PSAPCA's. Regulation III, Article 4, requires advance notification be submitted to PSAPCA, on Agency - approved form no. 66-160 (Revised 10/96), for any asbestos project involving materials equal to or greater in size than 10 linear feet or 48 square feet and for any demolition project, regardless of asbestos content, involving structures with a projected roof area greater than 120 square feet. Notices of Intent should be mailed or hand delivered to PSAPCA (address on reverse side) with the appropriate project fee. A PSAPCA representative will review the notification, and if it is completed correctly a copy will be returned by mail within 3 to 5 days to the mailing address entered in box C and box J. Enter the asbestos contractor informarion, or "not applicable" (N/A) for demolition projects when no asbestos- • containing materials are present. For an Owner Occupied, Single -Family Residence asbestos removal project (project category HI), list the asbestos removal contractor or property owner doing the asbestos removal (include property owner's mailing address). Box D. Enter the asbestos removal or demolition site address. For an Owner -Occupied, Single -Family Residence asbestos removal project (project category Hl) where the property owner's mailing address differs from the site address listed in Box D, a letter must accompany the Notice of Intent verifying that the structure located at the site address is currently being used as the property owner's domicile. Emergency asbestos project notifications must be submitted with a letter from the property owner explaining the necessity for the emergency. Project Description: As referenced, this SEPA is for the removal of one building and the partial removal of another. A site plan is included. The demolitions will include removal of concrete floors, foundation, walls, footings and structural fill. Remaining portions of concrete flooring will be connected to a new foundation. Structural components of the existing building will also be used to build new walls. A new dock, ramp and stairs will be created for the remaining portion of the freight house. Additional surface parking and space for vehicular movement will also be created. Agencies with jurisdiction: Puget Sound Air Pollution Control Agency Summary of Primary Impacts: • Earth The entire site is generally flat with gravely sandy loan fill. The existing structures are built on structural fill. Crushed gravel will be used to underlay new asphalt. An erosion control and sedimentation plan will be used. The existing 24,200 square foot demolition area will be replaced with asphalt. Sediment carried onto existing paved roads will be removed by shoveling or sweeping before street washing. A land altering permit is required. • Air Dust will be generated from demolitions. Paving activities will also result in emissions and odors. July 10, 1998 • • • Water No dredging or filling from surface water or wetlands. No discharge of waste materials to surface waters will occur. No withdraw or discharge of groundwater will occur. The site is located approximately 900 feet from the closest edge of the Duwamish River. BNSF will modify three existing catch basins in project area to improve the on-site oil/water separation of runoff. The amount of impervious surfaces will not change as a result of this project. The existing bioswale will not be altered. All construction in and around existing drainage field(s) must comply with Tukwila's Storm Water Management Ordinance. • Plants No anticipated impact. • Animals No anticipated impact. • Energy/Natural Resources Diesel fuel will be used on project and electricity will be sued for office space and street lighting. • Environmental Health All structural fill will be tested for hazardous materials. A PSAPCA Notice of Intent is required prior to issuance of a city of Tukwila Demolition Permit. Noise from the demolitions will occur and will be limited to working hours as allowed by local and state ordinance under WAC 173-60-040 and TMC 8.22.150. Only the activities related to the movement of freight are exempt from night time noise regulations under TMC 8.22. • Land/Shoreline Use The site is located in the Manufacturing Industrial Center/Heavy (MIC/H) zone but is adjacent to residential uses in the Low Density Residential (LDR) zone. As referenced, a 7,400 square foot truck loading dock and a 16,800 square foot portion of a 20,000 square foot warehouse/office building will be demolished. The site is not within a Shoreline or located in a Sensitive Area, as defined by TMC 18.46. • Housing No impact. E98-0013 SEPA Checklist - BNSF Demolitions 12400 - 51st Place S. July 10, 1998 • • • Aesthetics The height of the remaining structure will be approximately 25 feet in height. No views will be obstructed. • Light and Glare Illumination will occur during hours of darkness. No plan has been submitted to ensure that night time lighting will not adversely affecting neighboring residential properties. • Recreation The demolition site is located near the Tukwila Community Center, but no impacts to the facility are expected. • Historic/Cultural Preservation No known places or landmarks. • Transportation Access to the facility will not be impacted by the demolition. The project will not eliminate any parking spaces and no additional space will be provided. No roadway improvements are anticipated for this project. A hauling permit will be required for removal or importing of any material necessary for and produced as a result of the demolitions. • Public Services Proposal will not impact or require specific public services. • Utilities A utility capping permit will be required. Recommendations: MDNS, to include the following condition: 1. The project will involve removal of a 148 foot by 50 foot (7,400 square foot) truck dock and roof, floors, foundation and structural fill. A 60 foot by 280 foot (16,800 square feet) unused section of the existing freight house building, including the concrete floor, foundation, walls, footings, and structural fill, would also be removed. The existing concrete aprons and structural fill around the truck dock would be removed. The northern 120 feet of the freight house is currently used for storage and as office space. This use would remain unchanged as a result of the proposed project. The remaining concrete floor would be connected to the new foundation with a concrete slab. The structural components at the southem end of the existing building would be used to build the new southern wall. A new roll -up door would be placed in the reinstalled end wall with a new dock, ramp and stairs at the southern end of the shortened building. The cleared portion of the site would be paved and used for surface parking and vehicle movement. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other: Flat b. What is the steepest slope on the site (approximate percent slope)? One percent or less. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The existing structure and loading dock are built on structural fill material. The adjacent and underlying soils are classified as Urban land (Ur) which is defined as soil that has been modified by the placement of fill material. The fill is gravelly sandy loam to gravelly loam in texture. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. No fill material would be placed on site. However, crushed gravel will be brought in to underlay the new asphalt. The material would be obtained from local commercial sources. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion control measures will be placed during construction to control potential stormwater erosion. An Erosion and Sedimentation Control Plan (ESCP) will be developed to minimize runoff into adjacent surface water resources. Some mud and/or dirt could be carried off- site during construction on the wheels of trucks. Best Management Practices (BMP's) would be incorporated into the ESCP to minimize movement of mud or dirt off site. No vegetation would be removed; however, some existing grass located along the southern site boundary would be covered by a structural fill stockpile. Any new exposed soil areas would be seeded and mulched. May 20, 1998 3 BNSF South Seattle Yard Improvement g. • • About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The existing 24,200 square feet of impervious roof and concrete surface would be replaced with equal area of asphalt pavement. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any. Erosion control measures such as silt fences will be placed during construction to control potential stormwater erosion. Check dams could be placed in the adjacent drainage swale. An ESCP will be prepared for construction of the project. The site would be paved. The exposed soil stockpile would be seeded and mulched so new vegetation can be established. Where construction vehicle access routes intersect paved roads, provisions will be made to minimize the transport of sediment (mud) onto the paved road. If sediment is transported onto a road surface, the roads will be cleaned thoroughly at the end of each day. Sediment will be removed from roads by shoveling or sweeping and will be transported to a controlled sediment disposal area. Street washing shall be allowed only after sediment is removed in this manner. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Construction would occur during the summer months and is anticipated to be complete by August 31, 1998. Depending on the weather, some fugitive dust could be generated during demolition. In addition, paving activities would release some emissions and odors. After project completion, diesel locomotive and truck exhaust emissions would continue to be released. Train and truck traffic are not anticipated to increase; thus, emissions would not be greater than under existing conditions. b.
