kimberly Matej, Council Analyst, explained the City Council requested staff prepare a draft resolution in
support of the August 16, 2011 ballot measure to form a Tukwila Pool Metropolitan Park District.
Councilmember Robertson requested edits to the 5 th Whereas clause to read: "WHEREAS, the Tukwila
City Council collectively believes the Tukwila City Pool provides a benefit to Tukwila and surrounding
communities as a multigenerational facility that offers health, a-Rd recreation, and public safety benefits to
all ages and enhances the quality of life; and"
He also suggested a new Whereas clause be added to the resolution to emphasize the public safety
element associated with swimming lessons as a life saving skill. He suggested language to reflect that
the City Council feels strongly that teaching swimming lessons is a basic public safety activity, especially
for children. He feels this addition would strongly emphasize the importance of the safety aspect of the
pool.
Ms. Matej indicated she would work on the revised resolution language, and it would be included in the
agenda packet for the next Regular Meeting.
The Councilmembers exchanged comments and asked clarifying questions of staff on the above topic.

REPORTS
a. Mayor
Mayor Haggerton explained that on June 9, 2011, he participated in a meeting with members of Senator
Patty Murray and Senator Maria Cantwell's local offices relating to the Burlington Northern Santa Fe
Railroad issues affecting the Allentown area. On June 10, 2011, he attended the graduation event at
Foster High School. He explained he will be part of the City's delegation attending several meetings in
Washington D.C. June 14 through June 16, 2011 with the City's Congressional delegation.
Mayor Haggerton announced that Steve Lancaster, City Administrator, has notified the City that he will be
retiring from the City, and his last day will be July 29, 2011. He thanked Mr. Lancaster for his service to
the City. He also reminded the Council of the June 17, 2011 King County awards ceremony that will be
held at the Delta Masonic Hall, located at 13034 41st Ave. South. The City, along with Friends of the Hill
and Cascade Land Conservancy, will be the recipient of the John D. Spellman Award for Exemplary
Achievement in Historic Preservation for the work on the Duwamish Hill Preserve.
b. City Council
Councilmember Hernandez attended the June 11, 2011 Historical Society Gala Auction Committee
meeting.
Councilmember Robertson explained that the Fire Exploratory Committee has cancelled its June and July
meetings. The cancellation of the meetings will allow the Committee to review and analyze the financial
data that has been presented. He also attended the most recent Water Resource Inventory Area 9
(WRIA9) meeting.
Councilmember Hougardy hosted the June 12, 2011 Council Coffee Chat.

Councilmember Seal relayed that the Community Affairs and Parks Committee was updated on code
enforcement issues.
c. Staff
Steve Lancaster, City Administrator, indicated he will be out of the office June 15 June 20, 2011.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
Kimberly Matej, Council Analyst, reminded the Council of the June 21, 2011 Joint City Council Tukwila
School Board meeting. She explained that she is working with the City Attorney on a future Ethics Policy
review, at the request of the Council. Ms. Matej will email the Council a possible date for the policy
review.
