BEGINNING WITH ITEM 5. CARRIED.
Councilman Van Dusen said he would like to return to Item 4 of the
Agenda of August 22, 1977. This item was discussed on August 22,
1977 but two people requested a change in the Comprehensive Plan and
due to the time it was not acted upon.

WITH ITEM 4 OF THE AGENDA OF AUGUST 22, 1977 CONCERNING THE PROPOSED
ORDINANCE ADOPTING A NEW COMPREHENSIVE LAND USE PLAN FOR THE CITY
AND ITS DEFINED PLANNING AREA. CARRIED.
Councilman Van Dusen said Jack Bryant, architect, and Mr. Barnes
wished to change the Comprehensive Plan in the area between Klickitat
Drive, the City line, and 160th, to multi- density.

USE MAP IN THE AREA BETWEEN KLICKITAT DRIVE ON THE EAST AND NORTH,
160TH ON THE SOUTH, FROM A LINE EXTENDING FROM 51ST AVENUE ON THE
WEST BE CHANGED TO MEDIUM DENSITY.
Fred Satterstrom, Planning, said the Planning Commission had recom-
mended medium density for this area. Staff had suggested a revision
so it would follow a 250 foot contour line. Council President Hill
asked about the elevation. Mr. Satterstrom said it was from 10 to
30 feet. Ernest Onorati, audience, said he lived in the general vic-
inity of the area being discussed. He had attended two or three
meetings on this subject with 200 to 250 people in attendance. They
had all recommended this area remain single family. They do not
want apartments. Fred Satterstrom said with the medium density des-
ignation four plexes could be built that would be two to three
stories high. Dennis Robertson, audience, said he was present at
the meetings. The argument was not only that they wanted to stay
single family, it was the fact that apartments affect the way of
life, there would be a crowding in of people, the schools would be
affected, the traffic and noise would be increased. Once they
start building apartments in the area the whole area will go for
apartments. Councilman Gardner said the Comprehensive Plan should
last for a long time; the more restrictive it is the more it will
have to be changed. Leo Sowinski, audience, said everyone was aware
of Klickitat being crowded with people trying to get to Southcenter.
Councilman Van Dusen said it seems that two years ago the Department
of Public Works said the traffic on Klickitat would be solved with
the new bridge. Council President Hill said we would know when the
bridge is opened. Jack Bryant, architect, said he thought the traf-
fic problem was solved. Robert Crane, audience, said this motion is
directly opposed to what the Council thinking has been.
*MOTION FAILED, WITH GARDNER AND VAN DUSEN VOTING YES.
Frank Todd, audience, asked what can be built in the area designated
as red and pink (commercial and office). The argument had been
there were too many apartments on 178th. Mayor Bauch stated there
has not been a specific definition for the office designation.
Mr. Satterstrom said in the area referred to by Mr. Todd, the red
(commercial) is too steep and probably will not be developed. He
said it was his understanding that apartments would not be allowed
in the office designation (pink). Fred Satterstrom, Planning,
pointed out on a wall map the area on Tukwila hill and stated there
had been a discussion the previous week on the crest of the hill.
With an overlay he showed a buffering zone between the residential
designation and the high density that would be medium density resi-
dential.

