Rants, Mayor epartment of CommUIBlty Developme ; t Steve Lancaster, Director MEMORANDUM To: Steve Lancaster From: Michael Jenkins Date: August 31, 1998 Re: E98-0017, SEPA review of conduit installation by Electric Lightwave, Inc., along Green River Project Description: This SEPA review is for a project by Electric Lightwave, Inc., to install four to eight inch diameter conduits along the gravel shoulder of the Interurban Trail and in the right-of-way . A copy of the proposed route is attached, for those portions of the project that extend in the Shoreline Zone (TMC 18.45), beginning near Gateway Drive, along the Green River and terminating near the intersection of S. 130th Place near 56th Ave S. The project includes a proposal to install a temporary crossing of the Green River through installation of two utility poles for the cabling to cross the River. Plans are attached. Agencies with jurisdiction: • U.S. Army Corps of Engineers • Washington State Department of Fisheries • Washington State Department of Natural Resources • King County Summary of Primary Impacts: • Earth The terrain over the project area is generally flat. Fill soils consist of roadbed, gravel and sandy soil. Native soils include clay and sediment associated with the Green River. Two underground vaults will be required, with excess material not used for backfill transported off site. There will be no increase in impervious surfaces. Installation of the vaults will occur concurrently with installation of manhole coves for vault access. August 31, 1998 • Water The proposal occurs within the Shoreline Zone (TMC 18.44) along the Green River. Conduits will be buried along southside of waterway. Applicant has proposed a temporary crossing of the river, through the installation of poles on either side of the river, with conduit crossing aerially at a height of approximately 52 feet. After crossing, the conduit will again be buried. The applicant has proposed this as a temporary solution until a proposed crossing of the River at 48th Ave S has been constructed. The project, originally proposed as a pedestrian bridge by King County may be revised to include a truck crossing, as proposed by the City of Tukwila. The proposal does not include any filling or dredging nor any discharge of materials to surface waters. No impact of ground waters is anticipated • Plants A variety of ornamental trees, blackberries, horsetail and grasses are located in he project area. It is not anticipated that any vegetation will be removed. If any vegetation is remove, a Tree Permit (TMC 18.54), may be required, including the installation of replacement trees. Enhancement and restoration of other vegetation may also be required. • Animals In addition to small rodents, squirrels, raccoon and birds found near site, river is known salmonid habitat. No known threatened or endangered species on or near site. No impact to wildlife or aquatic life in anticipated. • Energy/Natural Resources Gasoline or other fuels may be used for machinery during construction. • Environmental Health Some short term noise will be generated during construction time period, lasting between 8:00 a.m. and 6:00 p.m. No long term noise impacts are anticipated. • Land/Shoreline Use Project site runs through the Commercial/Light Industrial (C/LI) and Low Density Residential (LDR) zones and across right-of-way and public trails. Existing uses adjacent to river are primarily light industrial and office uses. The area of the project prior to existing development was used for agricultural production. No structures will be demolished. A Substantial Shoreline Development Permit (TMC 18.45) is required prior to construction. Adjacent structures are primarily up to 30 feet in height, with the exception of a 6 story office building. E98-0017 SEPA Checklist - Electric Lightwave, Inc. . August 31, 1998 • • The following are Shoreline Master Plan Policies that pertain to this development: 1. Determine and consider the visual impact that the commercial/industrial development will have on the surrounding area 2. Shoreline activities identified as being appropriate shoreline uses should be planned for and encouraged. a. Short-term economic gain or convenience in develops should be evaluated in relationship to long-term and potential impairments to the desirable biological and aesthetic features of the river and shoreline. b. Preference will be given to those activities which protect and enhance the desirable features of the river, depend on a shoreline locations, and/or provide public access to the shoreline. c. Aesthetic considerations should be encouraged when contemplating a new development, redevelopment of existing facilities or for general enhancement of shoreline areas. The following are Comprehensive Plan Policies that pertain to the proposed development: • Capital improvement projects and private development are designed, located and managed in a manner which does not endanger public health, safety, welfare or capacity of river to provide long-term community benefits. (Policy 5.11.1) • When overwater structures or structural reinforcement of the riverbank is proposed, it is necessary for a significant long-term public benefit or water dependent use (Policy 5.3.3) • Housing No impacts. • Aesthetics As proposed, the project includes a flyover of the Green River through the installation of 65 foot poles to accommodate crossing. All other existing components will be buried. • Light and Glare No impacts. • Recreation The project is located on and along the Interurban Trail. In addition, there are passive recreation facilities and visual access points along portions of the project. No displacement of recreation facilities will occur, however the construction phase of the project may limit access at certain points along the trail. August 31, 1998 • • • Historic/Cultural Preservation No impacts. • Transportation Site is located near Gateway Drive and S. 130th Place and near the intersection of S. 130th Place and 56th Ave S. The project will be located near BNSF Burlington Northern and Union Pacific Railroad easements. Any closing of travel lanes will be limited to specific construction time periods and will require Street Use Permits from the City of Tukwila. Appropriate safety measures to ensure safe travel will be implemented. • Public Services No impacts. • Utilities No impact. Recommendation: Mitigated Determination of Non -Significance, with one condition: 1) To meet the referenced Comprehensive Plan and Shoreline Master Plan policies, the plan shall be revised to eliminate the proposed aerial crossing. The applicant shall obtain approval of the Washington State Department of Transportation to use their bridge crossing the Green River until other facilities crossing at 48th Ave S. are built by the City of Tukwila or other agencies. As a result, several of the questions may not apply to your project. If a particular question does not apply, simply write N/A underneath. