(E98-0008) Dear Michael: Per your request, I visited the site to determine its approximate location in relation to the Osprey Nest that was mentioned in the SEPA determination. The Osprey Nest appears to be on a support pole for the Seattle City Light transmission lines near the intersection of S. 112th Ave and Pacific Hwy. S. Based upon my review with available maps and assessors records, it would appear that the proposed monopole is just outside the 440 yard area that would require the submittal of a timing plan to the Department of Fish and Wildlife. An area classified and mapped as priority habitat must have one or more of the following attributes: • comparatively high fish and wildlife density • comparatively high fish and wildlife species diversity • important fish and wildlife breeding habitat • important fish and wildlife seasonal ranges • important fish and wildlife movement corridors • limited availability • high vulnerability to habitat alteration • unique or dependent species A priority habitat may be described by a unique vegetation type or by a dominant plant species that is of primary importance to fish and wildlife (e.g., oak woodlands, eelgrass meadows). A priority habitat may also be described by a successional stage (e.g., old growth and mature forests). Alternatively, a priority habitat may consist of a specific habitat element (e.g., consolidated marine/estuarine shorelines, talus slopes, caves, snags) of key value to fish and wildlife. A priority habitat may contain priority and/or non-priority fish and wildlife species. PRIORITY SPECIES: Fish and wildlife species requiring protective measures and/or management guidelines to ensure their perpetuation. SPECIES CRITERIA Criterion 1. State Listed and Candidate Species State listed species are those native fish and wildlife species legally designated as Endangered (WAC 232-12-014), Threatened (WAC 232-12-011), or Sensitive (WAC 232-12-011). State Candidate species are those fish and wildlife species that will be reviewed by the department (POL-M-6001) for possible listing as Endangered, Threatened, or Sensitive according to the process and criteria defined in WAC -232-12-297. Federal Candidate species are evaluated individually to determine their status in Washington and whether inclusion as a priority species is justified. Criterion 2. Vulnerable Aggregations Vulnerable aggregations include those species or groups of animals susceptible to significant population declines, within a specific area or statewide, by virtue of their inclination to aggregate. Examples include heron rookeries, seabird concentrations, marine mammal haulouts, shellfish beds, and fish spawning and rearing areas. Criterion 3. Species of Recreational, Commercial. and/or Tribal Importance Native and non-native fish and wildlife species of recreational or commercial importance and recognized species used for tribal ceremonial and subsistence purposes that are vulnerable to habitat loss or degregation. January 1996 1 Washington Department of Fish and Wildlife • • PRIORITY AREA: Species are often considered a priority only within known limiting habitats (e.g., breeding areas) or within areas that support a relatively high number of individuals (e.g., regular large concentrations). These important areas are identified in the PHS List under the heading Priority Area. For example, great blue herons are often found feeding along shorelines, but they are considered a priority only in areas used for breeding (see criterion 2). If limiting habitats are not known, or if a species is so rare that any occurrence is important in land -use decisions, then the priority area is described as any occurrence. Priority areas are described with the following terms: Breeding Site: The immediate area and features associated with producing and rearing young (e.g., nest tree, den). Typically, a point location. Breeding Area: The area necessary to support reproduction and the rearing of young; includes breeding sites and may include a disturbance buffer. Lek: An assembly area where sage and sharp -tailed grouse engage in courtship behavior. Artificial Nesting Feature: Man-made features used for nesting (e.g., nest box, platform). Occurrence: Fish and wildlife observation from any source deemed reliable by WDFW biologists. Occurrences may be depicted on maps as either points or polygons and may represent an observation of an individual animal or group of animals. Regular Occurrence: Areas that are commonly or traditionally used by species that do not typically occur in groups. Regular Concentration: Areas that are commonly or traditionally used by a group of animals. Regular Large Concentrations: Areas that are commonly or traditionally used by significantly large aggregations of animals, relative to that expected for a particular species or geographic area. Communal Roosts: Habitat features (e.g., trees, caves, cliffs) that are regularly or traditionally used by a group of animals for resting, hibernation, breeding, or young - rearing. Regularly Used Perches: Habitat features (e.g., trees, cliffs) that are regularly or traditionally used by one or more birds for perching. Haulouts: Areas where marine mammals regularly remove themselves from the water