Page 1. #6:
Checklist estimates that demolition will occur in Spring, 1998; demolition will likely
take place in mid- to late summer.
Page 2. #8:
The following environmental documents relate to the proposal: Duwamish Corridor
Redevelopment EIS (1992) and related Mitigation Agreement (10/26/93); Resource
Conservation and Recovery Act (RCRA) Consent Order for Corrective Action for Plant
-2 (proposed demolition is within the RCRA Consent Order area).
The site is also within the project area for the Tukwila Manufacturing/Industrial Center
Integrated GMA Implementation Plan and Environmental Impact Statement. The
Integrated Plan and Final EIS were completed in March, 1998. Both the Duwamish
Corridor Redevelopment EIS and the Tukwila Manufacturing/Industrial Center
Integrated GMA Implementation Plan and Environmental Impact Statement analyze
the environmental impacts of a range of development and redevelopment alternatives
on the Boeing properties along the Duwamish River corridor.

The applicant proposes to demolish to the concrete floor, the existing Boeing 2-18
building. This building is an old metal frame structure, closed on three sides and open
on one, used as a storage building for miscellaneous items. The building is
approximately 2000 square feet in size. After demolition, the site will continue to be
used for storage of large containers.

Summary of Primary Impacts:
Earth
The site is generally flat and currently 100% impervious surface except for small
landscape features around some of the buildings at Boeing Plant 2. The site will
continue to be impervious surface when the project is complete. No disturbance of the

ground/soil is anticipated with the demolition of the building, as the existing concrete
pad will be left -- only the three walls will be removed.
Air
During demolition, vehicle and construction equipment emissions and dust will be
released. Dust and vehicular emission from construction is expected. A permit from
the Puget Sound Air Pollution Control Agency (PSAPCA) will be obtained and must
be presented prior to receiving a demolition permit from the City of Tukwila.
Water.
The project site is 30 feet east of the Duwamish River. A Shoreline Substantial
Development Permit has been submitted (File Number L98-0027). The project does
not lie within the floodplain. No dredging or filling of surface waters will occur. No
diversions of surface water will occur. No ground water will be withdrawn nor will
waste materials be discharged into the ground. Storm water runoff will be collected in
the existing Plant 2 stormwater control system. No additional impervious surface or
runoff will be created by the project.
Plants
As noted above, the site is 100% impervious surface with some landscaping features in
the area. No vegetation will be removed or altered as a result of this project..
Animals
The only birds that have been observed near the site are seagulls and crows; no
mammals and fish in the Duwamish Waterway. Temporary erosion control will be
used during demolition to prevent the discharge of any contaminants into the
Waterway.
Energy/Natural Resources
Other than machinery needed to demolish the building, no energy will be used.
Environmental Health
Temporary noise impact due to construction are anticipated. Construction projects of
this type typically produce noise levels which range from 68 to 98 dba at 50 feet from

the specific equipment. Demolition will be limited to daylight hours to limit the effect
of noise created by the demolition.
Land/Shoreline Uses
The storage shed is part of the Plant 2, Boeing airplane manufacturing facility along
East Marginal Way South, which contains a number of buildings, some quite large for
the manufacture of airplanes. The Duwamish River is adjacent on the west, with other
aircraft manufacturing buildings on the north, south and east. The current zoning
classification is MatTufacturing/Industrial Center - Heavy (MIC/H). The current
Comprehensive Plan designation is also Manufacturing/Industrial Center - Heavy.
After the removal of the building, the remaining concrete pad will continue to be used
to store containers and other items.

Not applicable.
Aesthetics
Not applicable .
Light/Glare
Not applicable.
Recreation
There is a large Boeing recreational facility in a nearby Plant 2 building.
Historic/Cultural Preservation
Not applicable.
Transportation
This portion of Plant 2 is served by East Marginal Way South and entrance Gate B-60.
No parking will be eliminated or created due to the building demolition. There is a

METRO bus stop adjacent to Gate B-60, which serves the northern half of Plant 2 and
the project site. No additional trips will be generated by the demolition.
Public Services
Not applicable.
Utilities
Utilities currently available at the site include electric, natural gas, water, refuse service,
telephone, storm water and sanitary sewer. No additional utilities are anticipated to be
needed as a result of the building demolition.

assigned planner for the project.
The next step is for you to install the notice board on the site within 14 days of the date of this letter. You
received information on how to install the sign with your application packet. If you need another set of
those instructions, you may obtain them at the Department of Community Development (DCD). Also, you
must obtain a laminated copy of the Notice of Application to post on the board. This notice is also available
at DCD. After installing the sign with the laminated notice, you need to return the signed Affidavit of
Posting to the our office.
This determination of complete application does not preclude the ability of the City to require that you
submit additional plans or information, if in our estimation such information is necessary to ensure the

To demolish, to the concrete floor, the existing Boeing 2-18
building. This building is an old metal frame structure closed on three
sides and open on one, and used as a storage facility, the size is
approximately 2000 sq. ft. (40'x50'). After demolishing the site will
be used for large container staging and storage.