THIS TYPE OF TRANSITIONAL PLANNING IN THE COMPREHENSIVE PLAN.
Council President Hill said there are people in that area who have
been paying R -3 taxes. What will happen if they say they want
this in apartments? Mr. Satterstrom said it would then be time
to amend the Comprehensive Plan. Council President Hill said he
would like to see a Comprehensive Plan that the Council would not
have to go back and amend. Mr. Satterstrom said this plan is in
conformance with current development trends. Council President
Hill said the big question has been where was the crest of the hill?
Mr. Satterstrom said it is not technically on the crest of the
hill, it diverts a bit and is not strictly geographic. Council
President Hill said he was wondering about the yellow designation
along Interurban Avenue that is a cliff. He asked who was going
to build single family there? He said he thought it should be
designated the same as the property around it. Mayor Bauch said
during the tour questions were asked how Canyon Estates came to be.
We had been told it was a steep bank, yet apartments were put
in all over. This same thing could happen to that area. If it
remains R -1 we will know what to say if someone comes in to build.
Maxine Anderson, audience, said she was one of the residents living
on South 153rd. She said she had lived there when it was an ideal
residential street. The residents had signed petitions stating
they did not want apartments, yet the City Council let the Canyon
Estates be built at one end of the street and the San Juan Apartments
at the other end. Recently the Council approved a request for
additional apartments to be added to the San Juans. Vicki
Schlidmeyer, 5821 52nd Place, No. 1, said apartments do mean more
traffic and more noise, although people in apartments have a
right to live there. There are lots of benefits to be gained by
limiting apartments. She said she liked the idea of a buffer zone
as proposed by Mr. Satterstrom.

Mr. William H. Mudd, audience, said he would like to correct a
statement appearing in the August 28 edition of the Highline Times.
It quotes Mayor Bauch as stating that the impetus for the anti
annexation drive in the McMicken Heights area had come solely from
the volunteer firemen of McMicken Heights. Their motivation is
entirely self serving because they fear the loss of their fire
department in the event of annexation. He said this information is
not true. He stated he is the only volunteer fireman of that
district who has in the past or is now actively involved in the
anti annexation drive. The Citizens Committee Against Annexation
was made up of three members of the McMicken Heights Improvement
Club Board, himself, and many community members at large. Council-
man Pesicka said the Council is not trying to annex that area.
If they want annexation they will have to come to the City, as
areas have done when they want annexation.
Fred Satterstrom said the intent of the proposed ordinance is to
restrict development in the City that would be contrary to the
Comprehensive Plan. He said the gist of the ordinance has been
presented in Section 3 where it says until such time as the zoning
ordinance and map is brought into conformance with the new Compre-
hensive Land Use Plan or until the term of this ordinance, applica-
tions for all building, grading and all related permits received
by the City which are not consistent with said Comprehensive Land
Use Plan shall require a waiver and approval thereof by the City
Council prior to processing of the permit by the City. Applications
of the City not consistent with the Comprehensive Land Use Plan
shall also require a waiver. The City shall not process any
application for an appropriate permit until such time as a
complete application is received. Also, a waiver shall not be
granted unless a majority of the Council finds that the proposed
action will not: (1) Be materially detrimental to adjacent
properties; or (2) Contain any significant, negative environmental
impact which will not be mitigated to a condition similar to
existing conditions; or (3) Be contrary to the goals and policies
as established in the Comprehensive Land Use Plan. The Council

will analyze each waiver request. Chris Crumbaugh, representing
the Segale family, said he had followed the comprehensive plan
from the beginning for about three years. He said zoning has be-
come tighter and tighter and Tukwila has been a leader of land -use
in the State. Councilman Van Dusen said he was disturbed with
this ordinance for several reasons. It has been said the Comprehen-
sive Plan is not a zoning map. He said to him it seems a zoning
map. Councilman Bohrer said the City has been working on the Comp-
rehensive Plan for three years. He said he did not accept the fact
that this ordinance is the same as zoning. The maps and lines
that have been drawn are not site specific, they are geographic.
Councilman Van Dusen said the map appears to be site specific
because roads and streets have been used as lines.

Councilman Van Dusen said in considering this proposed ordinance
there are a lot of things to be considered. The Council will have
to look at the waivers that will be coming in, and see if the City
has the manpower to process them. Chris Crumbaugh, audience, said
he thought problems would come up because boundaries are not clear.