for resting. Migration Corridors: Areas regularly or traditionally used as travel routes between seasonal ranges. Foraging Area: Feeding areas that are regularly used by individuals or groups of animals. Project Description: This SEPA review is for a proposal to locate a 125 foot monopole for an Enhanced Specialized Mobile Radio (ESMR) Base Station in the parking area at the Seattle Police Athletic Association, 11030 East Marginal Way S. The proposed development will include the monopole accompanied by operating equipment located in an 11 foot by 20 foot shelter. Twelve (12) antennae will be affixed to the top of the monopole with up to 3 antennas mounted on each array. Two Global Positioning System (GPS) antennae will be affixed to the monopole. The monopole and accompanying equipment will be used to transmit telecommunication signals. Agencies with jurisdiction: None Summary of Primary Impacts: • Earth The entire site is generally flat with silty sand and topsoil in the area. • Air Negligible vehicle emissions will occur during construction. • Water No dredging or filling from surface water or wetlands. No discharge of waste materials to surface waters will occur. No withdraw or discharge of groundwater will occur. No threatened or endangered species known in area. Public comment associated with this project reported an Osprey Nest located in Seattle City Light right of way approximately one-quarter mile from the project site. • Energy/Natural Resources Electricity will run electronic equipment and telephone services will be provided. Batteries are primary backup if power failure occurs. All equipment will comply with applicable state energy codes. • Environmental Health No significant health impacts have been identified from proposed technology operating at 806-821 and 851-866 megahertz (MHz). Environmental impacts of telecommunication facilities are exempt from environmental review. Minor traffic and construction noise will occur during construction period. No other significant noise will be generated by project. Any noise generated during construction or operation of the facility must comply with Tukwila's Noise Ordinance (TMC 8.22). • Land/Shoreline Use Proposed development is located in the Manufacturing Industrial Center/Heavy (MIC/H) zone. The properties surrounding the proposed development are also zoned MIC/H. A City of Seattle Transmission Line / Cedar River pipeline easement is located approximately 50 feet south of the proposed monopole. A Puget Power easement is located approximately 100 feet to the west of the proposed monopole. No demolition of structures is proposed. The proposal must also obtain approval of a Conditional Use Permit (TMC 18.64). • Housing No housing is proposed nor will development reduce housing. • Aesthetics The proposed monopole for the project is 125 feet high. There are no substantial views of the monopole as the site is surrounded on two side by a hill. The operating equipment will be located in a prefabricated 11 foot by 20 foot concrete shelter. • Light and Glare The tower will not produce significant light or glare. No off-site light or glare will be produced. If so, describe. No. The facility will operate at 806 to 821 and 851 to 866 Megahertz (MHz). Transmissions will be low power (average of 50 watts per channel) with a maximum of twenty channels per antenna. As such, the transmissions will be an average of less than 1% of the Federal Communications Commission (FCC) and the American National Standards Institute (ANSI) standard set forth in IEEE/ANSI C95.1-1992, of 567.3 microwatts per square centimeter. 1. The facility would be remotely monitored for fire, smoke, intrusion and AC power failure by Nextel's 24-hour electronic monitoring system. 2. The proposed facility generates no sounds other than low volume, intermittent noise from the air conditioning units in the equipment shelter. The current use of the site is a private athletic facility, the Seattle Police Athletic Association (SPAA), comprised of offices, an armory, paved parking and open space. The surrounding land uses are as follows: North: Industrial and commercial buildings and warehouses. South: City of Seattle electric transmission lines. East: Electric transmission lines and undeveloped land. West: Industrial and commercial buildings. b. Has the site been used for agriculture? If so, describe. No. c. The proposed radio equipment would be placed inside an 11' x 20' shelter and, therefore, would not be visible to the public. The tower will be steel. The shelter is prefabricated concrete with aggregate exterior. b. What views in the immediate vicinity would be altered or obstructed? None. c. Proposed measures to reduce or control aesthetic impacts, if any: The proposed installation has been designed to pose the least amount of visual impact to the industrial area as technically possible. The tower is proposed at the minimum height necessary to meet the radio coverage objectives. Reducing the height of the proposed tower may create the need for additional 9 towers in the immediate area. The proposed radio equipment would be placed within an existing storage building, and therefore, would be completely screened from public view. 11. LIGHT AND GLARE a.