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The following is a brief project description of Electric Lightwave's proposed conduit project in Tukwila. Figure 1, Project Vicinity, shows the general location of the proposed project. Project Alignment This project consists of burying four to eight four -inch diameter conduits on private property, along the gravel shoulder of the interurban trail, and in the improved (paved) roadway of South 130th Place. The project also includes the temporary placement of two utility poles, one on each side of the Green River. See Figure 2, Project Route. The aerial crossing would be replaced in the future when King County builds a pedestrian bridge across the Green River upstream of the proposed crossing. Electric Lightwave has 3 • • approached the County regarding having a conduit constructed on the bridge when it is built (expected to be within three years). Electric Lightwave would then extend the proposed trench along the trail to the pedestrian bridge and intercept their conduit on the other side of the Green River. Construction Techniques Much of the construction will take place directly from improved roadway, trail shoulder or parking lot. The conduit would be installed in an 18 inch wide trench that would be dug by a small backhoe. The trench would be four to five feet deep as shown below. With construction of this type, about 50 to 100 feet of trench is open at a time with one end of the trench being backfilled as new trench is dug. An auger is used to drill a hole approximately the same diameter as the pole and the pole is set in the hole with a hoist. This type of construction is the least disruptive to the soil and often the ground is completely rehabilitated very soon after construction. In areas with structures such as outfalls and pedestrian shelters, the trench would be hand dug to minimize impacts. No construction equipment will enter, nor will any excavation take place, inside of the banks or ordinary high water mark of the Green River. 4 • • 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The placement of underground vaults (2) will require approximately 2 cy. of excavation each and will be backfilled with native materials. Conduits would be installed as described, the manholes will be placed and backfilled in the same day. There is little to no potential for erosion or sediment laden runoff from the project site. 6 • • g. This project will not result in any increase in impervious surface. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: None are necessary or proposed. 2. AIR a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Vehicle emissions from the trucks used for hauling and installing the cable would occur during installation. No emissions would result once the cable was installed. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. None. c. Proposed measures to reduce or control emissions or other impacts to air, if any: None are necessary or proposed. 3. WATER a. Surface 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. • • The proposal is to install conduits and poles adjacent to the Green River. The Green River becomes the Duwamish River, which flows into Elliott Bay/Puget Sound. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Yes. Conduits will be buried on the south side of the subject waterway, then cross the river aerially on two utility poles and be buried on the north or east side of the river. It the future, the poles and aerial crossing would be removed and replaced by trenching further south along the west side of the river to a proposed pedestrian bridge. New conduits would be mounted to the bridge and tie into the proposed route. See Figure 2 for the project routing. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. The proposal will not include any filling or dredging. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose,and approximate quantities if known. No. 5) Does the proposal lie within a 100 -year floodplain? If so, note location on the site plan. Yes. The entire project as described is either within 200' of the ordinary high water mark of the Green River or in its associated 100 year floodplain. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No. • • b. Ground 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. What kind and amount of vegetation will be removed or altered? Other than grasses and weeds growing next to the trail and on the road shoulder, no vegetation will be removed. c. List threatened or endangered species known to be on or near the site. None are known. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: None are proposed. • • 5. ANIMALS a. Circle any birds and animals which have been observed on or near the site or are known to be on or near the site: birds: hawk, heron, eagle, songbirds, other: mammals: deer, bear, elk, beaver, other: small mammals and rodents fish: bass, salmon, trout, herring, shellfish, other: The property adjacent to the project site is industrial in nature. Due to its proximity to the waterway, one would expect a fairly wide range of transient wildlife in the general area. However, since the project will not adversely affect any potential species, no wildlife study was conducted for this project. b. List any threatened or endangered species known to be on or near the site. None are known. c. Is the site part of a migration route? If so, explain. Because of the waterway nearby, the area is likely to be used by various waterfowl for feeding. The river is also likely used by salmon and other fish species. d. Proposed measures to preserve or enhance wildlife, if any: This project will not affect any wildlife species. The river crossing is to be done aerially on two proposed poles (one each on each side of the river) and will not alter the waterway or result in any impact to fisheries resources. No mitigation measures are necessary or proposed. 6. ENERGY AND NATURAL RESOURCES a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs?