The meeting was called back to order by Council President Hill
with all Council Members present as previously listed.
City Treasurer Mae Harris explained the bond issue, stating the
funds would provide a part of the cost of constructing and equipping
a new City Hall. She said the groundbreaking ceremony would take
place Thursday, September 1, 1977 at 4:30 p.m. She said there
was a time element on passing the ordinance.
MOVED BY SAUL, SECONDED BY VAN DUSEN, THAT THE PROPOSED ORDINANCE
PROVIDING FOR THE ISSUANCE OF $1,500,000 OF LIMITED GENERAL
OBLIGATION BONDS BE ON THE SEPTEMBER 6, 1977 AGENDA OF THE REGULAR
COUNCIL MEETING. CARRIED.
Mayor Bauch explained the proposed ordinance show the monies given
to the City by the University of Washington and the fact that the
City spent it for a planning division intern.

Councilman Van Dusen said he was making reference to the voucher
that had been withheld for payment for sun glass for an employee.
He stated the employee who had submitted the voucher had found
others had received sun glass and he did likewise, the Council just
happened to note this voucher was for sun glasses.

NO. 3189, BE RESUBMITTED AT THE SEPTEMBER 6, 1977 REGULAR COUNCIL
MEETING.
Council President Hill said he thought it was not the intent of
the Council that sun glasses be paid for through employee optical
benefits. He said he thought the presented voucher should be paid
as the Council had not previously defined optical benefits. Mayor
Bauch said he would issue an Administrative Procedure to cover
this matter until the Council wants to take legislative action.

Fred Satterstrom, Planning, said Gary Crutchfield was in attendance
and would answer any questions the Council might have. Gary Crutch-
field gave a brief run -down on the Community Development Plan. He
said the City had about $14,000 the past two years and with this
year's it would total about $28,000. He said the three year plan
is now expiring and the 1978 -1980 program requires a new plan. It
is an updated version of the Plan prepared in 1976. He said inasmuch
as King County has indicated the Plan be submitted by September 1,
it is recommended the Council have a public hearing on September 6
and adopt the Plan that night by Resolution. This will allow
the document to be submitted by September 9, 1977 which is an exten-
sion on time.

COMMUNITY DEVELOPMENT PLAN (1978 -1980) BE HELD ON SEPTEMBER 6, 1977
AND THE PROPOSED RESOLUTION BE ON THE SEPTEMBER 6, 1977 AGENDA OF
THE REGULAR COUNCIL MEETING. CARRIED.
Council President Hill said the Council should consider the 1978
budget goals. He said most of the 1977 goals were either completed
or in process of completion. Mayor Bauch said the schedule was
by September 12 the City Clerk would request budget estimates
from all Department Heads and by September 26 the budget estimates
would be filed with the City Clerk. He said this would be a tight
schedule if the Council intends to use a zero base budget. Council-
man Saul said when the City moves to the new City Hall we may see
some personnel changes or switches. Mayor Bauch said we could
expect some economy in the secretarial and clerical field, as
the Departments would be in closer contact and work load could be
distributed. Councilman Pesicka said the policy of no new employees
would have to change if we intend to keep the Police Station open
24 hours a day. Suggestions for a date to consider the 1978 budget
policy goals was discussed.
MOVED BY SAUL, SECONDED BY PESICKA, THAT THE COUNCIL DISCUSS BUDGET
POLICIES ON SEPTEMBER 9, 1977 AT THE SEMINAR. CARRIED.
Council President Hill said a letter from Jack N. Bryant, Architect,
had been received by the City Council requesting a letter stating
specific reasons for denial of a waiver from Resolution No. 489.
Council President Hill said the Council could answer the letter
but he felt it would be better for Deputy City Attorney Larry Hard
to answer the letter.

DIRECTED TO ANSWER THE LETTER FROM JACK N. BRYANT. CARRIED.
Councilman Van Dusen said it was good to see the residents of the
apartments in attendance at the meetings.
Councilman Van Dusen said there is a rockery in front of the tennis
court that is not obvious from a distance. He recommended some
kind of a low fence so a child would not run and fall over it.
Mayor Bauch stated the City Hall groundbreaking ceremoney would
take place on Thursday, September 1, 1977 at 4:30 p.m.
