Thank you for your follow up letter we received June 11, 1999 regarding the Master
Values project. At this point, the new owner is committed to redesign of the plat
generally consistent with the revised layout staff proposed at our January 27th meeting.
As we may have mentioned at that meeting, Boyd Real Estate Investments is in the
process of foreclosure and hopes to have the property under control in early August.
Please keep our file active as it is their intent to finish the project once they have
possession of the property.

This letter is to follow up on our meeting on January 27th, 1999. At that meeting we discussed
possible ways the Master Values short plat/BLA project could be redesigned to lower the
impacts on the site and avoid an Environmental Impact Statement. I have not received a
revised proposal and would like to know if you are still pursuing the project.
Please let me know by June 25th if you are working on a redesign, preparing an EIS or would
like to close out the project.

Dear Mr. Foley,
I have reviewed the SEPA Checklist and project drawings for the Master Values short plats. I
find that your proposal does not work with the grades on site, requires up to 23 feet of fill in
places, would result in the clearing of the site and the loss of nearly every existing tree, many
of which meet Tukwila's definition of significant trees. The proposal is likely to receive a
DS, determination of significance, in its present form. This would require you to prepare an
Environmental Impact Statement on the project for the City's review.
I am notifying you of this probable determination to give you the option of redesigning the
project in a more environmentally sensitive manner. Staff has looked at the project and thinks
that you could create up to six new sites accessed from the existing road while preserving
about half of the trees and using less than 10 percent of the amount of fill you are proposing.
While this would create one or two fewer sites than your current proposal, it would be much
cheaper to construct, reduce your need for stormwater detention, reduce the cost of clearing
and filling the site, and require many fewer replacement trees.

RE: MasterValues Plats - E98-0020 .
I have reviewed the revised SEPA checklist and plans for this project. I have not commented much
on this project so this memo may seem to present new ideas. The SEPA checklist may need some
revision because consultant studies do not appear to be current with the proposal to fill most of the
site. My comments are listed as follows.
1) Tree permit information needs to be more complete prior to Preliminary Plat approval.
Identify the existing trees that will be removed/retained and an appropriate tree replacement
plan. Planting trees in structural fill will require some special considerations regarding soil
supplements and species selection. This could be resolved after the SEPA Determination.
2) The original geotechnical report (Pacific Testing Labs, 10/7/96) did not recommend placing
fill on slope areas that exceed 15% gradient. At that time the site plan would have included
building homes into the existing slope of about 20% gradient. However, the current proposal
has been recommended by the geotechnical engineer with the use of structural fill and a
retaining wall. The retaining wall could be as tall as 15 feet to compensate for fill areas of
the same depth.
A geotechnical peer review may be necessary to confirm the buildability of constructing
homes and a road on this much fill and to review the design of the retaining wall.
3) The project site is directly east of City Open Space and will discharge the surface water
runoff towards a sensitive area watercourse, # 23-5. It appears that Inventoried Wetland # 7
is just north of the site. The storm drainage report (Baseline Engineering, 6/4/97) was
competed for a site that would construct on existing soils. It appears that the only impervious
conditions included in the current drainage plan are for roadways and new homes.
• A site condition that includes extensive fill over an acre or about half the site area could
contribute significantly more runoff then what has been evaluated. Structural fill for this
type of development must meet certain standards and must be compacted for much of the site
development. The filled areas will not be as pervious as the native soils.

I have several questions and concerns for the current project proposal. Even if permitable,
the runoff from this site would not enter the Macadam wetland # 7 for additional detention.
How will the runoff be conveyed from the property? Has open pond detention or an
infiltration system been evaluated as a feasible way to handle the runoff?
Can a SEPA determination be issued if project design reports do not clearly reflect the
proposal impacts?

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all governmental agencies
to consider the environmental impacts of a proposal before making decisions. An environmental impact
statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality
of the environment. The purpose of this checklist is to provide information to help you and the agency
identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)
and to help the agency decide whether an EIS is required.
Instruction for Applicants:
This environmental checklist .asks you to describe some basic information about your proposal. The City
uses this checklist to determine whether the environmental impacts of your proposal are significant,
requiring preparation of an EIS. Answer the questions briefly, with the most precise information known,
or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal,
write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary
delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations.
Answer these questions if you can. If you have problems, the City staff can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attached any additional information that will help describe your
